What changed in this PR
Adds ACL-agent VM images to the parallel Tailor image workspace as part 12 of the migration stack, supporting agent-driven A/B update testing.
Changes:
- Adds amd64 ACL-agent base (
qcow2) and update (cosi) scenarios using shared UKI usr-verity configuration. - Defines persistent partitions for agent state, kubeconfig, and Trident configuration across A/B updates.
- Adds agent service overrides, test-CA installation, and documentation of service enablement.

This split preserves the aggregate migration content; the original tooling, image-config, and final trees are unchanged.
