Trident-ACL-Agent.md referenced trident-vm-testimage/by-scenario/ acl-agent.yaml missing its tests/tailor-images/ prefix. Testing.md pointed at tests/images/trident-vm-testimage/, which does not exist yet at this point in the stack -- the tests/tailor-images -> tests/ images rename lands later, in #846.
