What changed in this PR
Part 8 of the Tailor migration adds container-based installer and test images, plus Azure Linux and foreign-OS direct-streaming configurations, to the parallel image workspace.
Changes:
- Add container image definitions, startup services, setup scripts, and build documentation.
- Add Azure Linux and Ubuntu/GB200 direct-streaming images with architecture-specific base selection.
- Register the four image families in the workspace and its documentation.

Add the container installer/test image and Azure Linux/foreign direct-streaming image configurations.
Part 8 of the 16-PR Tailor migration stack. Depends on #901.
This split preserves the aggregate migration content; the original tooling, image-config, and final trees are unchanged.
Stack
