docs/ is pkgdown's output directory, and build_site_github_pages() refuses to clean a non-empty docs/ it did not build, which fails the pkgdown check on the release PR. The spec and plan from #266 now live outside the repository, with the other planning documents; the .gitignore exception that let them in goes too. Closes #275. Unblocks the pkgdown check on the release PR #274.
docs/is pkgdown's output directory. #266 committed its design spec and implementation plan underdocs/superpowers/(with a.gitignoreexception), andpkgdown::build_site_github_pages()refuses to clean a non-emptydocs/it did not build:check_dest_is_pkgdown()fails, which is the red pkgdown check on #274. master has an emptydocs/, which is why its pkgdown builds.Removes the two files and the exception. The documents are kept outside the repository with the other planning notes, per the rule that the repository carries code, docs and tests only.
