Live Naver SDK loading errors previously switched the map into an offline test stub. This promotion preserves an explicit failure state and synchronizes one retry across public and administrator map consumers, including configured SDK URLs.
The promotion also carries the existing review-media successor and operating-admission tooling. Its launch policy remains held; hosted SQL, verification-photo transfer and production deployment require fresh source, rollback, writer-fence and rehearsal receipts.
Validation: exact develop HEAD CI passed, including the fresh GitGuardian rescan after two synthetic test incidents were classified. The SDK changes passed 59 related tests and four production-build recovery scenarios using actual remote Naver SDK/tiles with synthetic REST735/Auth401 data. These are desktop Chrome viewport scenarios; physical Galaxy and field gains are unverified. The separate swipe snapshot performance candidate is excluded.
Promotion source: data d608d9f, following develop 4ba9c6d through PR #3199. The remaining unpatched braces development-dependency advisory is retained; the full audit is not reported as clean.
