Promote the reviewed apply-custody and preflight repairs from develop to data. The current source binds stored rehearsal-admission bytes, verifies the detached retained-proof map digest, and uses finite admission-bound preflight timeouts.
PR #3202 passed current-head Ubuntu/Windows npm and Bun, Release, Promotion Path, CodeQL, and GitGuardian before the normal develop merge ac559e1. Fresh PG17.6 forward and rollback replays and current-source evidence are retained; the first CI/map failure and first contention-fixture failure are preserved.
This is protected source promotion. Launch stays held; no hosted SQL, Storage transfer, production deployment, field improvement, or memory-guard success is claimed. The rejected memory candidate is excluded. After data promotion, #3201 must be rechecked on its updated exact head before main merge.
