Apply preflight reads now have server lock/statement/transaction limits and an admission-bound client timeout. Apply receipts are bound to the actual stored rehearsal admission, its original attempt, and the same rollback and writer fences, preventing mixed custody sets from passing validation.
Retained PG proofs authenticate the detached checksum-map digest before trusting entries. New current-source verification preserves stale records and the failed first replay instead of overwriting them. The local contention fixture starts its unchanged expiry window after the holder is ready and verifies real waiting before releasing the lock.
Validation: 98 related unit tests passed; after the fixture change, all 20 harness tests passed (overlapping counts are not added). Targeted ESLint, native/compat TypeScript parity, and the PG17.6 eleven-stage atomic/rollback/catalog-drift/contended-expiry replay passed. Current source and map hashes are independently verified in docs/evidence/review-admission-fixes-20261014-validation-v1.json. Launch remains held. No hosted SQL, deployment, storage mutation, or performance improvement is claimed.
Addresses the four review threads on #3201; delivery still follows develop → data → main.
