Fixes #25580

Ruling-ref: 6377848497
Clause-②: yes (widening)
Metadata-protocol: added

What

A flow can now declare who may START it: FlowSchema.requiredPermissions: string[], the same value shape as an action's requiredPermissions (ADR-0066 D4). Ruling A's order holds inside this one PR (retriage answer 6382852102): the spec adds the key, and the server checks it in the one shared check every start door asks.

The shared check — packages/runtime/src/flow-start-admission.ts#flowStartRefusal

The module already existed as "the ONE definition asked by every door that starts a flow by name" (the elevated self-triggered rule). Its door-facing predicate is replaced by one function, flowStartRefusal(automation, flowName, executionContext), which returns the ADR-0112 refusal or null:

  1. Elevated self-triggered rule (unchanged): a non-system caller may not start a runAs: 'system' flow of type autolaunched / record_change / schedule. Answers first, because no capability opens it.
  2. The flow's requiredPermissions (new): a non-system caller must hold every named capability, or 403 PERMISSION_DENIED, nothing dispatched. The capability arithmetic is packages/runtime/src/required-capabilities.ts#missingCapabilities, which the action gate actionPermissionError now asks too: one spelling of "holds X" for both keys.

The system principal (isSystem) is admitted, the action gate's bypass; the census row on content/docs/permissions/system-context.mdx is re-anchored to the new symbol.

The doors (each one call to the check, nothing else)

Door Call site
Trigger route POST /automation/:name/trigger (and the legacy spelling) packages/runtime/src/domains/automation.ts#respondToFlowTrigger
Action of type: 'flow': REST POST /actions/:object/:action and MCP run_action packages/runtime/src/action-execution.ts#dispatchFlowAction (both entrances reach it)
Declared endpoint of type: 'flow' packages/runtime/src/endpoint-executor.ts#executeFlow

packages/mcp needed no change: run_action reaches dispatchFlowAction through the runtime bridge.

Decisions recorded

  • The action door inherits the flow's list. An action that starts a gated flow is gated by it even when the action declares none.
  • When both declare, the caller needs both lists. The action's own gate answers first (upstream, unchanged). The flow's gate then answers at dispatchFlowAction.
  • Sub-flows are not doors. A parent's subflow node starts the child through engine.execute, which never reads the key. Pinned on the real engine.
  • The declared endpoint is gated too. The ruling names three doors. The existing shared module already treats type: 'flow' endpoints as a fourth door that starts a flow by name, so leaving it out would leave a bypass.
  • The refusal names the declared and the missing capabilities (as the action gate's does) and nothing else about the flow.
  • runAs: 'user' flows are gated too. The key gates the start, not the elevation.

Authoring surfaces

  • os validate: capability-reference-unknown now judges flows[i].requiredPermissions through the same code that judges actions (packages/lint/src/validate-capability-references.ts), and os explain names the position.
  • Studio flow form: offers the key (string-tags, as on the action form). The translation bundles are regenerated; zh-CN, ja-JP and es-ES are translated by hand.
  • Generated: authorable-surface shards, references docs, liveness row (live) and state counts.

Tests

  • packages/runtime/src/flow-start-required-permissions.test.ts covers all four doors (trigger, REST /actions, MCP run_action, endpoint). Each case is pinned on code + status + never dispatched:
    • without X → 403 PERMISSION_DENIED; with X → starts
    • EVERY capability required; system principal admitted; absent or empty list admits
    • the elevated self-triggered rule answers first
    • identical envelope at all four doors
    • inheritance with no action list; both-declared in each direction
  • packages/services/service-automation/src/subflow-required-permissions.test.ts: a gated child runs from its parent for a member holding nothing, on the real engine.
  • packages/spec/src/automation/flow-required-permissions.test.ts: full parse green and kept on the parsed definition; wrong value shapes refused at the same paths the action key refuses.
  • packages/lint/src/validate-capability-references.test.ts: a typo at flows[1].requiredPermissions warns; a granted one passes.

Readings are on head 3ddf0535 (and as noted per line) (local subset; CI runs the farm):

  • @objectstack/runtime full suite (pre-merge head a2fd696f; the merge brought no runtime change): Test Files 441 passed (441), Tests 7080 passed / 19 skipped. On the merged head 86714f38: the three door pin files, 97 passed.
  • @objectstack/spec full suite on 86714f38: Test Files 716 passed (716), Tests 21712 passed / 1 todo. The first run, pre-merge, was 2 failed (the translation-face and form-reconciliation pins named the new key); both were fixed in this PR by offering the key in the flow form and adding a translation-face row.
  • @objectstack/lint full suite on 86714f38: Test Files 159 passed (159), Tests 7245 passed.
  • @objectstack/service-automation full suite (pre-merge): Test Files 200 passed (200), Tests 2630 passed. The sub-flow pin on 86714f38: 2 passed.
  • @objectstack/platform-objects full suite on 3ddf0535: Test Files 94 passed (94), Tests 1343 passed. The catalog count pin moved 678 to 679 for the new form row.
  • typecheck on the merged head: spec, runtime, service-automation, lint, rest and platform-objects all Done, exit 0.

Ablation (one-off, no permanent file). Mutating if (missing.length > 0) return requiredPermissionsRefusal( to if (false) … through scripts/ablation-replace.mjs reds flow-start-required-permissions.test.ts: 21 failed / 24 passed of 45. The file was restored byte-identical (blob 9f81b3b1570b before = after; git diff HEAD empty). The runtime tests import src relatively, so no dist/ leg was needed.

Gates

Derived with node scripts/pm/dispatch-gates.mjs --commands --repo objectstack-ai/objectstack, which gives 122 commands.

  • All 122 ran on head 86714f38 (after the origin/main merge), each exit code captured before any pipe: 122 exit 0.
  • check-plugin-teardown-shape --self-test first answered 3 (shallow clone). After fetching its pinned fixture commit it answered 0.
  • The last commit (3ddf0535) only touches a platform-objects test file. It re-derives the same 122, and the ratchet families on that head answered 0: test-source-alias, cross-package-test-inputs, i18n, i18n-stale-fill, type-check-debt, type-check-coverage.
  • --ran reconciliation: 122 derived, 122 run, 0 NOT-MEASURED, 0 UNRUN, exit 0.
  • Also local: check-system-context-census OK; check-platform-checklist OK, and --changed-from origin/main OK with 0 anchors lost; check:dev-prereqs OK; check-nul-bytes OK; spec check:generated "All 14 generated artifacts are up to date" after the merge.
  • Not run locally: full dogfood. There is no ! in the title and no (narrowing) arm. CI runs the farm.

Producers

Measured at 7265b33e77: 8 flows in examples/** declare runAs: 'system' (showcase 6, todo 2). 2 of them are screen / api: showcase_inquiry_purge (screen) and showcase_inbound_task_webhook (api). None declares requiredPermissions, so none changes behaviour. packages/** holds no flow definition that declares runAs: 'system' outside tests.

Acceptance notes

  • Listing faces do not mirror the inherited gate. Two hide faces use only the action's own requiredPermissions: MCP list_actions (packages/runtime/src/domains/mcp.ts, the actionPermissionError filter) and the /meta action strip. So a member can still see an action whose target flow refuses them, and running it answers 403. These are UI conveniences, not access boundaries, and the doors enforce. Not filed: it is an observation, not one of the three filing classes.
  • Not start doors: resume_run / the screen-resume route continue a run that a door already admitted, so they are not checked again.
  • Pre-existing, unchanged: at the MCP bridge, the action's OWN requiredPermissions refusal is thrown as a bare sentence with no code/status, as the existing elevated-door pins already record. The new flow-level refusal carries PERMISSION_DENIED/403 at both entrances.
  • Files beyond the claim's declared surface: each is either a door itself or a gate the new key forces.
    • Doors: runtime/src/domains/automation.ts (the trigger door lives there, not in action-execution.ts) and runtime/src/endpoint-executor.ts.
    • New runtime files: runtime/src/required-capabilities.ts and the door pin.
    • Forced by gates: the service-automation sub-flow pin; spec/src/automation/flow.form.ts and spec/src/system/flows-translation-face.test.ts (form reconciliation and translation-face pins); platform-objects translation bundles; spec/liveness/flow.json; content/docs/permissions/system-context.mdx (census); docs/qa/platform-checklist/areas/automation.json (the anchor followed the renamed symbol).
    • Comment-only re-points to the new symbol name: rest/src/import-prepare.ts and spec/src/api/endpoint-publish-gate.ts.
  • hotsrm can drop its current_user.positions gate in srm_bank_verify once this ships. The four-eyes half (the creator may not verify) is out of scope per the ruling.

📓 Docs Drift Check

This PR changes 5 package(s): @objectstack/lint, @objectstack/platform-objects, @objectstack/rest, @objectstack/runtime, @objectstack/spec, touching 15 documentable anchor(s). ⚠️ 6 changed file(s) yielded no anchor (packages/rest/src/import-prepare.ts, packages/spec/authorable-surface/api.json, packages/spec/authorable-surface/automation.json, …), so the pages documenting them are NOT COVERED by this run — this is not a clean bill of health for those files.

27 hand-written doc(s) name something this change touched — list omitted above 15 rows. Re-derive on the tree named below: node scripts/docs-audit/affected-docs.mjs --json baae6ed14e90e357b6e437e62aed01f0f1be9649.

⛔ 10 release-owned page(s) also affected — read-only, see AGENTS.md Documentation Guardrails.

What this run could not see
  • 6 changed file(s) yielded no anchor (packages/rest/src/import-prepare.ts, packages/spec/authorable-surface/api.json, packages/spec/authorable-surface/automation.json, …) — pages documenting those are invisible to this run
  • 1 anchor(s) matched too much of the corpus to be a work list: PERMISSION_DENIED (literal, 43 pages)
  • 3 name(s) were too generic to anchor anything (single lowercase words)
  • the SDK route bridge reached 54 of 206 client-bound route-ledger rows — the other 152 have no registrar path: tail to select them, so pages documenting THEIR client methods cannot appear above, on this or any run. Of those 152: 0 are remediable by widening that discovery convention (an in-repo file declares the path; the convention did not scan it); 55 are structural — on a ledger where NOT ONE row is declared in-repo, so no discovery change reaches them at any price; 97 are undecided (no in-repo declaration, on a ledger that has other in-repo registrars — absence and an unreadable spelling are not distinguishable here). The rows themselves: node scripts/docs-audit/affected-docs.mjs --bridge-coverage
  • a page that states a rule by its inputs shares no identifier with the emitter that implements the rule, so an emitter-only diff cannot list it — not on this run and not on any run. Measured on fix(driver-sql): emit varchar(maxLength) for a text field a declared index keys on #11430: content/docs/protocol/objectql/types.mdx documents the text-family column mapping by the ObjectQL type names it maps FROM (text / textarea / html) while the diff changed createColumn; it went unlisted, and it was the page that diff falsified, in four places. No shared token exists to detect this on, so a rule your change carries has to be re-read by hand in the pages that restate it.
  • a key NAME is not a key, so the hand re-read the line above prescribes can land on the wrong schema. The same spelling is authorable on one governed type and a [REMOVED] tombstone on another for each of active, aria, joins, objects, template, tools and version (censused on [finding] tools is a key on BOTH AgentSchema (tombstoned, dead) and SkillSchema (live, cloud-attested), so a name-based search attributes skill examples to the agent key — it produced a false stop-the-line alarm on PR #19059 #19093 over the liveness ledger's governed types, top-level keys); nothing in a search result distinguishes the two, so a grep hit on a LIVE example reads as evidence about the DEAD key. Measured on fix(spec): the agent.tools liveness row says dead — it claimed live on a key the schema tombstoned #19059: content/docs/ai/agents.mdx was reported as contradicting the agent.tools tombstone over its tools: example at :161, which is inside the defineSkill({ block opened at :155 — the page was already correct. Settle ownership by PARSING the value against both schemas, never by the name: that literal PASSES SkillSchema, and as an AgentSchema it FAILS at tools with the tombstone prescription. ⛔ These names are not the whole class — a key retired through a .strict() guidance map leaves no tombstone in the walked shape and none of them here (tool.category, live as AIToolDefinition.category).

Coarse fallback — 151 page(s) merely mention a changed package (the pre-#9192 predicate, kept for the deliberately-wide backstop): node scripts/docs-audit/affected-docs.mjs --json baae6ed14e90e357b6e437e62aed01f0f1be9649 → packageMentionDocs.

Which tree this was computed on

This run read content/docs from c7aa0a4ca6de3d5be3e2d884aaa7558047155215 — the merge of head df8bbf94e36be6aa48e2eced4cedb9ee67a8a3c5 into base baae6ed14e90e357b6e437e62aed01f0f1be9649, which is what actions/checkout gives a pull_request run. Not the PR head.

A worktree cut from an older main holds a different content/docs, so re-deriving there can legitimately return a different list — that is a different tree, not a wrong row. To answer on the same tree:

# while this PR is open — GitHub drops the merge commit once it closes
git fetch origin c7aa0a4ca6de3d5be3e2d884aaa7558047155215 && git checkout c7aa0a4ca6de3d5be3e2d884aaa7558047155215
# afterwards, rebuild it from the two parents, which stay fetchable
git fetch origin baae6ed14e90e357b6e437e62aed01f0f1be9649 df8bbf94e36be6aa48e2eced4cedb9ee67a8a3c5 && git checkout -B drift-repro baae6ed14e90e357b6e437e62aed01f0f1be9649 && git merge --no-ff df8bbf94e36be6aa48e2eced4cedb9ee67a8a3c5

node scripts/docs-audit/affected-docs.mjs --json baae6ed14e90e357b6e437e62aed01f0f1be9649

⚠️ That checkout carried uncommitted changes, so the commit above does not fully identify what was read.

Advisory only, and a precision-first one (#9192): a page is listed because it names a
symbol, wire route or SDK method this diff touched — not because it mentions a changed
package. Each row says which anchor put it there, so a wrong row is reportable rather than
merely annoying. To re-verify, run the docs-accuracy-audit workflow scoped to these files:
node scripts/docs-audit/affected-docs.mjs baae6ed14e90e357b6e437e62aed01f0f1be9649 → pass the list as
args.docs, on the commit named under Which tree this was computed on.

ACCEPT · #25580 · domain:spec seat 2 (seat post #18549) · sunhaolin · session session_01PC4NPXPgPmpDRG9DdDnyXT · 2026-10-24T12:42Z · head 3ddf0535d6 · report 6384287040 · seat review at TIER_DEFAULT. Both clause-② limbs hit (path: packages/spec/src/automation/flow.zod.ts; declaration: Clause-②: yes), so a same-shape ## Contract review PASS at CONTRACT_REVIEW_TIER on the landing head is owed. needs:contract-review is added in this stroke. That tier is behind a quota wall right now (HTTP 429, see the seat post #18549), so this PR stays draft until the review runs.

  1. Shape. Draft, base main, first line Fixes #25580; Ruling-ref: 6377848497, Clause-②: yes (widening) and Metadata-protocol: added are line-initial. The changeset is minor on spec, runtime, lint and platform-objects. 30 files, +735/−64, not governed, under 3000 lines. The claim surface was amended this round (6384340409).
  2. The ruling, measured on the diff. Letter A, under triage's one-PR answer 6382852102: FlowSchema.requiredPermissions (the action key's shape, ADR-0066 D4) is checked in ONE function, flowStartRefusal in packages/runtime/src/flow-start-admission.ts. The trigger route, REST /actions and MCP run_action (through dispatchFlowAction), and a declared flow endpoint all call it, with one ADR-0112 envelope (PERMISSION_DENIED, 403). A sub-flow started through the engine is not re-checked (pinned on the real engine). The action door inherits the flow's list. The elevated self-triggered rule still answers first. os validate judges the key's values through the existing capability-reference-unknown code. Producers: 2 elevated screen / api flows in examples/**, neither declaring the key, so nothing changes behaviour.
  3. Gates. Check-runs on 3ddf0535d6 at this record: 24 success, 6 skipped, 10 in progress, 0 failed. Local, per the report: 122/122 derived, all exit 0. Full suites: runtime 441 files, spec 716, lint 159, service-automation 200, platform-objects 94. The new door pin has 45 cases, each asserting code, status and that execute is never called. Ablation on the refusal branch: 21/45 red, then restored.
  4. Deviations accepted. (a) The file surface followed the measured doors and the gates (addendum above). (b) The door-facing predicate refusesElevatedSelfTriggeredStart is replaced by flowStartRefusal plus the pure isElevatedSelfTriggered, and every reference is re-pointed in the PR. (c) After the origin/main merge, the runtime and service-automation suites re-ran only their door pins (the merged commits touched neither package), declared. (d) One unlocked debug run, declared; every reported reading came through the lock. mcp_calls 0; relay writes 2.
  5. Open questions and out-of-scope outcomes.
    • Both the action and its flow declare a list ⇒ the caller needs both (AND), and the action gate answers first. This is an implementation choice inside "the action door inherits the flow's declaration" (an action cannot widen access by declaring less); the contract review answers it as a boundary flag.
    • The declared flow endpoint is a start door too: it closes a bypass to the same flow, inside "every start door".
    • For the contract review: flowStartRefusal admits when the automation service or the flow is not found (return null). That is pre-existing for the elevated rule. The review judges whether it is acceptable for an access key (no start can proceed without a found flow).
    • MCP list_actions and the /meta action strip hide an action only on its own requiredPermissions, so an action whose flow refuses the caller is listed and answers 403 when run: Acceptance notes (a mirror face; the doors enforce).
    • Pre-existing: at the MCP run_action bridge, the action's own refusal is a bare sentence without code / status; the new flow refusal carries both: Acceptance notes.
  6. Landing. Not governed, 799 changed lines. Once a CONTRACT_REVIEW_TIER PASS is on record (blocked by the quota wall) and every check on the then-current head is green, the seat sends pr_ready + automerge_enable through the relay.

席位核对 (round 2 addendum)

ACCEPT stands · #25580 · domain:spec seat 2 · session session_01PC4NPXPgPmpDRG9DdDnyXT · 2026-10-24T13:56Z · head df8bbf94e3 · round-2 report 6384965336, docs addendum 6385064665 (on #25580). This amends 6384350038; items not named here stand.

  1. Patch round 1, root cause. Test Core (3/6) on 3ddf0535d6 was packages/metadata-protocol/src/protocol.meta-types-degenerate-derivation.test.ts, case "control: flow still serves 23 top-level properties" (expected 24 to be 23), and this PR caused it. FlowSchema.requiredPermissions is a declared key, so flow now serves 24 top-level properties. The fix (1516b976a6) moves the pin from 23 to 24, with a provenance sentence in the same form the docblock already uses for field, object, page, dashboard and position. The assertion is still an exact equality; nothing was skipped or loosened.
  2. Docs this PR made false, fixed (df8bbf94e3). Of 27 pages affected-docs lists, the 8 that state how a flow start is admitted were read, and 3 were false. The seat checked the corrected sentences against flow-start-admission.ts:
    • automation/flows.mdx: the property row, and the second 403 row "checked after the row above". The elevated rule answers first in flowStartRefusal, and the system principal is exempt. The outcome counts go from six to seven and from five to six. "current_user.positions is not an authorization input" matches the platform rule already stated in references/data/hook.mdx :127 and pinned in spec/src/data/hook.test.ts :1304.
    • ui/actions.mdx: the unset-gate sentence (AND when both declare a list), and the flow row.
    • api/declarative-endpoints.mdx: the flow row.
    • No content/docs/releases/** file was edited.
  3. Gates. Round 2, local:
    • metadata-protocol: 263 files / 21473 tests on 1516b976a, after 1 failed on 3ddf0535.
    • test:repo: spec 79/1269, runtime 3/854, rest 5/280.
    • 122/122 derived, --ran DERIVED zero. The 33 doc and citation families re-ran on df8bbf94e, all exit 0.
    • CI on df8bbf94e3 is still running at this record; landing waits for every check green.
  4. Deviations added. Round 1 ran no metadata-protocol suite, although that package reads FlowSchema through /meta/types. The consumer set was derived from the edited packages, not from the readers of the changed contract. The test file and the three docs pages are outside the claim's surface; the claim is amended on the card in this round. Round 2's stale "test:repo not run" deviation is marked superseded in 6385064665.
  5. Landing is unchanged: a CONTRACT_REVIEW_TIER PASS (quota wall) plus every check green, then pr_ready + automerge_enable through the relay.

① Derived judgments

  1. FlowSchema.requiredPermissions: z.array(z.string()).optional() (flow.zod.ts) — right. Byte-for-byte the value shape of ActionSchema.requiredPermissions (ui/action.zod.ts:1534), optional, [ADR-0066 D4]-prefixed describe. FlowSchema is a strictObject, so on the merge base a flow carrying the key was refused as unknown and now parses: a pure widening of the authorable accept set; a flow not declaring it parses byte-identically (pinned: flow-required-permissions.test.ts, "key absent"). No default, so no stored-row migration and no ADR-0087 entry is owed. The three wrong value shapes are refused at requiredPermissions on both schemas, in one pin.
  2. One shared check, asked at every enumerated door — right, and read at each call site. flowStartRefusal(automation, flowName, ec) (flow-start-admission.ts) answers the elevated self-triggered rule first (isElevatedSelfTriggered, unchanged type set and refusal constant), then missingCapabilities(flow.requiredPermissions, ec); the system principal returns null before either, the action gate's own bypass. Call sites read: respondToFlowTrigger (domains/automation.ts:2027, the trigger route and its legacy spelling), dispatchFlowAction (action-execution.ts:1396, reached by REST POST /actions/:object/:action through domains/actions.ts:814 and by MCP run_action through invokeBusinessAction, domains/mcp.ts:869), executeFlow (endpoint-executor.ts:571). At all three the order is existence (flowIsUnknown, 404) then this check then dispatch, so a refused start runs nothing. packages/mcp is untouched and needs no change: the bridge reaches the runtime door. The only other execute call sites in non-test code are the engine's own subflow and map nodes, which are not doors (below).
  3. missingCapabilities extracted and shared with actionPermissionError — right. action-execution.ts:835 now asks the same function with the same ec.systemPermissions reading it had inline; behaviour at the action door is unchanged for the action's own list. A non-array required declares nothing, which no door can reach: getFlow serves FlowParsed from registerFlow's canonicalised parse (engine.ts:4215, :4567), and the strict schema admits only string[]. The sub-flow pin's first case holds the engine serves the key on the definition the doors read.
  4. Door pins — right for the claim they make. flow-start-required-permissions.test.ts drives all four doors over one scripted automation service through the real HttpDispatcher (handleAutomation, handleActions), the real invokeBusinessAction bridge and the real executeEndpointTarget; every refusal case asserts status, code and that execute was never called; the inheritance and both-declared cases pin the action gate answering first (the flow never read) and the flow gate second. subflow-required-permissions.test.ts runs the real AutomationEngine with the real subflow executor: a gated autolaunched child runs from its parent for a member holding nothing. Test Core on the head carries them.
  5. Renames are internal — right, no public-surface change in @objectstack/runtime. refusesElevatedSelfTriggeredStart was never exported from packages/runtime/src/index.ts on the merge base, and flowStartRefusal, isElevatedSelfTriggered, requiredPermissionsRefusal, FlowStartRefusal and missingCapabilities are not exported from it on the head; every in-repo reference (the census row, the checklist anchor, two comments) is re-pointed in this diff and git grep on the head finds no survivor of the old name. ELEVATED_START_REFUSAL is kept as it was. No new error code is minted: both refusals carry PERMISSION_DENIED / 403.
  6. Generated and ledger surfaces — right. authorable-surface/automation.json gains automation/Flow:requiredPermissions and authorable-surface/api.json gains api/CreateFlowRequest:requiredPermissions (the create-flow request body accepts the key: the same widening, one derivation). liveness/flow.json classifies it live with in-repo evidence naming the check, the arithmetic, the three door files and both pins; state counts 35 to 36 live. /meta/types now serves 24 top-level properties for flow; the degenerate-derivation control pin moved 23 to 24 with a provenance sentence in the file's own form and the assertion stays an exact equality. The references pages and the describe text match the schema.
  7. flow.form.ts — right. The flow form offers the key as string-tags, the same face as action.form.ts:173 and app.form.ts:102; the en bundle is regenerated and the zh-CN / ja-JP / es-ES rows are hand-written and faithful. flows-translation-face.test.ts classifies flow.requiredPermissions[] as noReader: a capability name is machine text, never drawn.
  8. endpoint-publish-gate.ts — comment-only, right as corrected. The D2b publish gate (ADR-0138) refuses runAs: 'system' behind an anonymous type: 'flow' endpoint at publish; the comment now says what the executor refuses at run time (self-triggered, and a flow whose requiredPermissions the caller lacks) and keeps the statement that a system api / screen flow declaring none executes elevated behind an anonymous endpoint. No gate logic moved.
  9. Lint — right. validate-capability-references.ts judges flows[i].requiredPermissions through the same flag path as actions, at the same warning severity, with the where / path pinned; os explain names the position.
  10. Behaviour on the merge base's producers — unchanged. A flow that declares nothing is admitted exactly as before at every door (pinned absent and empty); no examples/** or packages/** flow could have declared the key under the strict schema.

② Semver level

.changeset/25580-flow-required-permissions.md: minor on @objectstack/spec, @objectstack/runtime, @objectstack/lint, @objectstack/platform-objects — matches what the diff publishes. Metadata-protocol: added (a new authorable key) owes at least minor on every package the diff moves; all four are at minor. Packages the diff touches without a changeset entry publish nothing: @objectstack/rest (a comment re-point), @objectstack/metadata-protocol and @objectstack/service-automation (test files only). Not skip-changeset, and no major: nothing an author can write is removed, tombstoned or refused that was accepted before.

Clause-②: yes (widening) — right: the accept set widens (a key the strict schema refused now parses) and the public read surface widens (/meta/types, the authorable-surface shards, the create-flow request); nothing narrows. Metadata-protocol: added — right by the AGENTS.md kind table, and the highest kind that applies (no key removed or re-meant). Both lines are line-initial in the PR body and the changeset body, token first, with the trailing reasoning the reader tolerates (Check Changeset success reads them). No ADR-0087 disposition is owed (not breaking). Ruling-ref: 6377848497 is on the PR body and the claim.

open_questions (os-dev-report 6384287040, repeated in 6384965336), each answered here:

  • Both the action and its flow declare a list. The caller needs both, the action's gate answering first, the flow's at dispatchFlowAction — answered: right. The ruling says the action door inherits the flow's declaration; a declaration that could replace the flow's would let an action widen access to a flow by declaring less, which is the hole the key exists to close. Pinned in both directions at both entrances.
  • The declared type: 'flow' endpoint as a door. Answered: right. The card asks for the check on every start door and the pre-existing shared module already named the endpoint as one for the elevated rule; leaving it out would be a bypass to the same flow by name. The anonymous-endpoint case is bounded separately by the D2b publish gate.
  • The refusal message. Answered: right. It names the declared and the missing capabilities and nothing about the flow (pinned: contains the capability, not the flow name), the action gate's own shape; only code and status are contract, the words are not pinned.

Flags the lane seat raised for this review (6384350038 item 5) and this review's own:

  • flowStartRefusal returns null when the service has no getFlow or the flow is not found. Acceptable, no new hole: at all three call sites flowIsUnknown runs first through the same optional probe and answers 404 before this check, so a flow getFlow does not serve never reaches dispatch; a service without getFlow cannot be asked by the existence probe either, which is the shape the elevated rule already shipped with, and the production engine implements getFlow. Not escalated.
  • runAs: 'user' flows are gated too. Right: the key gates the start, not the elevation; the describe says so.
  • Sub-flows are not doors. Right, and ruled by the card ("a subflow call from a parent run keeps working"). The engine's map node starts children the same way (engine.execute, map-node.ts:201) and is covered by the same reasoning; neither reads the key.
  • The signed inbound hook (POST /automation/hooks/:flowName/:hookId, packages/triggers/trigger-api) is not governed by the key — acceptable, and this review's own flag. It verifies the sender's HMAC and only enqueues; the api flow then runs through its own trigger binding, as a schedule or record-change flow does, with no caller ExecutionContext to judge. It is the flow's own declared trigger with its own credential, not a door a member walks through, and the elevated rule already treats it the same way. The describe and the docs enumerate the doors the key binds (the trigger route, a type: 'flow' action over REST and MCP, a type: 'flow' endpoint), so the contract is bounded; the lane may add one sentence saying the hook is outside it. Not blocking, not escalated.
  • Listing faces (list_actions, the /meta action strip) hide an action only on its own list — an action whose target flow refuses the caller is listed and answers 403 when run. A convenience mirror, not an access boundary; the doors enforce. Noted in the PR's acceptance notes, not filed: not a defect, a contract violation or an authoring trap. Agreed.
  • The MCP bridge throws the action's OWN refusal as a bare sentence without code / status — pre-existing, already recorded by action-flow-elevated-door.test.ts; the new flow-level refusal carries both at both entrances. Unchanged by this PR; agreed as out of scope.
  • Dev deviations (both reports): the file surface beyond the claim (the trigger door lives in domains/automation.ts, the endpoint door, the shared module, the new arithmetic file, the pins, the forced census / checklist / translation / liveness / docs files) is amended on the card twice (6384340409, 6385086708); the predicate rename with every reference re-pointed; the changeset's fourth package; runtime and service-automation full suites pre-merge with only their door pins re-run post-merge (the incoming main commits touched neither package); one unlocked debug run with every reported reading through the lock; the round-1 consumer set missing metadata-protocol (caught by Test Core (3/6), fixed in round 1 of patching, suite re-run green). Each is declared and none hides a defect; nothing further to escalate.
  • Docs the PR made false (flows.mdx, ui/actions.mdx, declarative-endpoints.mdx) are corrected in df8bbf94e3; the corrected sentences match flowStartRefusal as read here. No release-owned page was edited. Outside this face; the lane seat's.
  • Not a governed-surface PR (no register path in the file list); 827 changed lines, under the 3000-line class.
