fix(gui): restore keep-native-v1 qualifier placement

Summary

• Restore the keep-native-v1 qualifier removed by fix(catalog): carry Ultra Fast discovery, vision sidecar, model alias ids and auto-review override (#7115, #7126, #7173, #6867) #7220 (f6e6f1bbd4). The original row and placement tests landed in feat(agents): keep ChatGPT-native models on v1 when catalog is v2 #1728 (8a0de6c44f).
• Keep the uniform settings rows and global auto-review override from feat(catalog): global auto-review override and Models settings panel tidy #6867/fix(catalog): carry Ultra Fast discovery, vision sidecar, model alias ids and auto-review override (#7115, #7126, #7173, #6867) #7220. Standard rows span the grid; the v2-only qualifier sits in column 2 beneath Sub-agent, right-aligned, and switches to the single-column stack below 1160px.
• Keep the help Tooltip around only the info icon. Models.tsx is 2,789 lines against its unchanged 2,792-line cap. No tests were weakened or removed.

Verification

• Per release coordinator instruction, hosted CI is the validation authority. Local test suites and standalone typecheck were NOT RUN; the full repository and GUI regression coverage is left to the PR's hosted Cross-platform CI Linux subset.
• bun install && (cd gui && bun install && bun run build) — passed, solely to serve the screenshot (the build script includes its normal tsc -b stage).
• git diff --check — passed.
• Read all 14 gui/tests files referencing Models.tsx or styles-models-workspace.css; preserve their other source contracts and the auto-review override wiring.
• Screenshot from the built GUI served by this worktree on port 18770, with fresh temporary OpenCodex and Codex state. Browser layout: 1440px qualifier uses column 2/right edge; at 1100px it uses column 1/start alignment.
• Hosted CI: pending; exact-head run and job results will be recorded after completion.

Maintainer note: this restores markup and CSS that #7220 dropped. The regression coverage already exists. The four keep-native-v1 GUI tests in gates fail on dev 4ed45e9 (Cross-platform run 38879287332) and pass on this head. Applying test-exception-approved because no new test is needed.
