feat(catalog): global auto-review override and Models settings panel tidy

Summary

• Adds the global auto-review model override to Models and ocx models auto-review status|set. Precedence is per-model, provider, enabled/nonblank global setting, then Codex root fallback. The setting defaults off; enabling it without a model displays Pending and keeps the root fallback.
• Uses an extracted SettingsRow for uniform full-width settings. Stale GET/PUT responses cannot overwrite another active proxy's settings. Models.tsx stays at its existing 2,792-line ceiling; no ratchet cap is raised.
• Preserves @sechmachine727's commits, including source head fbb64dca2319e33fcd9faeea898a01d04123c64f. Maintainer update merges origin/dev at 7640a942b35044c974e534b84d5a8049f4a8ae9a, regenerates the conflicting management-surface reference, and adds explicit blank-selector, stamp-removal and per-model precedence regression coverage. Normal push; no rebase or force-push.

  • This supersedes the earlier unclassified changed-mode run (36,702 pass / 107 skip / 25 fail / 3 errors, four update-job timeouts); that run's update-job timeouts did not recur.
  • Also at this head: GUI focused tests 12 pass / 0 fail, bun run typecheck, cd gui && bun run lint:i18n, bun run structure:check, bun run skill:surface:check, bun run privacy:scan: exit 0. Full bun run test was not run locally; CI covers it.

Real GUI screenshots use a separately built clean origin/dev before tree and this PR's after build, served by sandboxed proxies on ports 14867/14868. Screenshot browsers use temporary profiles and fixture provider configuration. Live GUI toggle smoke persisted {enabled:true, model:""} and displayed Pending. At 390px both builds had document width equal to viewport width. The installed /Applications/Google Chrome.app stalled at _dyld_start; capture therefore used the bundled Chrome headless shell 154 through scratch-installed playwright-core. No screenshots are committed to this PR branch.

Fixed the seven CodeRabbit findings in commit 3174aea2 and closed the route-parity gap found during validation.

• The Vietnamese hint now names the reviewer model; an enabled override without a model stays visible as pending in every locale.
• Auto-review reads and writes are scoped to the current API base. Saves are bounded, checked, and reconciled to confirmed server state; persistence rollback respects whether config bytes were already published.

Verification in the existing ocx-demo container (Bun 1.4.0): management API 10/0; provider validation 137/0; CLI, capability, dispatch and catalog tests 140/0; GUI regressions 8/0; file-size and effect-suppression guards 12/0. Typecheck, GUI lint and build, locale lint, docs build, privacy scan, structure check and generated skill-surface check passed.

The earlier bun run test:changed run exited 1 after 850 seconds (35,713 pass / 127 skip / 91 fail / 7 errors across 1,661 files). It exposed the two route-parity failures fixed here. The other failures and errors were not individually classified. Correction to the existing full-suite note: at least two failures in that earlier run were repository regressions already fixed in 70f48cdb; the remaining failures were not proven to be environmental.

The two follow-up CodeRabbit findings were fixed in commit 3eb8ffd0.

• The Models settings hook invalidates reads when a PUT starts, ignores ordinary reads during a write, and preserves the saving state during explicit save-error reconciliation.
• ocx models auto-review set reports failed catalog refreshes separately, tells operators to resolve the refresh issue before syncing, and gives retry guidance only when a refresh can be retried.

At tests/fixtures/file-size-baseline.json:20, this PR raises gui/src/pages/Models.tsx from 2,792 to 2,830. All three points are addressed on head 7d6af324, which is rebased onto dev at 9b6f4b26.

1. Cap restored and settings rows extracted

The cap raise is reverted: tests/fixtures/file-size-baseline.json is now byte-identical to the copy on dev, with gui/src/pages/Models.tsx back at 2792.

The file is at 2792 lines, so the ratchet classifies it UNCHANGED rather than GREW. bun scripts/file-size-ratchet.ts passes, and tests/ci-workflows/file-size-ratchet.test.ts passes 12/12 including the repository scan.

On the extraction itself: the auto-review row alone could not get under the cap. Its footprint in Models.tsx was about 20 lines, but two lines of summary state have to stay in Models.tsx because the folded panel summary renders them, so removing the row, its options memo, its hook call and both load triggers left the file at 2793 — one line over. The row therefore had to move together with the wrapper it shares.

What moved is SettingsRow in gui/src/pages/models-settings-panel.tsx, applied to all six settings rows this branch made uniform (new-model policy, default aliases, shadow-call intercept, auto-review override, sub-agent mode, keep-native-on-v1). The rendered DOM is unchanged: same models-control-row / models-row-label / models-row-actions nesting, same aria-busy condition, same label-then-space-then-hint markup. Net −38 lines in Models.tsx, which lands at 2792 rather than inching under the cap.

2. Both new test files registered

catalog-auto-review-override.test.ts is mapped to codex-integration and management-auto-review-settings.test.ts to server, in both scripts/test-layout/layout.json and tests/fixtures/test-layout-expected.json. The membership oracle in tests/test-layout-tooling.test.ts now verifies the fixture against the live tree entry by entry: 19 pass / 0 fail across both layout files.

3. Verification section corrected

The description no longer calls all 103 failures environmental. It now states that two were real regressions fixed in 70f48cdb, that the rest were not individually classified, and that the full-suite run predates the current head. Focused results on 7d6af324 are listed separately.

Rebase

The branch was 43 commits behind dev and the readiness box claimed at most 10. It is now 0 behind. Pushing the rebase required a force-push, done with --force-with-lease pinned to the SHA the remote reported.

Merged upstream/dev at 9c36822d into this branch. New head: fbb64dca. The PR no longer conflicts with dev, and the earlier commits are carried as-is (no rebase, no force-push).

Conflict resolution. Only two files conflicted: scripts/test-layout/layout.json and tests/fixtures/test-layout-expected.json. Both conflicts came from independent test-file registrations on each side, so I took the union. layout.json keeps one line per group, which holds it at 1,999 lines under the 2,000-line file-size threshold.

Verification at fbb64dca (Bun 1.4.3, the runner pinned by package.json):
