Pack the 231-ID set on the 3.10.0 tag path and add Studio npm publish (#8725) - #9042
The real tag pack still used Core-only ./build.sh Compile+Pack (Release dry-run on release/3.10.0 @ ca7ac4ff: 109 IDs). This PR (on main) wires a 3.10.0 tag release/non-promote dispatch through prepare_consolidated_release_candidate.py plus the 231-ID guard.
The candidate inventory baseline is per branch. The file committed here is main's own evaluation (233 packages / 158 exclusions at fa763dadb, including Elsa.Studio.Bpmn and Elsa.Studio.Bpmn.BpmnJs as packages and Elsa.Studio.Bpmn.X6 as a nonpackable exclusion). It is not the release/3.10.0 set. A later [3.10] pick must regenerate the baseline from release/3.10.0; the two inventories are not the same. Stable nuget.org promote stays fail-closed on the existing 231-ID guard.
build_npm needs build (tests and the main/release/* commit check) and builds @elsa-workflows/elsa-studio-wasm and @elsa-workflows/elsa-studio-wasm-react without credentials. publish_npm downloads that artifact and publishes to Feedz only (dist-tag + already-published handling). npmjs.com is not in this job until trusted publishing is confirmed. Stable 3.10.x npm is rejected in the selection check. No publish or Feedz dispatch was run.

Release Process
Added an opt-in workflow to build and publish the Studio WASM and React packages to Feedz for 3.10.x prerelease tags.
Stable 3.10.x npm publication is blocked. Publishing to npmjs.com is not included.
The 3.10.0 release workflow prepares and validates a consolidated candidate package set containing 231 package IDs. Stable Feedz publication remains subject to the nuget.org promotion guard.
Documentation
Updated release guidance with the publishing options, restrictions, and credential requirements.
The package workflow adds a guarded 3.10.0 candidate-pack path and default-off Studio npm publication to Feedz. Selection and workflow validators, tests, the inventory baseline, and release documentation cover these paths. npmjs.com publication remains excluded.

The workflow adds a default-off publish_npm input. The selection validator rejects npm publication from branch refs and stable 3.10.x tags. Tests and workflow-gate checks cover accepted and rejected selections.
Qualifying 3.10.0 release and dispatch runs use candidate preparation and the 231-ID guard instead of Compile+Pack. The workflow validator and tests check the candidate path and ID count. The inventory baseline and release documentation describe the candidate-pack scope.
The tag-gated jobs build and publish the Studio package pair to Feedz. Stable 3.10.x tags fail closed. The publisher verifies the two archives, applies a dist-tag, and handles existing-version conflicts. npmjs.com publication is not included.

The Studio npm publish path to Feedz is default-off and has several fail-closed guards. Remaining gaps are narrow: no reviewer-approved environment, a validator that does not inspect the setup-node registry, and npm publication that is not restricted to 3.10.x prerelease tags. Each gap needs a maintainer to dispatch deliberately, and each is cheap to fix. Mergeable with owner awareness.

Explanation
All changed areas support the packaging, ID-set guard, and Studio npm objectives in [#8725]. packages.yml changes add the publish_npm input, the candidate pack and validation path for 3.10.0, the npm build and publish jobs, the 180-minute build timeout, and the .NET 8, 9, and 10 setup. The validator scripts (validate_packages_publication_selection.py, validate_packages_workflow_gates.py) and their tests cover those workflow changes. validate-packages-gates.yml adds path filters for the new prove_studio_npm_pair scripts. The release runbook, SKILL.md, and publisher-gates documentation describe the new behavior. The inventory baseline refresh is the baseline the issue requests. No unrelated product behavior or unrelated cleanup is demonstrated in the reviewed files.

Explanation
[#8725] has several coding requirements. The PR meets some of them. (1) Tag path wiring: met in part. The 3.10.0 tag path runs prepare_consolidated_release_candidate.py and a 231-ID guard in packages.yml and validate_packages_workflow_gates.py. (2) Inventory baseline refresh: met. consolidated-candidate-inventory-baseline.json is refreshed to 233 packages and states that release/3.10.0 must regenerate it. (3) Studio npm publish: partly met. build_npm and publish_npm build and publish @elsa-workflows/elsa-studio-wasm and @elsa-workflows/elsa-studio-wasm-react to Feedz only. The issue requires Feedz and npmjs. The PR body and docs state npmjs publishing is excluded, so this requirement is unmet. (4) elsa-profile.json realignment: not met. The whole-PR diff for .agents/skills/elsa-release/references/elsa-profile.json is empty. The required_jobs realignment and the Elsa.Secrets.* realignment are absent. (5) Elsa.Testing.Extensions and Elsa.SamplePackage decision: not established. The changes imply a 231-ID set against a 233-ID candidate set, but no changed file records the decision for these two IDs. (6) Elsa.Templates release path: not established by any changed file. The 231-ID guard is internally consistent with the PR's own tag path. The unmet items are the npmjs publish path, the profile realignment, and the undocumented ID decisions.
Resolution
Implement the npmjs.com publish path for the Studio pair, gated on trusted publishing, or get the issue owner to change the active requirement to defer npmjs. 2) Update .agents/skills/elsa-release/references/elsa-profile.json required_jobs to match the jobs that exist after this PR. Include the five Elsa.Secrets.* IDs as intentionally unpackable. 3) Record and implement the decision for Elsa.Testing.Extensions and Elsa.SamplePackage. Align the 231-ID guard, the candidate pack, and the workflow gate tests with that decision. 4) Define and document the Elsa.Templates release path.

Elsa 3 Code Review: REQUEST_CHANGES + HIGH @ 2193033
Code Review, Round 1/6
The gate wiring itself is careful: the selection check, the exact if: pins, the npm publish detector and the ordering checks in validate_packages_workflow_gates.py all hold up, and nothing here can publish from a push, a release event or a PR. Stable 3.10.x NuGet promotion is unchanged. The problems are with where the 3.10.0 pack actually runs, and with the new npm job, which as written can't succeed on any tag it accepts.
Blockers
The refreshed baseline describes main, but the 3.10.0 tag is cut from release/3.10.0, so this doesn't deliver the 231-ID tag pack.consolidated-candidate-inventory-baseline.json now records a main-lineage evaluation (this PR's 8e566a7b): 390 projects, 231 packages plus 158 listed exclusions. release/3.10.0 has diverged from main (251 commits behind, 18 ahead), and its Elsa.sln lists 366 projects. That's the 366 in the PR body. The 24 extra baseline rows are the 20 Elsa.ReactStudio.* projects plus Elsa.Studio.Bpmn, Elsa.Studio.Bpmn.BpmnJs, Elsa.Studio.Bpmn.Tests and BpmnImportEquivalence, none of which exist on that branch. compare_inventory() requires an exact match on packages and exclusions, so:
on main, the new Pack consolidated 3.10.0 set step never runs, because main never produces a refs/tags/3.10.0 release or dispatch (packages.yml is read from the tagged commit);
once this is picked to release/3.10.0, the step fails with "Candidate inventory changed", because the main baseline lists 24 projects that branch doesn't have.
The fix is a [3.10] change (or pick) whose baseline is regenerated with --inventory-only from the release/3.10.0 tip. Please also state the pick plan in the PR body. Main should keep a baseline that matches main, or not claim to drive the tag pack at all.
IsPackable=false on Elsa.Studio.Bpmn and Elsa.Studio.Bpmn.BpmnJs turns off shipping the new BPMN designer on main to work around blocker 1. These modules arrived with #9038 and are main-only. They don't exist on release/3.10.0, so the 3.10.0 set never needed this. Hard-coding the flag in the csproj stops every future consolidated pack (3.11+) from shipping them. It also contradicts validate_packages_id_set.py, whose STUDIO_CONTENT still requires the Elsa.Studio.Bpmn.BpmnJs bundle assets whenever that package is packed. Please drop both csproj changes. Once the baseline matches the branch the tag is cut from, they aren't needed.
publish_npm can't build: wrong SDK.prove_studio_npm_pair.py writes global.json with 10.0.300 and rollForward: disable, and requires dotnet --version == 10.0.300 (sdk-version). The job installs dotnet-version: 10.x, which resolves to the newest 10.0 SDK. Unless that is exactly 10.0.300, the job fails. studio-npm-pair.yml pins actions/setup-dotnet@67a3573c… # v4.3.1 with dotnet-version: '10.0.300', and this job should do the same. It's also the one unpinned action (actions/setup-dotnet@v4) in a job that holds id-token: write and the Feedz key, which goes against the "every third-party action is pinned to a full SHA" rule the other publish jobs follow.
The Feedz npm publish has no dist-tag, the job always ends red, and a re-run can't recover.
RELEASE_CANDIDATE_VERSION only accepts 3.8–3.10, and stable 3.10.x fails closed. So the only versions this job can actually publish are 3.10.x prereleases (3.8/3.9 tags predate the script, and 3.11 tags fail release-candidate-version).
npm publish to Feedz now runs before the npm upgrade, under the npm 10 bundled with Node 22, with no --tag. npm 10 puts a prerelease on latest without a word (npm 11 would refuse). Neither package.json sets publishConfig.tag, so every Feedz publish this job can make moves latest to a prerelease.
Next, Fail closed: npmjs trusted publishing not yet confirmed exits 1 with no condition, so a successful Feedz publish always shows as a failed run. The obvious reaction is to re-run it. That rebuilds everything and then fails at Feedz with "cannot publish over the previously published version". The legacy Studio publisher (docs/integration-program/legacy/studio/.github/workflows/packages.yml.source) handled this by treating EPUBLISHCONFLICT / "cannot publish over" as already-published.
Please:
derive the dist-tag once (next for any - version) and pass it to the Feedz publish;
make the publish skip a version that already exists;
drop the unreachable npmjs tail (the npm@11 upgrade, the second setup-node, the npmjs publish loop) and the validator rules that pin it, so a good run ends green. Add npmjs in the follow-up that confirms trusted publishing. Carrying publish code that can never run, plus validator ordering rules for it, is extra machinery for the next reader to work through.
The npm pair is built inside the job that holds the publish credentials.publish_npm checks out the whole repo and runs prove_studio_npm_pair.py. That runs dotnet restore/publish, build_studio_clientlibs.sh and npm ci --ignore-scripts=false, so third-party lifecycle scripts execute in the same job and workspace that later receive FEEDZ_API_KEY_BASE64, and that also holds id-token: write. That permission does nothing now that npmjs can't be reached, so drop it until trusted publishing lands. npm install -g npm@11 is also an unpinned registry fetch. Every other publisher here (and the legacy Studio one) builds without credentials and has the publish job only download an artifact and push. Please:
build the pair in a credential-free job (inside build, or a separate build_npm job) and upload retained/*.tgz;
have publish_npm download that artifact, check that it holds exactly the two expected @elsa-workflows/elsa-studio-wasm{,-react} tarballs at ${GITHUB_REF_NAME}, and publish;
when npmjs returns, pin npm to an exact version.
This also makes it easy to reject stable 3.10.x before any build (see the first non-blocking item). Please extend npm_job_violations to enforce the build/publish split, the same way the validator already pins the NuGet promote steps.
Non-blocking
Reject stable 3.10.x npm in the selection check rather than at the end of the run. At the moment validate_packages_publication_selection.py accepts publish_npm on refs/tags/3.10.0 (and REQUIRED_ACCEPTANCES pins that). The run then does the full test suite, and on 3.10.0 the whole multi-hour candidate pack, before Fail closed on stable 3.10.x exits 1. Rejecting it up front is simpler and cheaper, and it removes the special "fail-closed step" naming contract from the validator. Keep the in-job step as defence in depth if you like.
The publish_npm artifact upload goes unused. Adding inputs.publish_npm to the Upload artifact condition uploads NuGet packages that no npm step consumes. Once blocker 5 gives the npm pair its own artifact, drop this.
The docs overstate what publish_npm can do.package-publisher-gates.md, the runbook and SKILL.md say publish_npm publishes "from a release-version tag". In practice it only covers 3.10.x prereleases until RELEASE_CANDIDATE_VERSION is widened (3.11 tags fail). Please say so, and add a row to the table for "3.11+ tag, publish_npm".
Step names say the opposite of what the steps do.Publish Studio npm pair to npmjs.com and Publish Studio npm pair to Feedz are setup-node registry-config steps. Something like Configure npmjs registry / Configure Feedz registry would read correctly in the run log.
The build timeout now applies to every push.build going from timeout-minutes: 30 to 180 covers every push to main/release/*, not just the 3.10.0 candidate pack. If only the candidate pack needs the extra time, scope it with a step-level timeout-minutes on that step and keep the job budget tight for normal pushes.
Bot findings I agree with (non-blocking).
Add an empty-key ::error:: guard to the Feedz npm step, matching the runbook's preflight rule.
Add FEEDZ_API_KEY_BASE64 to the runbook's elsa-core credential table.
Add scripts/integration-program/test_prove_studio_npm_pair.py to both validate-packages-gates.yml path filters.
Rewrite the runbook lines that still say Studio npm publication doesn't exist or that npm ownership is undecided (around lines 33, 165, 292 and 357).
The missing environment: on publish_npm matches publish_preview_feedz and publish_nuget, which don't have one either. Adding a reviewer-gated environment is worth doing for all three publishers together, but that's an owner decision and not something to block this PR on.
Two small inconsistencies.prepare_consolidated_release_candidate.py hard-codes --version 3.10.0 next to a VERSION env that already holds the tag. That's fine given the refs/tags/3.10.0 guard, but a comment tying the two together would help the next reader. Separately, the baseline's evidence.exclusion_count says 159 while the file lists 158 exclusions. Please regenerate rather than hand-edit (this goes away with blocker 1).
Tests. The new validator tests cover removing the guard and renaming the fail-closed step. Please also add mutation cases for an unpinned or wrong setup-dotnet in publish_npm, a Feedz publish without --tag, and (after blocker 5) a build step running in the publishing job.
CI was still running when this review was posted (validate-gates green; prove, the test jobs and CodeQL C# still pending). None of the blockers depend on it. Round 1 covers the full diff at this head, including 21930336 (npmjs fail-closed, Feedz first). CodeRabbit's five inline threads have replies; its dotnet-pin finding is the same as blocker 3. Greptile hadn't reported when this review was posted.
### Issue 1
.github/workflows/packages.yml:619-620
If the WASM upload fails, the loop records the failure but continues and can successfully publish React. React requires that exact WASM version, so Feedz is left with a published release that users cannot install. The final failing job status does not undo the React upload.
This was reproduced with a failed WASM upload followed by a successful React upload; installing React then failed because its WASM dependency was unavailable. Publish WASM first and stop on its failure before publishing React.
---
For each issue above, determine whether it is valid and should be fixed. If so, fix it directly.
Summary
Routes the 3.10.0 tag pack through consolidated candidate preparation and adds opt-in Studio npm publication to Feedz.
The 3.10.0 tag now packs the consolidated set before uploading the package artifact.
Operators can publish the Studio WASM and React packages to Feedz from eligible tags.
The workflow gate checks now cover the consolidated pack and npm publishing paths.
Drop the BPMN unpackable workaround, split the Studio npm pair into a
credential-free build_npm job, publish Feedz only with a dist-tag and
already-published handling, and reject stable 3.10.x npm in selection.
The inventory baseline stays per branch: this commit does not treat
main's evaluation as the release/3.10.0 set.

Elsa 3 Code Review: REQUEST_CHANGES + HIGH @ 8c86e49
Code Review, Round 2/6
All five round 1 blockers are fixed. The split into build_npm and publish_npm introduced one new gap, though, and CodeQL is red on this head. Both fixes are small.
Round 1 blockers
Baseline per branch: fixed. The main baseline is 233 packages / 157 exclusions, and evidence.note plus package-publisher-gates.md state that the [3.10] pick regenerates it from release/3.10.0.
Studio BPMN IsPackable: fixed. The diff against main no longer touches either csproj, and the baseline lists Elsa.Studio.Bpmn and Elsa.Studio.Bpmn.BpmnJs as packages.
SDK pin: fixed. build_npm uses actions/setup-dotnet@67a3573c9a986a3f9c594539f4ab511d57bb3ce9 with 10.0.300, and the validator plus the tests cover both the SHA and the version.
Feedz publish: fixed. It now has an empty-key guard, --tag next|latest based on the package version, and EPUBLISHCONFLICT/cannot publish over treated as already published. npmjs is gone from the job and the validator forbids it.
Build and credentials: fixed. build_npm has contents: read only, no secrets, no id-token and persist-credentials: false. publish_npm only downloads, verifies and publishes.
Blockers
.github/workflows/packages.yml:531: build_npm (and therefore publish_npm) no longer depends on build. In round 1, publish_npm had needs: [build, validate_publication_selection]. Now an npm dispatch from a release tag builds and pushes to Feedz without the unit/component tests and without the "Verify commit exists in branch" check (main or release/*). validate_publication_selection only checks the ref shape. Fix: set needs: [build, validate_publication_selection] on build_npm, so the job keeps the implicit success() and needs no if: status function. Then make build_npm_violations in scripts/validate_packages_workflow_gates.py:550 also require build in needs(job), with a test in scripts/test_validate_packages_workflow_gates.py next to test_build_npm_must_pin_setup_dotnet. This addresses both open CodeRabbit and Greptile threads.
scripts/validate_packages_workflow_gates.py:656: CodeQL fails on this head (1 high, py/incomplete-url-substring-sanitization) because of "registry.npmjs.org" in _step_run(step). It is a deny-check, not URL sanitization, but the check run is red, so the head is not green. Fix: use re.search(r"registry\.npmjs\.(org|com)", _step_run(step)). Keep the existing test that rejects an npmjs step, and confirm CodeQL is green on the new head.
Answers to the open questions
The 231-ID guard is scoped correctly. validate_packages_id_set.py only runs in the build step guarded by github.ref == 'refs/tags/3.10.0' and in the stable 3.10.x publish_nuget path. Push and pull-request runs on main never execute it. On main, only the static checks run: id_set_count_violations (231 IDs) and the unit tests, and those pass. Main's 233 is exactly the 231 set plus the two Studio BPMN packages, which do not exist on release/3.10.0. If someone did run the 3.10.0 path with main's files, the 231 guard would reject it, so it fails closed rather than validating the wrong set.
PIN_PACKAGE_COUNT = 225 is not a mismatch. It is len(consolidated-pin-inventory-baseline.json["packages"]), the frozen Oct 6 pin (artifact 11412848210). This PR does not change it. The 231 guard is meant to reject that 225 set (test_stale_225_set_can_never_be_published_as_310), which is why stable 3.10.x nuget.org stays blocked until the #9016 re-pin.
Not blocking
main has moved since this branch's base. #9060 added studio/src/modules/Elsa.Studio.Bpmn.X6, which has IsPackable=false and no exclusion row in the baseline. The candidate path fails closed with a reviewable inventory diff, so nothing unsafe can happen. Since you are pushing anyway, rebasing and regenerating would keep main's baseline exact (expected: 233 packages and 158 exclusions).
As agreed, the reviewer-gated environment: for the publishers stays with #9009.
Reuse prepare_consolidated_release_candidate.py for a 3.10.0 tag
release/dispatch pack instead of Core-only Compile+Pack, and add a
gated publish_npm job for the Studio wasm/react pair. Stable 3.10.x
nuget.org promote stays fail-closed; stable npm exits before upload.
Keep Elsa.Testing.Extensions unpackable so the candidate set matches
the 231-ID guard.

Main evaluates Elsa.Studio.Bpmn and Elsa.Studio.Bpmn.BpmnJs as packable

them, so mark both unpackable for the tag pack.

The branch is rebased onto current main. git range-diff shows the four R1/R2 commits unchanged (=), so the R3 delta is just cd02e654 and fa763dad. Both R2 blockers are fixed, and the delta adds no new issues.
R2 blockers
Fixed: build_npm lost needs: build (.github/workflows/packages.yml:531). It now has needs: [build, validate_publication_selection]. build runs on tag dispatches and gates on unit/integration/component tests and the main/release/* commit check. build_npm has no always()/!cancelled() in its if, so it is skipped when build fails, and publish_npm (which needs build_npm) is skipped too. This now matches publish_nuget and publish_preview_feedz. build_npm_violations (scripts/validate_packages_workflow_gates.py:550) enforces it, and test_build_npm_must_need_build covers it.
Fixed: CodeQL py/incomplete-url-substring-sanitization at validate_packages_workflow_gates.py:658. It now uses re.search(r"registry\.npmjs\.(org|com)", …), with the dots escaped. Alert 118 is fixed on this head.
R2 rebase note
Done: fa763dad regenerates main's baseline at 233 packages / 158 exclusions. The new row is Elsa.Studio.Bpmn.X6, which is nonpackable, and its csproj has IsPackable=false until #8928 step 9. The note field still says release/3.10.0 must regenerate its own baseline. Good.
New bot threads on this head (non-blocking, replied in-thread)
Greptile, packages.yml:620: a failed WASM upload doesn't stop the React upload. This is valid. The glob sorts …-wasm-<v>.tgz before …-wasm-react-<v>.tgz, so if WASM fails, React can still land on Feedz while the job goes red. A rerun recovers, because WASM is retried and React is skipped as already published, and stable 3.10.x stays fail-closed. Suggested follow-up: publish the WASM file explicitly first and exit 1 on a non-conflict failure before React.
CodeRabbit, packages.yml:626: npm accepts non-3.10 tags. Only tags whose commit carries this workflow can dispatch it, and a stable 3.11.0 npm publish to Feedz matches publish_nuget, which also allows it. The real gap is that the publish_npm input description ("Live for 3.10.x prerelease tags") is narrower than the gate. Suggested follow-up: align the text, or the gate, with the intended policy.
CodeRabbit, validate_packages_workflow_gates.py:659: the npmjs deny-check misses with: values. This is valid hardening, since today's setup-node points at Feedz. Suggested follow-up: scan with: too, require exactly one Feedz registry-url, and add mutation tests. That includes one for the new registry\.npmjs regex, which has no test yet.

Red: pr / ubuntu-latest (run 40189309619). All 9 Elsa.Hosts.SmokeTests tests passed, but xUnit reported [Test Class Cleanup Failure (ClassicHostSmokeTests)] System.ArgumentNullException and dotnet test exited 1. This PR only changes packages.yml, validate-packages-gates.yml, the gate scripts and tests, the inventory baseline and docs. The same product code passed pr on #9064 and Push on main at e8866e78. I'm treating it as an unrelated teardown flake, not a blocker. Rerun the failed job and merge only once it's green. If it fails again, file an issue for the smoke-test teardown.
Earlier threads are all resolved. I replied to the three new bot threads above and resolved them as non-blocking.
