Purpose

Add an optional per-package exclusion for nuget.org promotion so a publish_nuget dispatch can skip named package IDs while still guarding the rest of the pinned set.

Scope

  • New feature

Description

Problem

The nuget.org promotion path always publishes the full guarded set. There is no reviewed way to skip individual package IDs on that push.

Solution

  • Add optional workflow_dispatch input exclude_ids: a comma-separated list of package IDs, trimmed, case-insensitive, default empty.
  • Accepted only on a publish_nuget dispatch for a stable 3.10 tag. A non-empty list on any other path is rejected in the publication-selection check.
  • The ID-set helper treats the expected count as 231 minus the number of distinct excluded IDs.
  • Fail closed on unknown IDs, duplicates, empty entries, or a remaining package that depends on an excluded ID.
  • Requested IDs are resolved against the expected list, not the staged set.
  • Skip only the excluded packages. Everything else is pushed as today.
  • Empty input keeps today's count and pushes, and adds an exclusions: none log line.
  • The workflow-gates validator pins the guard step's EXCLUDE_IDS to ${{ inputs.exclude_ids }} and forbids it at workflow/job level and on Feedz.

--skip-duplicate only skips an ID that is already on nuget.org at this exact version (retries). exclude_ids is the reviewed way to omit an ID from this pin's push when it must not be published in this set at all.

Feedz publication is unchanged.

Verification

  1. python3 -m unittest scripts.test_validate_packages_id_set
  2. python3 -m unittest scripts.test_validate_packages_workflow_gates
  3. python3 -m unittest scripts.test_validate_packages_publication_selection

Summary by CodeRabbit

  • New Features
    • Stable 3.10 NuGet publishing can now omit selected package IDs using a comma-separated list. IDs are matched without regard to case; unknown, duplicate, or empty entries are rejected. Leaving the list empty includes all packages. The list is accepted only for stable 3.10 NuGet publishing, and exclusions are rejected if a remaining package depends on an excluded package.
  • Documentation
    • Updated the package-publishing guide with details about the optional exclusion list and its restrictions.

Elsa 3 Code Review: REQUEST_CHANGES + HIGH @ 10bf940

Code Review, Round 1/6

This adds an optional exclude_ids dispatch input for nuget.org promotion. The ID-set helper deletes the excluded .nupkg/.snupkg files from the staged directory and lowers the expected count by the number excluded. The parsing is sound: input is trimmed, matching is case-insensitive, and empty entries, duplicates and unknown IDs fail closed. The input reaches the step through env, so it can't inject into the script. The push action pushes only the *.nupkg left in that directory, and the Feedz publisher never sets EXCLUDE_IDS. Two problems make this unsafe to merge as it is. A nuget.org push can't be undone, so I'm treating both as blocking.

Blocking

  1. exclude_ids is silently ignored on every other nuget.org path (packages.yml:514). EXCLUDE_IDS only reaches the "Stage and guard verified candidate packages" step, and that step runs only for stable 3.10.x tags. On any other release tag (3.10.0-rc1, 3.9.x, 3.8.x), publish_nuget downloads elsa-nuget-packages and pushes every package, including the ones the operator asked to skip. Nothing warns that the input was dropped. CodeRabbit and Greptile flag the same thing. Fix: in validate_packages_publication_selection.py, reject a non-empty exclude_ids unless the dispatch is publish_nuget on a stable 3.10 tag. Add selection tests for a prerelease tag, a non-3.10 tag, and publish_nuget=false, and update the docs line to say where the input applies. Applying the exclusion on the downloaded-artifact path as well would also work, but rejecting it there is the smaller, fail-closed change.

  2. An exclusion can leave published packages with missing dependencies. I checked this against the real pinned 3.10.0 candidate: with EXCLUDE_IDS=Elsa.Workflows.Core, validate_packages_id_set.py passes ("Package ID set matches 230 expected IDs", exit 0). Yet 14 of the remaining packages declare a direct <dependency id="Elsa.Workflows.Core">, and many more depend on it indirectly. Those packages would go to nuget.org at 3.10.0 and fail to restore unless the excluded package is already there at that exact version. That breaks the lockstep 231-ID release this guard protects. Fix: after resolving the exclusions, read each remaining package's .nuspec. Fail if any of them depends on an excluded ID, naming the dependents. Add a test with a fixture whose nuspec depends on the excluded package. If the real use case is "this ID is already on nuget.org", say so in the PR. --skip-duplicate already covers retries, so explain why that isn't enough.

Non-blocking

  • apply_exclude_ids resolves IDs against packed_ids(directory), which is the staged set, not the expected list. Today that only lets an operator delete a stray, unexpected package, and the guard would otherwise reject that package. Resolving against expected instead keeps "unexpected ID" a hard failure that no input can clear.
  • The docs edit (package-publisher-gates.md) appends to the paragraph that #9102 rewrites (#9016, 11412848210). Rebase after #9102 lands; otherwise this conflicts or brings back the stale text.
  • The module docstring still says "There is no skip, bypass, or override of the ID-set guard". With this change it is a reviewed, count-adjusting skip. Rephrase it so the next reader doesn't take it literally.

Tests (run locally on this head)

test_validate_packages_id_set 25 passed, test_validate_packages_workflow_gates 45 passed, test_validate_packages_publication_selection 6 passed. None of them covers either blocker.

Advisory bots

  • CodeRabbit (packages.yml:514, Major) and Greptile (packages.yml:514): exclusions are ignored on other tags. Valid; this is blocker 1.
  • Neither bot raised the dependency closure.

Verdict: REQUEST_CHANGES, HIGH.

Elsa 3 Code Review: REQUEST_CHANGES + HIGH @ 357f9a9

Code Review, Round 2/6

Both Round 1 blockers are fixed, and the branch is rebased onto current main, so the docs conflict with #9102 is gone.

  • R1 blocker 1 (fixed): selection_errors now rejects a non-empty exclude_ids unless the dispatch is publish_nuget on a stable 3.10 tag (validate_packages_publication_selection.py:71-74). A malformed list also fails there, because parse_exclude_ids exits. Unit tests, script tests and gate probes (REQUIRED_REJECTIONS/REQUIRED_ACCEPTANCES) cover prerelease, non-3.10 and publish_nuget=false. SELECTION_ENV pins EXCLUDE_IDS: ${{ inputs.exclude_ids }} on the selection step.
  • R1 blocker 2 (fixed): exclusion_dependency_errors reads each remaining .nuspec and names any dependent of an excluded ID. Direct dependencies are enough, because a remaining package that depends on an excluded one transitively gets caught at the first remaining link. The new test uses a real nuspec fixture.
  • R1 non-blocking items (done): IDs now resolve against the expected list, so an unexpected staged ID can't be cleared. The docstring is rephrased. Seal verification in stage still runs on all 231 files before anything is removed. If every ID is excluded, the push action fails on zero .nupkg files, so nothing is published.

Blocking

  1. The workflow-gates validator doesn't pin where EXCLUDE_IDS comes from on the guard step (validate_packages_workflow_gates.py:446, packages.yml:515). The selection check only sees inputs.exclude_ids, so a workflow edit that sets EXCLUDE_IDS on the guard step some other way skips that check completely. I tried three edits on this head:

    • EXCLUDE_IDS: Elsa.Studio.Workflows.Designer hard-coded on the "Stage and guard verified candidate packages" step: validate_packages_workflow_gates.py passes, and all 80 test_validate_packages_* tests pass. test_packages_workflow_promotes_stable_310_instead_of_packing only asserts that the string EXCLUDE_IDS: ${{ inputs.exclude_ids }} appears somewhere, and the selection step already satisfies that.
    • The same value as job-level env: on publish_nuget: the validator and the tests pass too.
    • EXCLUDE_IDS on the Feedz guard step in publish-consolidated-original-candidate.yml: the validator passes. Only the unit-test string check (test_validate_packages_id_set.py:487) catches it.

In each case, a stable 3.10 nuget.org push quietly drops a package with no dispatch input and no selection check. Only an exclusions: log line shows it. This new input opens that path, and the validator exists to block exactly this kind of edit. Fix it in the validator, next to the existing run-lines, if: and keys checks:

    • the publish_nuget guard step's env.EXCLUDE_IDS must be exactly ${{ inputs.exclude_ids }};
    • EXCLUDE_IDS must not appear in workflow-level or publish_nuget job-level env;
    • candidate_publisher_violations must reject any EXCLUDE_IDS in the Feedz workflow. Move the check out of the unit-test grep.

Add a mutation case for each to test_validate_packages_workflow_gates.py.

Non-blocking

  • exclusion_dependency_errors compares nuspec dependency IDs to the excluded set case-sensitively (validate_packages_id_set.py:199). NuGet IDs are case-insensitive. Today the packer writes the same casing, so nothing breaks, but casefolding both sides costs one line and removes the assumption.
  • My R1 question about the use case is still open: why isn't --skip-duplicate enough? One sentence in the PR body would help the next operator decide when to use this input.

Tests (run locally on this head)

test_validate_packages_id_set 28 passed, test_validate_packages_publication_selection 7 passed, test_validate_packages_workflow_gates 45 passed. validate_packages_workflow_gates.py passes on the unmodified workflows.

CI

At review time: validate-gates, select-tests, Analyze (python/js/actions/ruby/java-kotlin), GitGuardian and license/cla are green, CodeQL is neutral, and Analyze (csharp), ubuntu-latest, CodeRabbit and Greptile are still running.

Threads

The CodeRabbit and Greptile packages.yml threads (exclusions ignored on other tags) are fixed and resolved.

Verdict: REQUEST_CHANGES, HIGH.

Elsa 3 Code Review: APPROVE + HIGH @ ee14255

Code Review, Round 3/6

The Round 2 blocker is fixed. The delta 357f9a9c..ee142558 is one commit that touches four script files and no workflows.

  • R2 blocker 1 (fixed): promotion_job_violations now requires the publish_nuget guard step's env.EXCLUDE_IDS to be exactly ${{ inputs.exclude_ids }}, and it rejects EXCLUDE_IDS in the publish_nuget job-level env. workflow_violations rejects it in workflow-level env. candidate_publisher_violations rejects any EXCLUDE_IDS in the Feedz workflow. Each case has a mutation test. I re-ran my Round 2 edits and a few more on this head, and each one now fails the validator:

    • a hard-coded ID on the guard step
    • ${{ inputs.exclude_ids || 'X' }} or format(...) on the guard step
    • removing EXCLUDE_IDS from the guard step
    • EXCLUDE_IDS set at job level or at workflow level
    • EXCLUDE_IDS set on the Feedz guard

The unmodified workflows still pass. A $GITHUB_ENV write in an earlier step isn't flagged, but the pinned step-level env takes precedence there, and the guard's run lines are pinned, so the guard always sees the dispatch input.

  • R2 non-blocking items (done): exclusion_dependency_errors now matches dependency IDs with casefolding and reports the canonical excluded ID. A new test uses a lower-cased dependency. The PR body now explains why --skip-duplicate isn't enough.

No regressions found. Nothing on the publish path changed in this delta, and Feedz is untouched.

Non-blocking

  • validate_packages_id_set.py:199 rebuilds excluded_index for every .nupkg inside the loop. The comprehension variable is also named package_id, the same as the loop variable. Python 3 scopes it to the comprehension, so this is correct, but hoisting the index above the loop with a different name would be clearer. Fine as a follow-up.

Tests (run locally on this head)

test_validate_packages_id_set 29 passed, test_validate_packages_publication_selection 7 passed, test_validate_packages_workflow_gates 46 passed. validate_packages_workflow_gates.py passes on the unmodified workflows.

Threads

The Round 2 validator thread and the CodeRabbit case-sensitivity thread are fixed. I replied to both and resolved them.

Verdict: APPROVE, HIGH. This changes a CI workflow on main, so Elsa 3 Lead does the merge.
