Re-pin the 3.10 candidate to run 40347931480 - #9102
Re-pin the fail-closed 3.10 candidate identity to the successful prepare-consolidated-release-candidate.yml run from release/3.10.0 @ 5cff67228e550b353b3483eb3b37dfdb73a41c74, replacing run 40202201744 / artifact 12603436856.
Scope
Bug fix (behavior change)
Description
Problem
The previous pin was the pre-#9108 candidate (run 40202201744, artifact 12603436856, source f60c00766b107cb15038c77873d84779f0680722). Feedz and nuget.org stay fail-closed on those bytes. The new green candidate is the post-#9108 tip.
Solution
Re-pin the preflight, envelope, recovery/executor identity, and pin-inventory evidence to run 40347931480 / artifact 12664519771.
Verified against the GitHub API and the downloaded artifact (do not guess hashes):
93fdcbd271fe712ab9c96d0ee868528c608e6bd13517c17d319eecd2c2f0be48 (565-byte producer transport envelope.json, trailing LF, retrieved_at2026-10-26T16:06:11Z)
Consumers artifact
12664734747 (not a pin constant)
Package ID set is unchanged: 231 packages, 135 exclusions (134 IDs). inventory_sha256 stays 56852c6a58d0949dca2aacb8c682f2652e6788634cbc1daf98c110177183f73c.
This does not rebuild from main. After merge, Feedz staging still publishes the pinned archive bytes.
Folded comment nits on the same push: stale #9016 blocked text in packages.yml and ConsolidatedPackageProof.targets, publisher-handoff / runbook / extensions README pin wording, named SINGLE_EXTRA_FRAMEWORK_COUNT / PARTIAL_KEEP_STRIDE in helper tests, the leftover sys.path insert/import in test_validate_packages_id_set.py, and packages.yml Stable 3.10.0 wording. docker-publish.yml on main still publishes elsa-studio-v3; that header is unchanged here.
Verification
Downloaded artifact 12664519771; zip sha256 matched 2dd253e1f2946ddcb2b8e75ef397596001757ddbcb0a91f717e9505bbf28b4f6. Extracted preupload-manifest.json sha256 matched b6a1750f1f796f68a441bef93f67386b4a862dbca94d498ecf64536b102c2994. Envelope hash is of the committed 565-byte producer transport envelope.json (trailing LF).
python3 -m unittest for the ID-set, stage, recovery, executor, approval-summary, upgrade-fixture, candidate-clock, and elsa-release tests — passed.
Feedz staging path (not dispatched)
After this lands on main, an approved workflow_dispatch of .github/workflows/publish-consolidated-original-candidate.yml with operation=publish on refs/heads/main is the Feedz path. It calls consolidated-package-recovery-preflight.yml, which downloads this pin, then admits through environment elsa-3-10-feedz. It does not rebuild from main.
Point the Feedz/nuget.org pin at the successful
prepare-consolidated-release-candidate run from release/3.10.0. The
231-ID and Studio content guards pass on that archive.

The candidate pin now identifies a 231-package artifact. Retrieval and recovery checks use its updated provenance and archive metadata. Tests derive inventory expectations from the pin, and release guidance describes stable 3.10.0 NuGet publication using that candidate.
The candidate constants, persisted envelope, and retrieval workflows identify the updated producer run, artifact, archive, and expiration. The workflows validate producer and artifact metadata and verify the downloaded archive.
Recovery provenance and 231-package validation scripts/integration-program/consolidated_package_recovery.py, scripts/integration-program/consolidated_package_executor.py, scripts/integration-program/test_consolidated_*, scripts/test_validate_packages_id_set.py
Recovery provenance and executor expiry use candidate input values. Recovery no longer requires elsa.samplepackage; it still checks that expected and actual archive filenames match. Tests derive expected counts from the pin and require an exact 231-ID guard match.
Release guidance and recovery documentation identify the current 231-package pin and describe stable 3.10.0 NuGet publication using that candidate. The guidance retains pre-push guards and keeps later stable releases blocked until a new pin exists.
elsa-workflows/elsa-core#9016 — This change re-pins the 231-ID candidate and adds a test that requires an exact pin-to-guard match.

Addressed the CodeRabbit finding on docs/integration-program/consolidated-package-recovery.md (outside-diff, no review thread): rehearsal and full-acceptance counts on lines 91 and 93 are now 231, matching the pinned candidate. Left the surrounding symbol-association criteria unchanged. Historical 225 mentions in other docs stay as the old baseline.

Summary
Re-pins the 3.10.0 candidate to run 40347931480, artifact 12664519771.
Stable 3.10.0 publication paths can use the pinned 231-package candidate.
A clean, mechanical re-pin. I checked it against the live candidate rather than trusting the PR text:
Pin identity matches the live API. Artifact 12603436856 has the expected name, digest, size 96125850, expiry 2026-11-24T15:03:46Z and expired=false. Producer run 40202201744, attempt 1, is a successful workflow_dispatch of prepare-consolidated-release-candidate.yml at f60c0076, and f60c0076 is the current release/3.10.0 tip.
The archive matches its pins. I downloaded it: sha256 13241bc1… and size match, and preupload-manifest.json hashes to ac881065… (= MANIFEST_SHA256). consolidated-pin-inventory-baseline.json equals inventory_identity(verified-artifacts.json) for all 231 packages and 135 exclusion rows. stable-original-envelope.json is byte-identical to the producer's EXPECTED_ENVELOPE and hashes to ENVELOPE_SHA256 (417f73ad…).
Promote path.stage_consolidated_candidate_nupkgs.py stage with REF=refs/tags/3.10.0 staged 231 nupkgs, and every sha256 matched the seal. validate_packages_id_set.py passed: 231 IDs and 8 Studio entries.
Workflows. I ran the retrieve steps of both edited workflows (consolidated-package-recovery-preflight.yml:28-51 and stable-persisted-workflow-upgrade-proof.yml:35-58) against the live API, and all jq, size, expiry and sha checks passed. PR CI never runs these two workflows (dispatch/call only, and push on codex/**), so this local run is the only execution they got.
Tests. The scripts/ ID-set, stage and publication-gate suites (80 tests) pass. The consolidated recovery, executor, approval-summary, clock and stable-fixture suites (114 tests) pass. The only failures in the full integration-program discovery are the git-history import-refresh suites, which need a full clone and are unrelated.
Simplicity. Recovery and executor now derive SOURCE/RUN/ARTIFACT/ARCHIVE_SIZE/EXPIRY from consolidated_candidate_input, which also checks the envelope against those constants at import time. Tests use PIN_* counts instead of 225/450 literals, and the new test_preflight_and_upgrade_workflows_pin_the_same_artifact guards the two YAML copies. The next re-pin is now a much smaller diff.
Non-blocking nits (a follow-up is fine):
Stale "blocked until re-pin (#9016)" text remains in extensions/docs/README.md:31. docs/integration-program/consolidated-publisher-handoff.md:63 still gives the old artifact 11412848210, sha, expiry and "225 pairs" as the candidate to retain.
scripts/stage_consolidated_candidate_nupkgs.py:34-36 still reads the envelope itself (CANDIDATE_SIZE/CANDIDATE_EXPIRES). It could reuse candidate_input.ARCHIVE_SIZE/EXPIRES_AT so there's one source.
test_consolidated_executor_approval_summary.py:83: packages + 7 + (packages - 7) * 2 uses an unexplained 7. Name it after the fixture's single-TFM package count.
consolidated_package_recovery.py:367 dropped the elsa.samplepackage requirement (correct for the real pin). The synthetic recovery fixture still models Elsa.SamplePackage (test_consolidated_package_recovery.py:95,105). That's harmless, but it no longer looks like the real pin.
persisted-workflow-upgrade/README.md:41,43 still says the bytes were "accepted through #8635" and calls the envelope the "accepted historical envelope". The new envelope comes from run 40202201744, so that wording overstates its lineage.
Release note for the merger: after this lands, a stable 3.10.0publish_nuget dispatch and the candidate Feedz publisher can pass the guard. Both still need environment approval. Nothing checks that refs/tags/3.10.0 points at f60c0076. If anything else lands on release/3.10.0 before tagging (for example #9105), cut the tag at the pinned source or re-pin first.
CI: everything passed except pr / ubuntu-latest. It failed only on an xUnit [Test Collection Cleanup Failure (SchedulingAppCollection)] System.ArgumentNullException in Elsa.Scheduling.Quartz.ComponentTests, where all 7 tests passed. This PR doesn't touch .NET, and the identical [3.10] port's pr run passed. Please re-run that job before merging.

Elsa 3 Code Review: REQUEST_CHANGES + HIGH @ 3b867c7
Code Review, Round 2/6
Re-pin from the never-published f60c0076 candidate to run 40347931480 (attempt 1, workflow_dispatch on release/3.10.0 @ 5cff67228e550b353b3483eb3b37dfdb73a41c74), artifact 12664519771. The pin itself is correct and the R1 notes are folded in, but the checked-in envelope was regenerated instead of copied from the producer, so it no longer matches the envelope the producer sealed. One small blocking fix, details in the inline thread.
Pin verification (independent, against the GitHub API and the downloaded bytes)
matches the checked-in file, but not the producer's envelope.json (see blocker)
Inventory: consolidated-pin-inventory-baseline.json matches the archive's inventory.json exactly on package id+project (231) and exclusions (135 rows), and inventory_sha256 (56852c6a...) recomputes via inventory_identity, so keeping it unchanged is correct. validate_packages_id_set.py passes on the pinned bytes (231 IDs, 8 Studio entries). Both hard-coded workflows carry the new artifact, run, source, digest, size and expiry, and no file still references 12603436856, 40202201744, f60c0076, 13241bc1, ac881065, 417f73ad or 96125850.
Blocking
scripts/integration-program/persisted-workflow-upgrade/stable-original-envelope.json:1: retrieved_at is 2026-10-27T06:37:49Z; the producer's own envelope (artifact 12663849532) says 2026-10-26T16:06:11Z. All other fields are identical. ENVELOPE_SHA256 (consolidated_candidate_input.py:17) and the README "verbatim" claim (persisted-workflow-upgrade/README.md:43) are bound to the regenerated file, and prepare_consolidated_release_candidate.py:178 copies retrieved_at into receipts as the availability observation. The checks still pass because the live-retrieval check only needs original <= observed, so this is a custody-record problem, not a runtime failure. Restore the producer's bytes (expected SHA-256 2369a297877ec51b5fc5da4f4f90df65f33dbf03036485109d994b7cae678328) and update the two references. The transport artifact expires at 2026-10-27T16:06:12Z.

Status
1. Magic 7 in the approval summary test
Fixed: SINGLE_EXTRA_FRAMEWORK_COUNT is shared by the fixture and the formula. PARTIAL_KEEP_STRIDE in the executor test is a welcome extra.
2. Duplicate import in the workflow pin test
Partly fixed: import json moved to the top. test_validate_packages_id_set.py:289-290 still repeats the sys.path.insert and import consolidated_candidate_input already done at :261-262; a module-level import would remove both. Non-blocking.
3. Runbook 225/124
Fixed: runbook.md:383 now says 231 pairs and 135 excluded projects (134 IDs).
4. Stale packages.yml text and handoff
Fixed: packages.yml:12, :377, :467, :489 and consolidated-publisher-handoff.md:63 now point at the current pin. extensions/docs/README.md dropped the #9016 wording too.
Non-blocking
build/ConsolidatedPackageProof.targets:9 still says stable 3.10.x nuget.org and candidate Feedz publication are blocked until re-pin (#9016). Same stale claim as the packages.yml text; worth fixing while you are in here.
test_validate_packages_id_set.py:306-308 rejects only the Oct 6 pin. Adding 12603436856 / 40202201744 / f60c0076... would also catch a half-applied revert to the never-published candidate.
Tests (run locally on this head, no credentials in the environment)
The previous pin hashed the committed 565-byte envelope (trailing LF).
Match that convention, bind ENVELOPE_SHA256 to those bytes, and fold the
3.10.0 wording, leftover import, and stale #9016 comment nits.

R2 blocker: fixed
I downloaded the producer's transport artifact 12663849532 (candidate-transport-40347931480-1, not expired) and compared it with this head:

Producer envelope.json
565 bytes with a trailing LF, SHA-256 93fdcbd271fe712ab9c96d0ee868528c608e6bd13517c17d319eecd2c2f0be48, retrieved_at2026-10-26T16:06:11Z
93fdcbd2...0be48 and 2026-10-26T16:06:11Z, both match
Correction to my R2: the 2369a297... value I gave was the same file with the trailing LF stripped. The 565-byte file is the producer's real output, and the previous pin also stored it with the LF (417f73ad... at eef85f90, 565 bytes). Your reply on the thread is right, and this head follows that convention.

Not taken. Still optional.
Optional
CodeRabbit on packages.yml:467: "other tags push this run's pack" is still too broad. A stable 3.10.1 dispatch fails closed in staging and doesn't push a pack. I agree, but it only affects a comment, so it can go in a follow-up. I replied on that thread and resolved it.
.agents/skills/elsa-release/references/runbook.md:12 still says a publish_nuget dispatch on "a stable 3.10.x tag" downloads the current pin. In practice 3.10.1 fails closed in staging, as runbook.md:437 already says. It's the same wording point CodeRabbit raised; fix it in a later PR if you like.
