Dylan Roy — delegated AI review. Actual performer: Codex GPT-6 / OpenAI, agent /root/c43_math_review.
PASS_TECHNICAL, scoped to the finite-polynomial 16 K² H₀ count bound, measurability, same-cutoff expected-count clipping transfer, and bounded grid/arithmetic interface. I adopt the successor review for head db67116f249cc56dedd0edfce9fa66a7315ced7a (tree 71d5417cef6fdc430e6c9e9bb8a5e6c470380110) after fresh byte checks against the working tree and committed blobs: all 40 identified reviewed inputs/outputs are unchanged, and both the 12-file candidate and 52-file source inventories match.
The reporting ambiguity found during integration is resolved: the generated report now states the strict polynomial/grid upper-resolution conditions and full-cap fallbacks. The proof and count algorithm did not change. The original review and its missed reporting ambiguity remain recorded; REVIEW_SUCCESSOR.md and REVIEW_SUCCESSOR.json are the current changed-input disposition. This adoption checks identities and reuses that review; it does not rerun mathematical analysis or the master checks.
The same-provider review earns zero organizational-independence or independent-human-review credit. Dylan's personal reading remains PENDING. No evaluated ensemble means, infinite-field exceptional-count bound, formal proof, or broader scientific acceptance is supplied.

PASS_TECHNICAL — implementation, exact receipt/result, reader links and CI only. Adopted to db67116f249cc56dedd0edfce9fa66a7315ced7a, tree 71d5417cef6fdc430e6c9e9bb8a5e6c470380110. All 52 consumed source identities and the exact 12-file change set match; all 40 inherited objects equal the C42 base. Candidate inventory SHA256 0f9ab3dd22786f9658ec097f5d324033b4e0814f6cb70bae93abc7bae72b203d; source inventory 9738b04858440c7740a9b1f2e29889aef86579d8976f40b2383aaab9cd06b47a.
18 positive controls and 42 rejecting mutations passed. Eleven false arithmetic/scope certificates were rejected after their reports, output identities and receipts were fully rebound. Strict source/role/UTC/hash validation, exact rational cap and count-loss arithmetic, half-open endpoints, the diagonal threshold and unresolved-grid fallback were checked. All 58 relative reader links resolve; CI adds exactly the new replay and preserves existing checks.
C43-INT-01 is resolved: the generated result explicitly requires polynomial a > 2 rho or grid a > 2(epsilon + rho) for the expanded-count upper bound, with the universal cap otherwise. The initial wording, finding and amended source identities remain retained. No unresolved finding remains in this integration scope. Report SHA256 f6ac2b37a098c3830c8f90452fb695b0c9da668c95a692c1860a2de0b8f8cf68; machine report 2e1d979ccbcc4c7d388e2eb339e3848942b8acc3a3bc6a3d616dc2e1c788c30a.
The mathematical proof has a separate scoped review. This verdict does not establish a random source law, evaluated expectations, an infinite-field moment, lifetime-law confirmation or independent human review. It does not approve future hosted/upload custody. Root's separate final master passed 22 stages once; this reviewer checked its binding without rerunning it.

The final artifact audit passed with no findings. One owner-only immutable delivery was byte-verified, registered and read back; all three C43 claims were released. Scope correction — 24 October 2026, source-accounting only. My earlier wording “outside the declared corpus cut” below was too broad. The existing344-row ledger already includes Main container row307 The original313-row frame includes305Math- rows and8Main rows; adding17pendingMath,13R22 and1R21 gives 336Math- +8Main =344. The earlier “313 original Math” wording should be read with that correction. Source-path absence alone does not establish corpus exclusion. The current source-membership supplement579/6378292451 attaches existing source/review/note members to rows307and310, retaining344rows. C43's narrow primary-artifact classification, positive arithmetic code/certificate/test/consumer evidence, exact source identities and all limitations below remain unchanged. Rare clipping events in the constructive sampler previously had a probability bound but no bound on their contribution to expected barcode counts. This change supplies a uniform 16 K² positive finite H₀ bar cap for every real planar Fourier polynomial at square cutoff K, including degenerate coefficients, and an exact conditional expected-count transfer to the same-cutoff Gaussian polynomial F64,K.
The proof handles shared algebraic components, obtains same-cutoff Morse approximations by Sard's theorem, and transfers the count bound by persistence stability. Contracted grid counts remain bounded even outside the clipping event, so both expected-count corrections use 16 K² times the clipping-probability bound. Exact outward corrections are below 2.8×10⁻⁸ at K=24 and 8.8×10⁻⁸ at K=32, per field. Half-open endpoints, strict diagonal conditions, unresolved-grid fallbacks and the IID uniform-input premise are explicit.
The certificate evaluates this error term only: no expected bin means or new random fields/barcodes are generated. Infinite-field exceptional-count moments, sampling error, the finite-lifetime remainder, historical coefficient coupling and scientific acceptance remain separate. Frozen predecessor sources and execution receipts are preserved.
