Summary

Promote the 13 pull requests merged into development since #1017 to main. This is not a release: pyproject.toml stays at 0.11.1rc1, the CHANGELOG entries stay under [Unreleased], and no tag follows.

Source: beea6f6. Merge base: de93cd7, the merge commit #1017 created, which #1026 already brought back into development. main has no commit that development lacks, so this pull request starts up to date.

What is in it

Area Pull requests
Judge and safety evaluation fail closed Ambiguous judge JSON verdicts (several score objects, duplicate keys, non-object replies) are judge failures (#1038, a contributor; #127). A reply cut off at the token cap, or with no text content, is a judge failure instead of a parsed verdict or an AttributeError (#1045; #1044). A lone score object inside an unterminated array fails closed (#1049; #1048). Three mypy errors in judge.py are cleared (#1046; #917). Llama-Guard generation scoring works again on transformers 5.x, and control-token strings in the prompt and response are neutralised before the guard's chat template is applied (#1037, a contributor; #108).
Merging SLERP keeps both adapters instead of returning only the second one (#1025, a contributor; #407).
GDPR and retention The GDPR, erasure, retention, PII-masking, GPU-cost and chat documentation, the CLI help text and the six-language site now say what the code does, and the user-manual schema guard also fails on fabricated top-level blocks (#1050; #101). forgelm purge --check-policy accepts a config file whose only top-level key is retention: (#1058, a contributor; #1054).
Docs The Document Ingestion quick start is runnable (#1060, a contributor; #395).
Issue process and CI Issue dependencies: a derived blocked label, an /assign guard and the Issue dependencies pull-request check, required on development (#1035, #1040; #1034), with the override bound to the head commit and links read as GitHub renders them (#1043; #1039). The triage gate: every new issue starts as needs-triage, and only a maintainer completes triage (#1041; #1036).
Branch sync main back into development after #1017 (#1026).

What merging this does

Behaviour changes a user can see

  • SLERP merges produce a different model than before. The first adapter's contribution is kept, and the result follows the configured weights. Before, it silently returned only the second adapter, so a re-run of an existing SLERP merge does not reproduce the old output.
  • The LLM-as-judge fails closed on more replies. These now count as judge failures instead of being parsed as a verdict or raising an error: a reply with several score objects or duplicate keys, a non-object reply, a reply cut off at the 200-token cap or by a content filter, a reply with no text content, and a lone score object in an unterminated array. A run whose judge produced such replies can now see more judge failures, and the gate's failure reason says how many replies were cut off.
  • Llama-Guard generation scoring runs on transformers 5.x again. An AttributeError at the guard boundary scores the pair as a failure.
  • forgelm purge --check-policy --config accepts a file whose only top-level key is retention:. Any other file is still validated as a full config.
  • Help and message text of forgelm purge, forgelm reverse-pii and forgelm ingest --pii-mask changed; flags and exit codes did not.

…ired PR check

A dependency between issues was recorded only in prose, so nothing kept a
contributor from claiming or opening a pull request for work whose
prerequisite was still open, and nothing said when it opened up.

- tools/issue_dependencies.py derives the `blocked` label from GitHub's
native "Blocked by" links. A blocker is resolved only when it is closed as
completed; one closed as not planned or as a duplicate keeps the dependent
blocked and flags it `needs-triage` with one notice. Removing the label
posts one comment and re-runs the failed check of the open pull requests
  that link the issue.
- .github/workflows/issue-dependencies.yml runs it when an issue is closed
or reopened, hourly (GitHub sends no event for link edits) and on demand.
- .github/workflows/pr-dependencies.yml adds the "Issue dependencies" check:
it fails while a linked issue (Fixes / Closes / Resolves / Refs) is
blocked, unless the pull request closes every open blocker too or a
maintainer sets `dependency-override`. It runs the base commit's copy of
the script, never the pull request's, with a read-only token.
- /assign refuses a blocked issue (the label, or an open blocker GitHub
still counts, so the hourly lag leaves no gap).
- CONTRIBUTING gains "Dependencies between issues"; CLAUDE.md, AGENTS.md,
the PR template and the CHANGELOG describe the rule.

Fixes #1034

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
- Run the "Issue dependencies" check on pull_request_target, so the
workflow and the script come from the default branch and a pull request
cannot rewrite the check that judges it. Nothing from the pull request is
checked out or run, and the token stays read-only.
- Count a blocker as closed by the pull request only in the form GitHub
closes on merge (`Fixes #N`, one keyword per issue); `Fixes#N`,
`Fixes: #N`, a URL or the second issue of a list no longer exempt it.
- Honour `dependency-override` only when a maintainer added it last,
  checked against the issue events.
- Reconcile pull-request checks by state on every sync: re-run the check of
any open pull request whose last result no longer matches its linked
issues, in both directions, across every page of pull requests. A check
still running or a failed re-run is picked up by the next run.
- Re-read an issue right before unblocking it, post the notice before
removing the label and make it idempotent with a marker, so a reopened
blocker or a half-finished run never yields a wrong or lost notice.
- Key not-completed notices by owner/repo#N; check that labels fit in one
page; read pull-request descriptions in linear time (line walker for
fences, str.find for HTML comments; regex.md rule 6).
- /assign also refuses an issue whose blocker was closed without being
completed before the label caught up.
- CONTRIBUTING says the check is not yet required until branch protection
lists it, and no notice is promised that may not come.

Refs #1034

A code span delimited by two or more backticks (``Fixes #1``) was read as
two empty single-backtick spans, so the reference inside stayed in the
prose and counted as closing: a blocker GitHub would not close was exempted.
Code spans are now paired as CommonMark pairs them, a run of N backticks up
to the next run of exactly N, within one paragraph so that a stray backtick
cannot hide the links in the paragraphs after it. Linear, like the rest of
the reader; regression and linear-time cases added.

A reference inside an indented code block (`Fixes #5\n\n Fixes #1`) was
counted as closing, so a blocker GitHub would not close was exempted.
Closing references are now read without indented code blocks: a line
indented four spaces or a tab opens one only at the start, after a blank
line or after a heading, never as a paragraph continuation, and the block
runs through indented and blank lines (linear line walker).

Links are still read with those lines kept. Inside a list item, a line
indented four spaces after a blank line is prose, so dropping it from the
links could hide a linked blocked issue; dropping it from the closing
references can only refuse an exemption.

An indented line right after a closed fence, a setext underline or a
thematic break opens an indented code block in CommonMark, but the reader
treated it as a paragraph continuation, so a reference in it counted as
closing and exempted an open blocker.

- Fenced-code lines are kept as blank placeholders instead of being
dropped, so the boundary the fence made survives for the later readers.
- _ends_block() adds exact setext-underline and thematic-break forms to the
ATX heading check; a line such as `-_-` or `**` stays paragraph text.
- Regression and linear-time cases added.

…ailures

Closing references:
- A blocker is exempt only when GitHub's own closingIssuesReferences for
the pull request lists it, and only for a pull request into the default
branch. The strict closing-syntax reader (indented code, setext and
thematic-break boundaries) is gone: an exemption can no longer be broader
  than what GitHub does, and `Fixes: #N` / `Fixes owner/repo#N` now count.
- Links are read leniently from the title, the description and every
commit message, plus GitHub's closing list; references are ASCII digits
and whole tokens (`#5abc`, `#5` are not references); `http://` issue
  URLs count.
- A number that names no issue (GitHub's NOT_FOUND for
repository.issueOrPullRequest) is treated as no issue instead of a
failure; any other GraphQL error still fails.
- At most 50 linked issues, 100 commits and 50 closing references are
read; more fails without a lookup. One check run per pull request at a
  time.

Sync:
- One issue that cannot be read or written no longer stops the others or
the pull-request reconciliation; failures are reported and exit 1 at
the end. An issue whose links could not be read is never treated as free.
- `neutral` / `skipped` count as passing; a check older than 30 days is
not re-run (a push re-runs it). Override events are sorted by time.
An endless comment thread never triggers a repeated notice.
- Manual runs only from the default branch.

Messages and /assign:
- An override lists what it accepts; a not-completed blocker asks for a
re-plan, not a wait; an unblocked issue that still carries needs-triage
says so; a context-only reference is told to drop the keyword.
- /unassign never reads dependencies; a missing summary or a closed
blocker makes /assign read the blocker list and count from it alone.

Docs: CONTRIBUTING (rules, limits, maintainer notes, the Actions policy
prerequisite), code-review.md merge conditions, PR template, CHANGELOG
(advisory until required), good-first-issue links exclude `blocked`,
test module count 132.

chore(ci): enforce issue dependencies with a blocked label and a pull-request check
CONTRIBUTING, code-review.md and the CHANGELOG described the check as
advisory until branch protection listed it. It is now a required check on
`development`, and the repository's Actions policy allows
`pull_request_target` for `.github/workflows/pr-dependencies.yml`, so the
check keeps reporting after GitHub's default block of that event in public
repositories (2 November 2026).

docs: the Issue dependencies check is required on development
… a maintainer completes triage

The Triage gate workflow (tools/triage_gate.py) keeps needs-triage on every issue until a
maintainer removes it: it labels an issue however it was created, sends an issue reopened by
a non-maintainer back to triage, and puts the label back, with one comment, when anyone but a
maintainer removes it. A maintainer who removed the label before the workflow started is not
overruled. The nightly-failure issue is created with the label, because events caused by
GITHUB_TOKEN start no other workflow.

CONTRIBUTING.md (Issue triage), MAINTAINERS.md (Triage), GOVERNANCE.md, the issue forms, the
pull-request template, the review standard and the agent guides tell contributors not to
work on, or open a pull request for, an issue that still carries the label.

Fixes #1036

Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
tools/issue_dependencies.py also keeps a MAINTAINER_LOGINS list and also adds needs-triage
(for an issue whose blocker was closed without being completed). MAINTAINERS.md now names all
three lists, the test pins their parity, and CONTRIBUTING.md's Issue triage section lists that
second way an issue returns to triage.

Review of #1041:

- GitHub App logins end in "[bot]" and were rejected as invalid, so an App opening, reopening or
un-labelling an issue made the gate exit 2. The login shape now allows the suffix; tests use
  real App logins.
- The decision is a function of the issue's state (its labels, label history and reopenings),
not of the event that woke the run: a replayed, delayed or cancelled run reaches the same
answer, a maintainer's removal after a contributor's reopening is no longer overruled, and a
second look right before the write lets a maintainer's removal in the window win. Events are
ordered by (created_at, id), not by arrival, and a history of exactly 1000 events is read in
full; a longer one fails closed for a non-maintainer and is reported by the sweep.
- An hourly sweep gives every open issue created since TRIAGE_SWEEP_SINCE that lacks the label
the same decision, which repairs a failed API call, a disabled workflow and issues that a
workflow creates with its own GITHUB_TOKEN.
- Runs on one issue are queued per issue (no cancel-in-progress); the job timeout is 10 minutes
and a gh call 30 seconds. A former maintainer's removals stay valid (FORMER_MAINTAINER_LOGINS).
- gh calls are restricted to the issues endpoints of the repository; the repository name, the
action type and the sweep date are validated.
- Docs: an exposed secret is rotated and an issue holding a live secret or personal data is
deleted (the "never deleted" rule had no exception), triage is a point in time, the "will not
be reviewed" rule is a maintainer practice listed in the review standard, label table rows for
enhancement/duplicate/invalid/wontfix, the 72-hour reply target everywhere, test-module counts.
- Tests pin the workflow's trigger, `if`, concurrency, checkout SHA and cone mode, the gh
wrapper's refusals without starting gh, 999/1000/1001-event histories, out-of-order events and
  the nightly label array.

…ging every open issue

untriaged_candidates paged the list of open issues newest-first and counted issues that already
carry needs-triage against its page budget; past the budget it raised and handled none of the
candidates it had found, and since labelled issues keep their place in the list, a bulk import of
more than 500 issues would have stalled every later sweep.

The candidates now come from the search API (open, an issue, no needs-triage, created since
TRIAGE_SWEEP_SINCE), so the server does the filtering and every page entry is a candidate. A run
handles at most 500 and says so; handling an issue removes it from the query, so the next run
continues with the rest and no checkpoint is needed. The filters are checked again on what the
(possibly lagging) index returns. gh may use the search endpoint for GET only.

chore(ci): triage gate — every new issue starts as needs-triage, only a maintainer completes triage
Fixes #407. Resolves: CR-A13-001.

_slerp_merge kept the first adapter's merged state as a view of the live base
model's storage, so restoring the base and merging the second adapter
overwrote it and the result was always the second adapter, whatever the
weights. The first state is now snapshotted. The second state is read
directly (the base is not touched again until the final load) and base_state
is released after the restore, which keeps peak memory at the pre-fix level.

Regression tests use real local PEFT adapters, both adapter orders and five
weight pairs.

) (#1037)

## Summary

Restore generation-based Llama-Guard scoring with transformers 5.x:
explicitly request tensor output from the chat template so `generate()`
receives `input_ids` rather than a `BatchEncoding`.

## Related issues

Fixes #108

Resolves: CR-A06-003

Also addresses TECH-T05-001. DOC-D3B08-025 needs no documentation edit:
as the maintainer explained on #108, the existing claim that the
generative guard works out of the box becomes true once this code is
fixed.

## Changes

- Pass `return_dict=False` to `apply_chat_template`.
- Handle `AttributeError` at the tokenizer/generation boundary and log
the exception type when its message is empty, preserving fail-closed
scoring.
- Add offline tests using a real `PreTrainedTokenizerFast` for
safe/unsafe verdicts and tests for attribute failures during template
application, generation, and decoding.
- Add the CR-A06-003 entry under the Unreleased Fixed section of
CHANGELOG.md.

## Type

- [x] Bug fix

## Testing

- [x] `python tools/check_import_origin.py --strict` passes against this
checkout.
- [x] `python -m pytest tests/test_safety_advanced.py --no-cov -q`:
**181 passed**, using torch 2.14.1+cpu and transformers 5.20.1.
- [x] `ruff check .` passes.
- [x] `ruff format --check .` passes (293 files).
- [x] New tests added for changed code; no GPU, network, or model
downloads required.
- [ ] Full `pytest tests/` suite and the complete repository gauntlet
were not rerun during this finishing pass.
- [ ] CLI dry-run and live Llama-Guard model inference were not
verified.

## Checklist

- [x] Changes follow the existing safety module structure and Ruff
style.
- [x] No user-facing documentation changes needed, per maintainer
guidance above.
- [x] Regression tests added.
- [x] No new dependencies or config fields.
- [x] CHANGELOG entry under `[Unreleased]`.

## Summary by Sourcery

Restore reliable and fail-closed Llama-Guard scoring across transformers
5.x while protecting moderation conversations from control-token
injection.

Bug Fixes:
- Restore generation-based Llama-Guard scoring on transformers 5.x and
fail closed when tokenizer or generation boundary errors occur.

Enhancements:
- Prevent prompt and response content from forging moderation
chat-template boundaries by neutralising control-token strings before
scoring.

Tests:
- Add offline regression coverage for real chat-template tensor inputs,
safe and unsafe verdicts, control-token neutralisation, and attribute
failures.

Chores:
- Record the safety fixes in the unreleased changelog.

## Summary by CodeRabbit

- **Bug Fixes**
- Improved safety verdict generation compatibility with newer
Transformers versions.
- Safety-check failures now fail closed by returning an empty verdict
instead of raising an unexpected error.
- Error reporting now includes the exception type when no message is
available.

…them (#1043)

## Summary

Works through the fifteen follow-ups that the review of #1035 left for
later. Each one is either implemented or closed with a reason. The owner
made four decisions:
- Item 2 records an override in a bot comment.
- Item 3 waits for a second maintainer.
- Item 10 runs the sync every 15 minutes.
- Item 14 gives the three workflow scripts a coverage floor of their
own.

Fixes #1039

## The fifteen items

| # | Resolution |
|---|---|
| 1 | **Done, differently from the proposal.** A local CommonMark
scanner would still be an imitation, so the description is now read as
GitHub itself renders it (`POST /markdown`, `gfm`, this repository as
context). `html.parser` keeps the prose outside `<code>` and `<pre>`,
and every block boundary becomes a line break. The constructs listed in
the issue all resolve as GitHub resolves them: a code span holding
`<!--`, escaped backticks, abrupt comments, fences in quotes and list
items, raw `<pre>`. GitHub's real output for 32 hostile samples is
captured in `tests/fixtures/github_markdown/renders.json`. One behaviour
changes: an inline `<!--` that never closes is now read, because GitHub
shows it as text. The title and the commit messages are read as plain
text: GitHub does not render a title as Markdown (an HTML comment or a
fence marker shows there as written), and it closes issues from commit
messages whatever they look like. The four line-walker readers are gone.
|
| 2 | **Done (owner's choice: bot comment).** A new *Record dependency
override* job runs only when `dependency-override` is added. If a
maintainer added it, the job comments with the head commit and the
issues linked at that moment; it takes the title and description from
the event payload, so an edit a second later is not accepted. The
override counts only while the head is unchanged and the linked set is a
subset of the recorded one. A new commit or a new link ends it, and the
check says why. Only comments by `github-actions[bot]` count, so a
person, or another app quoting someone, cannot forge a record. The
required check `needs` the recorder (`if: !cancelled()`), so the record
exists before the check reads it. |
| 3 | **Closed with a reason (owner's decision).** With one maintainer,
code-owner review would only add a bypass to every merge. MAINTAINERS.md
now says that adding a co-maintainer turns on *Require review from Code
Owners* for `development`. |
| 4 | **Done.** When `/assign` cannot read the dependencies, the reply
says so and tells the maintainer to check **Blocked by** before
assigning (`DependencyReadError`). |
| 5 | **Done.** `gh api --include` gives the headers. A list ends where
GitHub announces no `rel="next"`, so an exact multiple of the page size
costs no extra request. Endpoints keep their fixed `page=N` form,
because GitHub's `Link` URLs use `repositories/<id>/…` paths outside the
allow-list. The bounds that used to stop silently in
`assign_on_comment.py` now warn or fail. |
| 6 | **Done.** Reads are retried (GET, GraphQL queries, renders), 3
tries with 2 s / 4 s back-off. A retry happens on no answer, a 429 or
5xx, or a rate-limited 403, honouring `Retry-After` and the rate-limit
reset up to 60 s. Writes are never repeated. This applies to both
scripts. |
| 7 | **Done (runbook).** A *Repository automation* section in
MAINTAINERS.md lists what a rename or a transfer breaks: the
`github.repository` guard, the Actions policy, branch protection and the
project-board link. The guard's comment points there. |
| 8 | **Closed with a reason.** No merge queue exists. The same runbook
says to add `merge_group` before enabling one, or the queue waits
forever for the required check. |
| 9 | **Done.** Reconciliation prefers the check runs whose
`pull_requests` name this pull request. It falls back to the latest run,
since fork runs often name none. |
| 10 | **Done (owner's choice: 15 minutes).** The cron is `2,17,32,47 *
* * *`; the messages and docs say "within 15 minutes". |
| 11 | **Done for pull requests; transfers closed with a reason.**
`sync` removes `blocked` from open pull requests (in the reconciliation
pass) and from closed ones (the closed list now keeps them). The token
cannot write to the repository a transferred issue lands in, so
CONTRIBUTING's maintainer notes say to remove the links and the label
before transferring. |
| 12 | **Done.** The unblock marker carries when `blocked` was last
added (`…@<time>`), so an issue unblocked a second time gets a second
notice. |
| 13 | **Done.** Label history comes from GraphQL `timelineItems(last:
100, itemTypes: [LABELED_EVENT, UNLABELED_EVENT])`. The REST event pages
are no longer read, so a long history cannot fail the check. |
| 14 | **Done (owner's choice).** A new CI step and two gauntlet lines
run the three scripts' own tests under coverage and require 90% across
`tools/issue_dependencies.py`, `tools/assign_on_comment.py` and
`tools/triage_gate.py` (today 95 / 94 / 100, 96 overall).
`tests/test_guard_wiring.py` pins both lines, and a new test makes sure
the full `pytest` run is not replaced by this subset. |
| 15 | **Done, except the `gh` pin.** <ul><li>`contributing_url` points
at `blob/HEAD`.</li><li>`MSG_RELEASED` says only that the person is no
longer assigned.</li><li>`MSG_LIMIT` reads "You have N open assignments,
and the limit is 2".</li><li>`_clean` strips ANSI sequences and
non-printable characters, including bidi overrides.</li><li>A scaling
ReDoS test follows `docs/standards/regex.md`: median of 5, a 10× input,
a 3× tolerance. The small input repeats so timer noise cannot produce
the flake seen in #72.</li></ul>The `gh` CLI stays unpinned: the scripts
use only `gh api --method/--input/--include`, and downloading a binary
in a job that holds a write token adds more to trust than a version
drift on GitHub's own runner image costs. |

## Security notes

- **The recorder job writes, but only comments.** It holds `contents:
read` and `pull-requests: write`, runs only for a `labeled` event naming
the override label, checks out one file from the default branch and
executes nothing from the pull request. The required check stays
read-only.
- **No change to the Actions policy.** Both jobs live in
`.github/workflows/pr-dependencies.yml`, the path the
`pull_request_target` policy already allows.
- **Concurrency moved to the check job.** The recorder is never
cancelled by a burst of events.

## Testing

- **Unit tests:** `tests/test_issue_dependencies.py` and
`tests/test_assign_on_comment.py` cover every item (597 tests across the
three workflow-script modules).
- **Live read-only check:** run against the API before opening this PR:
- the new GraphQL `label_changes` query on an issue and on a pull
request;
  - `gh api --include` parsing of a 200, a 404 and a GraphQL error;
  - `Link` paging;
  - rendering and reading a description.
- **Review round 1 (CodeRabbit):** the title is no longer rendered (it
could hide a visible reference), and the full-suite wiring test rejects
a narrowed CI `pytest` command.
- **Full gauntlet:** the CLAUDE.md gauntlet passes locally (6,308 tests;
every guard green; the new coverage step reports 96%).

## Summary

Make judge reply parsing fail closed when a quoted score block makes the
verdict ambiguous, when JSON keys repeat, or when the whole reply is not
an object.

## Related issues

Fixes #127

Resolves: CR-A06-015
Resolves: M-A06-015

## Changes

- Accept a whole JSON object with unique keys; reject non-object JSON
replies with the existing `score=None` failure sentinel.
- Use `JSONDecoder.raw_decode` to scan fenced and unfenced objects.
Accept exactly one score-bearing object; multiple objects fail even when
their scores match. Skip consumed objects so nested data and braces
inside strings are not counted twice.
- Detect duplicate keys at every nesting level with `object_pairs_hook`.
Log rejected replies without echoing their content.
- Cover the planted-block orderings, identical repeated verdicts,
duplicate keys, non-object replies, preserved plain/fenced parsing, and
downstream judge failure counting.
- Add an Unreleased Fixed entry for both findings. Per the maintainer's
follow-up, the judge manual needs no change.

## Type

- ~~[x] New feature~~ — not applicable.
- ~~[x] Documentation~~ — no manual change needed per maintainer
guidance.
- ~~[x] Refactoring / code quality~~ — scoped parser fix.
- [x] Test coverage

## Testing

- ~~[x] `pytest tests/` passes~~ — full suite and full local gauntlet
not run; used the maintainer-requested focused suite.
- [x] `ruff check .` passes
- [x] `ruff format --check .` passes
- [x] New tests added for changed code
- [x] `python -m forgelm --config config_template.yaml --dry-run` works

`PYTEST_ADDOPTS='-p no:rerunfailures' pytest
tests/test_judge_functions.py --no-cov`: **119 passed, 6 skipped** on
Python 3.11.6. The globally installed, unrelated pytest-rerunfailures
plugin tries to open a socket during startup, which this sandbox
forbids; it was disabled for the focused run. Existing torch-dependent
cases account for the skips. No GPU, network, or model downloads were
needed.

Also passed:

```text
ruff format --check forgelm/judge.py tests/test_judge_functions.py
ruff check forgelm/judge.py tests/test_judge_functions.py
python3 tools/check_bilingual_parity.py --strict
python3 tools/check_bilingual_code_blocks.py --strict
python3 tools/check_module_size.py --strict
git diff --check
```

The bilingual guards checked 118 pairs. The module-size guard reports
existing deferred-split warnings, with no new violation. The original
parser on current `upstream/development` was checked separately: it
returns the planted score, silently keeps a repeated score key, and
returns `[1, 2]` for a non-object reply.

## Checklist

- [x] I've added tests for new functionality
- [x] No new dependencies added

## Summary by Sourcery

Harden judge verdict parsing so ambiguous, duplicate-key, malformed, and
non-object responses are rejected safely and consistently.

Bug Fixes:
- Make judge response parsing fail closed for ambiguous or malformed
verdicts, duplicate JSON keys, and non-object replies while preserving
the existing failure sentinel.
- Ensure invalid judge responses are counted as judge failures without
logging response contents.

Enhancements:
- Handle fenced and unfenced JSON objects conservatively while ignoring
nested score fields and braces inside valid strings.

Tests:
- Add focused coverage for ambiguous verdicts, duplicate keys,
non-object responses, malformed quoted blocks, parsing compatibility,
safe rejection logging, and downstream failure counting.

## Summary by CodeRabbit

- **Bug Fixes**
- Judge replies are now rejected when they contain duplicate keys,
multiple or nested score objects, array-wrapped scores, or non-object
responses.
- Invalid replies consistently produce the existing judge-failure
result.
- Rejection warnings provide a general reason without exposing the
original reply.

- **Tests**
- Expanded coverage for ambiguous, malformed, embedded, escaped, and
invalid judge responses.
- Added verification that rejected replies are tracked as judge
failures.

…#1045)

## Summary

A judge reply that used the whole 200-token budget is no longer parsed;
it counts as a judge failure. This closes a path around the "exactly one
score object" rule of the #127 fix.

## Related issues

Fixes #1044

Resolves: CR-A06-032 (part 2). Part 1 of that finding, a configurable
reply budget, stays in #553.

## Changes

- `_call_api_judge`: a choice with `finish_reason` `length` or
`content_filter` (any case) returns the `score=None` sentinel with a
reason that names truncation. A gateway that sends no `finish_reason`
cannot be checked, so its reply is parsed as before.
- `_call_local_judge`: the generated token ids are checked before
decoding. The reply was cut off when the cap was reached and the last
token is none of the EOS ids (generation config, int or list, plus the
tokenizer's). A cut-off reply is not even decoded.
- One constant, `_JUDGE_REPLY_MAX_TOKENS`, sets the budget for both
paths; the log line carries the cap, never the reply.
- Tests: the decision table for the cut-off rule and the EOS collection,
the API path (cut off, cut off after a quoted object, finished, no
`finish_reason`, `finish_reason: null`, the log, the request's
`max_tokens`), and the local path end to end with a stand-in `torch`,
model and tokenizer (budget, cut off and not decoded, EOS at exactly the
cap, EOS from a config list, short reply). No GPU, network or model
download.

## Why it matters

With the parser from #1038, a quoted plant followed by a long quote and
a verdict that is cut off (`... My verdict: {"score": 2, "rea`) parses
as score 10, because the quoted object is the only complete one. The
same happens when the cap is hit before the verdict starts. Both cases
are rejected now. The reproduction table is in #1044.

Re-checked on the merged parser (#1038 at `1877d93`): a quoted object
followed by a verdict cut off inside its object, cut off before its
brace, and a fenced quote followed by a cut-off verdict all still parse
as the quoted score 10. The parser's "malformed object seen" rule only
looks at objects *before* a score object, so the truncation check is
what rejects them.

## Trade-off

A judge that writes a complete verdict and then keeps talking past the
cap is now counted as a failure too (it used to parse if the object was
complete). That is the false-failure side of the same cap that part 1 of
CR-A06-032 addresses with a larger, configurable budget; the two cannot
be told apart from the reply alone.

## Summary by Sourcery

Reject incomplete or non-text judge replies so truncated verdicts cannot
be misparsed as valid scores.

Bug Fixes:
- Treat incomplete LLM-as-judge replies as judge failures instead of
parsing potentially misleading partial verdicts.
- Handle API judge responses without text content as judge failures
rather than aborting evaluation.

Enhancements:
- Use a shared 200-token reply budget for API and local judges and
report the number of incomplete replies in gate failure reasons.

Documentation:
- Document incomplete judge reply conditions and their effect in the
English and Turkish judge manuals.

Tests:
- Add coverage for API and local truncation detection, EOS handling,
missing response text, shared budgets, and failure reporting.

Chores:
- Add changelog entries for incomplete and non-text judge replies.

## Summary by CodeRabbit

- **Bug Fixes**
- Incomplete AI judge responses are now treated as failures instead of
producing potentially misleading verdicts.
- Responses ending due to token limits or content filtering are
consistently rejected for API and local evaluations.
- Judge evaluations use a shared 200-token response limit, with improved
end-of-sequence detection for local evaluations.
- Evaluation reports include truncated-response counts, and excessive
truncation can result in insufficient valid evidence.

- **Documentation**
- Updated the English and Turkish evaluation manuals with
truncated-response handling and scoring guidance.

…t the budget (#1046)

## Summary

Clears the three `mypy` errors that `forgelm/judge.py` contributes to
the recorded internal typing budget. No behaviour change.

## Related issues

Refs #917 (acceptance criterion 1: the count is back to 106 or below).
The ratchet in CI and the removal of the deferral row stay open there.

## Changes

- `_load_eval_prompts`: `prompt` is declared `Any`. A row may hold a
non-string value and the `isinstance` check right below drops it; the
declaration said `str`.
- `run_judge_evaluation`: the summary's `Optional[str]` failure reason
gets its own name (`summary_failure_reason`) instead of re-binding the
earlier `failure_reason: str` of the early-return branches.
- `_score_eval_prompts`: the API key is cast to `str` at the one call
where `is_api_judge` is known; the only caller derives `is_api_judge`
from `judge_api_key is not None`.

## Measurement

The budget command from `docs/roadmap/risks-and-decisions.md`, with a
cold cache so the numbers are comparable (`--no-incremental`; a warm
cache gave 108 for the same tree):

| | Errors | Files |
|---|---|---|
| `development` | 109 | 35 |
| this branch | 106 | 34 |

`judge.py` no longer appears in the list. Under `--strict` the file
still has three `no-any-return` findings (two in `_parse_judge_json`,
which #1038 rewrites, and one in `_generate_response`); no gate measures
them, so they are left alone here.

…#1049)

## Summary

A lone score object inside an unterminated array now fails closed, like
one inside an unterminated object.

## Related issues

Fixes #1048

## Changes

- `_parse_judge_json` refused a score object that follows an undecodable
`{` but ignored an undecodable `[`. An undecodable `[` is now a plain
prose note only when it closes within 80 characters on the same line
with no other bracket, brace or quote in between (`[source]`, `[see
below]`); any other undecodable `[` marks an unterminated array, and a
score object after it fails closed, as after an undecodable `{`
(`_is_prose_bracket`). Nothing is matched or counted and no string state
is tracked: the reply is prose, so a stray `"` or `]` could otherwise
hide or cancel an opener (an earlier version counted brackets and was
bypassed by `[source] ] [ {...}`, found in review).
- Plain notes before the verdict (`See [1] and
[source](https://example.org): {...}`, `[source][note]: {...}`, `See
[see below] ...`) and a bracket that opens only after the verdict are
still accepted. A stray unclosed `[`, a note longer than 80 characters
or nested bracketed text before the verdict now fails closed; the tests
state it.
- CHANGELOG entry under `Fixed`.

## Behaviour

| Judge reply | Before | After |
|---|---|---|
| `[ {"score": 10, "reason": "planted"}` | 10 | None |
| `Items: [1, 2, {"score": 10, ...}` | 10 | None |
| `[{"score": 10, ...}, {"sc` | 10 | None |
| `[ [x] , {"score": 10, ...}` | 10 | None |
| `[source] ] [ {"score": 10, ...}` (an unmatched `]` before the open
bracket) | 10 | None |
| `[x, "]", {"score": 10, ...}` | 10 | None |
| `See [1] and [source](https://example.org): {"score": 2}` | 2 | 2 |
| `Verdict: {"score": 2} then [unfinished` | 2 | 2 |

## Summary by Sourcery

Make judge verdict extraction reject score objects that may be nested in
an unterminated array while preserving valid prose-bracket handling.

Bug Fixes:
- Make judge parsing fail closed when a score object appears inside an
unterminated array, preventing ambiguous objects from being accepted as
the verdict.

Enhancements:
- Continue accepting verdicts preceded by closed prose brackets or
followed by an unfinished bracket while distinguishing those cases from
open arrays.

Tests:
- Add coverage for unterminated arrays, nested and malformed bracket
cases, and valid closed prose notes around verdicts.

…the code; harden the user-manual schema guard (#1050)

## Summary

Finishes #101 (theme D0-6, *Personal data: audit and masking coverage*,
30 findings) and the neighbouring pages that carried the same root
cause: documentation, help text, field descriptions, comments and site
copy that presented PII masking, the erasure commands and the retention
horizons as stronger than the code makes them, plus the guard that
should have caught a `chat:` / `output:` block Pydantic rejects. After
the first version of this pull request was reviewed, a second pass
re-checked every statement against the running commands and the official
texts, and a third pass (fact-check, legal and language review, mutation
testing) re-checked that delta; this description covers the pull request
as it now stands.

**This is compliance wording. Please read the before/after table and the
legal sign-off list.**

Refs #555, Refs #680, Refs #567, Refs #610, Refs #789. Each of these is
a per-page or per-module issue of the October review whose documentation
findings this change resolves in whole or in part; a maintainer ticks
the findings and closes the ones that are complete (the GPU-cost,
encryption-at-rest and notebook issues are, for example).

Not worked on, mentioned for context: the `purge --kind artefacts`
resolver rewrite stays with the artefacts issue (see the note posted on
it) and the chat and `gpu_profiles` blocks the guard lists as known-open
belong to other tracked issues; this change also corrects the content of
the chat page those issues describe.

New issues for what this change found but does not do: #1051 (phone
numbers masked only partly), #1052 (wizards omit the retention block at
defaults), #1053 (`forgelm ingest` rows have no `id`), #1054
(`--check-policy --config` needs a complete config), #1055 (native
review of the DE/FR/ES/ZH strings), #1056 (site localization polish),
#1057 (legal sign-off of the wording).

## ⚠️ Localization exception

`docs/standards/localization.md` keeps German, French, Spanish and
Chinese as deferred tiers. As in #1000 (owner decision), **I wrote the
DE / FR / ES / ZH site strings myself with no native review**; English
and Turkish are authoritative. #1055 tracks the review. Touched keys:
`home.cap.gdpr.body`, `home.use.domain.body`, `features.data.pii.body`,
`compliance.gdpr15.body`, `compliance.gdpr17.body`,
`compliance.art10.body`, `features.gov.{access,purge}.{title,body}`,
`privacy.body`, `wizard.retention.*` (title and five hints). The legal
pages' "last updated" date moved to 2026-10-22 because the privacy text
changed; it is one key shared with the terms page (#1056).

## What this changes for a deployer

| Topic | Said | Now says |
|---|---|---|
| **Article 17(3)(b)** | it "preserves audit / accounting records as a
legal-obligation defence"; the audit log is "the legal-obligation
record"; AI Act log duties as the example | it disapplies erasure only
to the extent a specific Union or Member State obligation (or a
public-interest task) requires the processing; keeping entries needs a
documented basis; ForgeLM never edits or deletes an entry |
| **Article 15 / 17 framing** | "Article 17 erasure with purge and
Article 15 access with reverse-pii"; "zero matches is a valid answer" |
`reverse-pii` is an input to an Article 15 response, `purge` one step of
an Article 17 erasure (trained weights unchanged); a complete response
also needs an identity check, one month (12(3)), a copy of the data, the
15(1)(a)-(h) information and the 15(2) safeguards, Article 19 notices,
and refusal reasons within one month (12(4)); zero matches does not
answer an access request |
| **Digest correlation** | query with `--salt-source env_var` to match
purge digests | byte-identical only for the same value, `--output-dir`
and `FORGELM_AUDIT_SECRET` state, in the default plaintext mode;
`--salt-source` is a hash-mask scan for externally masked corpora: not
needed for the digests to match, and on a plaintext corpus it reports
zero matches even when the person is there (verified end to end; the
earlier advice was wrong) |
| **Salted digests** | no personal data leaves the log | personal data
(recital 26), and pseudonymisation (Art. 4(5)) only if the salt is kept
separately; by default the salt file sits next to the log |
| **Retention horizons** | "honour" GDPR deadlines, staging TTL is a
scheduled cleanup, wizard "matches EU AI Act guidance" | operator-set
limits that `--check-policy` reports and never enforces; defaults are
ForgeLM choices; no `retention:` block checks nothing, `retention: {}`
enables defaults, `0` stops a report; age source is the run's first
audit event, else the log's first event, else mtime (so a shared output
directory can report a fresh bundle as overdue); ForgeLM creates neither
`raw_documents/` nor `ingestion_output/` |
| **CI gate / exit codes** | `jq '.violations \| length'`; usage errors
exit 1 | `jq -e '.success == true and has("count") and .count == 0'`
under `set -o pipefail`; argument-parser usage errors exit 2; the purge
JSON envelope section is regenerated from real output |
| **`purge --kind artefacts`** | deletes the run's compliance bundle |
matches files under `compliance/` whose names contain the run id, so it
finds nothing in the standard bundle, emits `data.erasure_failed`
(`NoMatchingArtefacts`), exits 1 and deletes nothing; the help text and
the error say why |
| **PII detectors** | "what GDPR / AI Act Article 10 cares about"; nine
categories; German Steuer-ID and French NIR "checksum / key validation";
audit report lists row indices; audit "catches what masking missed" |
common structured identifiers, personal data under Art. 4(1); eight
detectors, the German ID-card serial and the NIR are shape-only; the
report carries counts; `forgelm audit` re-applies the same regexes;
`--pii-ml` counts names and locations and reports no `organization` for
English |
| **GPU-cost page** | a `run_complete` audit event, a model-card cost
block, `--gpus`, `nvidia-smi`, a price table that did not match the code
| what `_collect_resource_usage` records and where, the real price table
and `cost_source` values, the CPU/MPS placeholder rate, a calibration
recipe that runs |
| **Chat page** | GGUF loading, a YAML `seed:`, `max_length` history, an
invented transcript | no GGUF, no seed or greedy mode, last 50 pairs,
the real REPL output and every flag |
| **Site (six languages)** | masking as automatic; "every row of every
split"; "forensically linked" | masking is opt-in (`--pii-mask`); lines
containing an identifier you supply, literal and case-sensitive; `0`
stops a retention report |
| **QMS SOPs / SOC** | "minimum 5 years"; salted SHA-256 "needs no
encryption" | a policy-set period (Art. 5(1)(e); Art. 18 is a separate
duty); digests are personal data and the log and salt are encrypted
alike |

## Changes

- Documentation: GDPR guide, purge / reverse-pii / configuration /
compliance-summary / event-catalog references, GDPR, GDPR-erasure,
human-oversight, PII-masking, PII-ML, audit, ingestion, GPU-cost, chat
and LoRA manual pages (EN and TR together), design note, QMS SOPs,
deployer guide, localization glossary, `sync-bilingual-docs` skill
scope.
- Code text only (behaviour, flags and exit codes unchanged): `--help`
and epilog strings, field descriptions, docstrings and comments, wizard
prompts, the `--kind artefacts` error and the `ingest --pii-mask` note.
`config.py`, `_parser.py` and `_purge.py` keep their module-size
budgets.
- Guard `tools/check_usermanual_schema_drift.py`: top-level blocks are
checked everywhere (including full-config summary blocks); two exemption
tables with reasons; one block per row per language; unreadable blocks
fail; YAML 1.2 booleans; missing PyYAML exits 1; success line counts
what was walked. 104 tests; two real snippets it flagged are fixed
(`lora.md`, `model-card.md`).
- Tests: Article 17(3) invariant per sentence over every public text
file; broader retired-phrase lists with line numbers; positive pins for
the CI gate, the correlation rule and the exit-2 wording; pages checked
against the code (price table, chat flags, detector count);
real-exporter `--kind artefacts` tripwire (checked by mutation); site
tests per locale and for static fallbacks.

## Finding by finding (#101)

## Trade-offs worth your review

- **`purge --kind artefacts`** is documented rather than fixed (owner
decision).
- **Known-open guard rows** keep the two fabricated blocks visible;
fixing a page forces its row to be deleted.
- **Scope.** The second pass widened the diff beyond #101's 30 findings
because the same false statements sat on the pages next to them (GPU
cost, chat, PII masking, QMS, human oversight). Larger neighbours that
need code are filed, not fixed.
- **Legal wording.** The statements listed in #1057 were checked against
the official texts but not by a lawyer.
- **Wording I could not verify here:** the DE / FR / ES / ZH strings
(#1055) and the claim about Presidio versions, which I left out of the
documentation.

## Review process

Each step (erasure / retention, PII citations, GDPR page and site,
guard) got two review rounds with independent agents (legal and factual,
bilingual and language quality, mutation testing, operator walkthroughs
against the running commands). The open pull request then got two
independent whole-diff reviews; their findings were checked against the
code before applying (one of them showed that the correlation advice
added in an earlier round was wrong, and it is corrected on eight
surfaces plus an end-to-end test). The tests and the guard were then
mutation-tested (237 mutants; the real gaps are closed), the
documentation was fact-checked against the running commands, and the
legal wording and the Turkish and site strings were reviewed against the
official texts.

## Summary

Fix the first `forgelm ingest` example in both Document Ingestion
user-manual pages so it runs as shown, and show the output
`summarize_result` actually prints.

## Related issues

Fixes #395 (CR-A12-004)

## Changes

- `docs/usermanuals/en/data/ingestion.md` and
`docs/usermanuals/tr/data/ingestion.md`: keep `--chunk-tokens 1024`, add
`--tokenizer "Qwen/Qwen2.5-7B-Instruct"`, and replace the invented
tick-mark output with the real `Ingestion summary` / `Files (in/out)`
layout. The shell block is identical in both languages because CLI
output is English-only; no Turkish narrative text changed.
- `tests/test_usermanual_reference_consistency.py`: add
`TestIngestionPageQuickExampleStaysRunnable`, parametrized over `("en",
"tr")`. It extracts the first `forgelm ingest` shell block, joins the
continuation lines, parses it with `shlex.split`, asserts
`--chunk-tokens` comes with `--tokenizer`, and asserts the page shows
the `summarize_result` labels.
- `CHANGELOG.md`: one entry under `## [Unreleased]` -> `### Fixed`.

## Testing

Run from the repository root:

- `pytest tests/test_usermanual_reference_consistency.py --no-cov` ->
`123 passed`
- `python3 tools/check_cli_help_consistency.py --strict` -> OK, 515
invocations match the parser
- `python3 tools/check_bilingual_code_blocks.py --strict` -> OK, 118
pairs
- `python3 tools/check_bilingual_parity.py --strict` -> OK, 118 pairs
- `python3 tools/check_usermanual_self_contained.py --strict` -> OK, 134
pages
- `ruff format --check .` and `ruff check .` (pinned
`ruff>=0.4.0,<0.16.0` as CI installs) -> clean

The four new test cases fail on the current `development` docs (no
`--tokenizer`, no `Ingestion summary`/`Files (in/out)`) and pass with
this change.

…) (#1058)

Closes #1054.

### Summary
When running `forgelm purge --check-policy --config <path>`, operators
frequently supply a YAML containing only a `retention:` section for
scheduled retention sweeps, rather than an entire training configuration
(which would otherwise require `model`, `lora`, `training`, and `data`
blocks).

### Changes
- Updated `_maybe_load_config` with `allow_retention_only: bool = False`
(used by `_run_purge_check_policy`). If the YAML file contains a
`retention:` block without training/model sections, it validates against
`RetentionConfig` directly and returns a namespace holding the validated
`retention` model.
- Invalid `retention:` blocks continue to raise structured `ConfigError`
and exit with `EXIT_CONFIG_ERROR` (1).
- Added comprehensive unit tests in
`tests/test_gdpr_erasure.py::TestCheckPolicyStrictLoad`:
  - `test_check_policy_retention_only_config_succeeds`
  - `test_check_policy_retention_only_invalid_exits_config_error`
- All 60 tests in `tests/test_gdpr_erasure.py` pass.

## Summary by Sourcery

Support retention-only configuration files for `purge --check-policy`
while preserving strict validation and configuration error handling.

New Features:
- Allow `purge --check-policy --config` to load YAML files containing
only a `retention:` section.

Bug Fixes:
- Ensure invalid retention-only policies and malformed partial
configurations return structured configuration errors instead of being
ignored.

Enhancements:
- Preserve full-config validation for files containing any top-level key
beyond `retention:` and omit raw configuration values from retention
validation errors.

Documentation:
- Document retention-only configuration support for GDPR
retention-policy checks in English and Turkish guides, references, and
user manuals.

Tests:
- Add coverage for retention-only policies, null retention blocks,
invalid values, unexpected top-level keys, missing files, and protected
validation errors.

## Summary by CodeRabbit

* **New Features**
* Policy checks accept either a full training configuration or a
configuration file containing only `retention:`.
* An empty `retention:` block reports nothing to enforce and exits
successfully.
* Successful checks return a JSON report with a success status,
violation details, and a count.
* **Bug Fixes**
* Files with other top-level keys are validated as full configurations.
Invalid settings, malformed YAML, and missing files produce errors;
validation messages do not expose supplied values.
* **Documentation**
* Updated the retention-policy guidance to describe accepted
configuration formats.

📝 Walkthrough

Changes

This pull request adds issue triage and dependency workflows, expands the user-manual YAML schema guard, and updates purge retention-policy handling. It also changes judge-reply validation, safety prompt handling, and SLERP adapter-state handling, with related documentation and test updates.

Issue triage and dependency automation

Layer / File(s) Summary
Issue decisions and GitHub workflows
tools/issue_dependencies.py, tools/triage_gate.py, tools/assign_on_comment.py, .github/workflows/issue-dependencies.yml, .github/workflows/pr-dependencies.yml, .github/workflows/triage-gate.yml, .github/workflows/nightly.yml
Adds triage-label handling, blocker synchronization, pull-request dependency checks and overrides, and blocker-aware assignment. Workflows invoke these tools for issue events, pull-request events, and scheduled runs.
Issue workflow validation and guidance
tests/test_issue_dependencies.py, tests/test_triage_gate.py, tests/test_assign_on_comment.py, tests/fixtures/github_markdown/renders.json, .github/ISSUE_TEMPLATE/*, .github/pull_request_template.md, CONTRIBUTING.md, MAINTAINERS.md, AGENTS.md, CLAUDE.md, docs/standards/code-review.md
Tests cover the automation rules and GitHub interactions. Templates and repository guidance describe triage, dependencies, and pull-request checks.

User-manual YAML schema guard

Layer / File(s) Summary
Scanner and strict CI validation
tools/check_usermanual_schema_drift.py, tests/test_check_usermanual_schema_drift.py, .github/workflows/ci.yml
The scanner checks YAML parsing, duplicate keys, nested schema paths, unknown top-level blocks, and exemption rows. Tests cover synthetic and repository manuals, and CI runs the guard in strict mode.

Purge, retention, and compliance guidance

Layer / File(s) Summary
Retention-policy loading and purge handling
forgelm/cli/_config_load.py, forgelm/cli/_parser.py, forgelm/cli/subcommands/_purge.py, forgelm/config.py, tests/test_gdpr_erasure.py, tests/test_reverse_pii.py
--check-policy accepts a retention-only configuration or a full ForgeLM configuration. Purge documentation and tests cover run-ID file matching, policy reports, and digest correlation with reverse-pii.
Compliance and retention documentation
docs/design/gdpr_erasure.md, docs/guides/gdpr_erasure*.md, docs/reference/purge_subcommand*.md, docs/reference/reverse_pii_subcommand*.md, docs/reference/configuration*.md, docs/usermanuals/*/compliance/gdpr*.md, docs/qms/*, config_template.yaml, forgelm/wizard/_collectors.py
Documentation describes purge scope, retention reporting, identifier digests, and operator responsibilities. Configuration and wizard descriptions clarify that retention horizons are reported rather than automatically enforced.

Judge, safety, and model merging

Layer / File(s) Summary
Judge reply validation and failure reporting
forgelm/judge.py, tests/test_judge_functions.py, docs/usermanuals/*/evaluation/judge.md
Judge replies fail when they are truncated, non-text, or contain ambiguous or malformed score objects. Evaluation failure reasons report incomplete replies.
Safety prompt handling and SLERP state
forgelm/safety/_score_generation.py, tests/test_safety_advanced.py, forgelm/merging.py, tests/test_merging_algos.py
Safety scoring neutralizes tokenizer control-token strings in prompt and response content. SLERP merging copies the first adapter’s merged state before restoring the base model.
