Summary

Prepare v0.11.1 on development: bring main's promotion merge commit back, then the single chore: release v0.11.1 commit. Merge with "Create a merge commit", not squash: squash would drop the sync commit's second parent, and main would again carry a commit development lacks.

Related issues

None.

Changes

5db7fd5 — sync main into development. #1061 merged into main as 8f4b9f7 before #1062 landed. This merge brings that commit back, so the release pull request (development → main) starts up to date. The merge changes no file, because main's tree is already part of development.

531cb0e — chore: release v0.11.1 — Fail Closed.

The release is numbered as a patch by maintainer decision, as a one-time exception. Under docs/standards/release.md's bump table this cycle would be 0.12.0, because it has eleven ### Breaking entries and new features. The rules are unchanged. The exception is stated in three places:

  • at the head of the [0.11.1] CHANGELOG section, which also warns that a forgelm~=0.11.0 pin picks up the breaking changes;
  • in the release record;
  • in a dated 2026-10-23 addendum to docs/roadmap/risks-and-decisions.md. Decision C-20 planned one release after Phase 16's sixteenth step, and the file's escape hatch forbids acting against a recorded decision without saying so.

What the commit changes:

  • CHANGELOG. [Unreleased] becomes [0.11.1] — 2026-10-23, and a new empty [Unreleased] stays above it. The duplicate ### Breaking, ### Added and ### Changed blocks are merged, in the order Breaking → Added → Changed → Removed → Fixed. A script compared the entries line by line: all 667 lines are carried over, and nothing was added except the note.
  • Version. pyproject.toml goes from 0.11.1rc1 to 0.11.1. __api_version__ stays at 1.2.0, already bumped during the cycle for TrainResult.judge_passed, and its comment now names the release.
  • Release record.
    • A new ## v0.11.1 — "Fail Closed" section in docs/roadmap/releases.md.
    • In docs/roadmap.md and docs/roadmap-tr.md: the **Released:** / **Yayınlandı:** headlines, the current-state and Phase 16 rows, a v0.11.1 node on the Phase 16 track of the diagram, and the file-tree line.
    • Two dated notes in the Phase 16 plan.
    • The addendum and a Decision Log row in risks-and-decisions.md.
  • Version literals. tools/update_site_version.py rewrote 19 site literals in 9 files. The forgelm== pins in 11 notebooks move to 0.11.1, as check_notebook_pins.py requires once the CHANGELOG names a newer release.

Not changed:

  • docs/standards/release.md, the cut-release skill and C-20 itself.
  • CITATION.cff: it carries no version on purpose.
  • The CPU demo's "recorded with 0.11.1rc1" line, which is a dated record.

Type

  • CI / infrastructure (release)

Testing

  • Full local gauntlet on 531cb0e (all 32 steps): 6,671 passed, 98 skipped; GAUNTLET_RC=0; ruff format left the tree unchanged.
  • Built the sdist and wheel from a clean git archive of 531cb0e: both carry Version: 0.11.1.
  • Installed the wheel into a separate target directory and ran it against real dependencies:
    • python -m forgelm --version prints ForgeLM 0.11.1;
    • __api_version__ is 1.2.0;
    • --config config_template.yaml --dry-run exits 0.
  • check_release_record_sync, check_notebook_pins, update_site_version --check, check_anchor_resolution (including the new anchors), check_bilingual_parity and check_tr_links_prefer_mirror pass. All of them are part of the gauntlet.

Checklist

  • Turkish mirror updated (docs/roadmap-tr.md)
  • CHANGELOG section finalised
  • This pull request links no issue

Summary by Sourcery

Release ForgeLM v0.11.1 with fail-closed evaluation and validation behaviour, corrected artefact reporting, compatibility fixes, and synchronized release documentation.

Bug Fixes:

  • Make configuration, quality, safety, benchmark, judge, and cache operations fail closed when inputs, measurements, or evaluation evidence are invalid or incomplete.
  • Ensure generated JSON artefacts and result envelopes accurately represent non-finite values, errors, evaluation status, and model reversion outcomes.
  • Restore compatibility for selected Transformers 5 workflows and correct export, merge, purge, and CLI behaviours.

Enhancements:

  • Release ForgeLM v0.11.1 with the first three Phase 16 trust-surface hardening steps and a documented one-time patch-version exception.
  • Expose the judge verdict and minimum valid-score fraction while strengthening configuration typing and public API metadata.
  • Update release records, roadmap status, website version references, and notebook pins for v0.11.1.

CI:

  • Add a CI guard that detects failure masking in workflows, scripts, and required validation commands.

Documentation:

  • Consolidate and publish the v0.11.1 changelog and release record, including breaking-change and versioning-exception notices.
  • Align English and Turkish roadmap documentation, site content, compliance guidance, and contributor/security documentation with current behaviour.

Tests:

  • Expand the validated release baseline from 4,584 to 6,769 tests and from 29 to 32 CI guards.

Chores:

  • Synchronize main into development before the release merge and update the package version from 0.11.1rc1 to 0.11.1.

Summary by CodeRabbit

  • Release

    • ForgeLM v0.11.1 is now available. This release includes breaking changes; review the release notes before upgrading.
  • Changed

    • Configuration and evaluation validation are stricter, and incomplete cache or evaluation runs now produce failure outcomes.
    • LLM judging uses a default minimum valid-score fraction of 0.8. Non-finite values serialize as strings.
    • Failure and auto-revert reports are more accurate, including when model files cannot be deleted or auto-revert is disabled.
    • The API version is now 1.2.0, with an additional judge outcome field.
  • Documentation

    • Guides, notebooks, and installation examples now reference v0.11.1.

chore: promote development to main — judge fail-closed fixes, Llama-Guard on transformers 5, SLERP, GDPR documentation, issue triage and dependency gates
main gained the merge commit of the development -> main promotion (#1061); bring it back so main carries no commit development lacks.
Numbered as a patch by maintainer decision, as a one-time exception:
release.md's bump table would make this cycle 0.12.0 (eleven Breaking
entries and new features). The rules are unchanged; the exception is
recorded in docs/roadmap/risks-and-decisions.md (2026-10-23 addendum to
C-20), at the head of the CHANGELOG section and in the release record.

- CHANGELOG: [Unreleased] -> [0.11.1] — 2026-10-23, with the duplicate
  Breaking / Added / Changed blocks merged (every entry line carried
  over, checked line by line) and a note that a forgelm~=0.11.0 pin
  picks up the breaking changes.
- pyproject.toml 0.11.1rc1 -> 0.11.1; the __api_version__ comment names
  the release (1.2.0 was bumped during the cycle).
- Release record: docs/roadmap/releases.md, the Released / Yayınlandı
  headlines and the current-state lines in docs/roadmap.md and its
  Turkish mirror, the Phase 16 plan notes.
- Site version literals (tools/update_site_version.py) and the forgelm
  pins in the notebooks move to 0.11.1.

Reviewer's Guide

Prepares the v0.11.1 “Fail Closed” release by preserving the required promotion-merge topology, finalizing version and release metadata, synchronizing documentation and distribution pins, and explicitly recording the one-time patch-version exception for breaking Phase 16 work.

The release is documented as a deliberate one-time patch-version exception despite containing breaking changes.
  • Add the v0.11.1 release record and summarize fail-closed behavior, compatibility changes, fixes, and project metadata.
  • Record the C-20/release-numbering exception and clarify that Phase 16 S1–S3 shipped early while S4–S16 remain planned.
  • Synchronize English and Turkish roadmap status, release references, phase notes, diagram nodes, and file-tree metadata.

The branch history is prepared for a non-squashed release promotion by synchronizing main back into development before the release commit.
  • Restore main's promotion merge commit as a merge commit so development contains both parent histories.
  • Keep the synchronization tree-neutral because the merged content is already present in development.

Review notes on #1063:
- The 'every artefact is valid JSON' entry (CHANGELOG and the release
  record) now says that a JSON Lines file such as the audit log is valid
  line by line.
- The Phase 16 plan no longer names the open 0.11.1rc1 cycle: its header
  says 'the open development cycle', and the Delivery section's single
  release follows S4-S16 now that S1-S3 shipped in v0.11.1.
