Summary

Turns dependencies between issues into a contributor-facing gate: a native Blocked by link drives a derived blocked label, /assign refuses blocked issues, and an Issue dependencies check fails a pull request that works on one. The check is advisory until branch protection lists it (see After merge).

Related issues

Refs #1034 (its last criteria are post-merge steps, so this pull request does not close it). Follow-ups deferred from the review: #1039.

Changes

  • tools/issue_dependencies.py
    • sync keeps blocked equal to "has a blocker not closed as completed" on every open issue and removes it everywhere else. Unblocking posts one idempotent notice (posted before the label goes, re-read right before acting). A blocker closed as not planned or duplicate keeps the dependent blocked and flags needs-triage once. One issue that cannot be read or written no longer stops the others; failures are reported and exit 1 at the end.
    • Every sync also reconciles the check of each open pull request: when its latest result no longer matches the linked issues (in either direction), the job is re-run. State-based, so a failed re-run or a check still running is picked up by the next run.
    • check-pr reads the pull request fresh. Links come from the title, the description, every commit message and GitHub's Development list; a blocker is exempt only when GitHub's own closingIssuesReferences lists it and the pull request targets the default branch, so an exemption is never broader than what GitHub does on merge. At most 50 linked issues, 100 commits and 50 closing references are read; a number that names no issue is treated as no issue. dependency-override counts only when a maintainer added it last (issue events), and the check lists what it accepts.
    • Rules are pure functions; GitHub calls are injected and limited to repos/ paths and the module's GraphQL queries; text from issues and pull requests is parsed in linear time and never printed.
  • .github/workflows/issue-dependencies.yml: issue closed / reopened, hourly and on demand (default branch only). Token: contents: read, issues: write, pull-requests: read, checks: read, actions: write.
  • .github/workflows/pr-dependencies.yml: pull_request_target, so the workflow and the script come from the default branch and a pull request cannot rewrite the check that judges it; nothing from the pull request is checked out; read-only token; one run per pull request at a time.
  • tools/assign_on_comment.py: /assign refuses a blocked issue (label, or a blocker that is open or closed without being completed); /unassign never reads dependencies.
  • Docs: CONTRIBUTING Dependencies between issues (rules, limits, maintainer notes, the Actions-policy prerequisite), code-review.md merge conditions, CLAUDE.md / AGENTS.md, PR template, CHANGELOG; good-first-issue links exclude blocked.

Already applied on GitHub (outside this diff)

  • Labels blocked and dependency-override; the Blocked project view; Front door and Small tasks exclude blocked.
  • 102 Blocked-by links from a review of every open issue (Phase 16 step order 12, the two standards 2, deferred conditions 10, the existing EMB links 4, the 72 review issues whose every finding is a Phase 16 unit 73, Issue dependencies: follow-ups deferred from the PR #1035 review #1039 1); sync run from this branch: 95 issues labelled, a second run changes nothing.

After merge

  1. Actions policy (prerequisite): GitHub blocks pull_request_target in public repositories from 2 November 2026 unless an Actions policy allows it. Create a repository policy that allows it for .github/workflows/pr-dependencies.yml only.
  2. Confirm on the next pull request that Issue dependencies is attached to its head commit, then add it to the required checks of development and drop CONTRIBUTING's "not yet among the required checks" sentence.
  3. When squashing, keep Refs #1034 (not Fixes) in the commit message: the first commit's message still says Fixes #1034.

Notes for review

  • This pull request shows no current Issue dependencies result: the check runs from the default branch, which does not have it yet.
  • Residual risk, stated in the workflow header: a pull request can add another workflow with a job of the same name; a test keeps the name unique in this repository, and changes under .github/ and tools/ need a maintainer's read before merge (Issue dependencies: follow-ups deferred from the PR #1035 review #1039 item 3).

Type

  • CI / infrastructure

Testing

  • pytest tests/ passes (5987 passed, 98 skipped); tests/test_issue_dependencies.py has 138 tests and tests/test_assign_on_comment.py 139
  • ruff check . and ruff format --check . pass
  • The full CLAUDE.md gauntlet passes (GAUNTLET_RC=0)
  • sync --dry-run and check-pr were run read-only against the live repository; the missing-issue path was checked against GitHub's real NOT_FOUND answer

🤖 Generated with Claude Code

…ired PR check

A dependency between issues was recorded only in prose, so nothing kept a
contributor from claiming or opening a pull request for work whose
prerequisite was still open, and nothing said when it opened up.

- tools/issue_dependencies.py derives the `blocked` label from GitHub's
native "Blocked by" links. A blocker is resolved only when it is closed as
completed; one closed as not planned or as a duplicate keeps the dependent
blocked and flags it `needs-triage` with one notice. Removing the label
posts one comment and re-runs the failed check of the open pull requests
  that link the issue.
- .github/workflows/issue-dependencies.yml runs it when an issue is closed
or reopened, hourly (GitHub sends no event for link edits) and on demand.
- .github/workflows/pr-dependencies.yml adds the "Issue dependencies" check:
it fails while a linked issue (Fixes / Closes / Resolves / Refs) is
blocked, unless the pull request closes every open blocker too or a
maintainer sets `dependency-override`. It runs the base commit's copy of
the script, never the pull request's, with a read-only token.
- /assign refuses a blocked issue (the label, or an open blocker GitHub
still counts, so the hourly lag leaves no gap).
- CONTRIBUTING gains "Dependencies between issues"; CLAUDE.md, AGENTS.md,
the PR template and the CHANGELOG describe the rule.

Reviewer's Guide

This PR turns GitHub’s native Blocked by relationships into an enforced workflow: a tested reconciliation script maintains derived labels and triage notices, /assign and documentation respect dependency state, and a read-only base-commit PR workflow blocks work on unresolved dependencies with an explicit override or same-PR blocker closure.

Added GitHub Actions workflows that continuously synchronize issue dependencies and enforce them on pull requests.
  • Reconcile on issue state changes, hourly, or manually with serialized full runs.
  • Run the PR check for every pull-request update using the base commit’s pinned script.
  • Use least-privilege permissions, sparse pinned checkouts, and no pull-request code execution.
.github/workflows/issue-dependencies.yml
.github/workflows/pr-dependencies.yml
Integrated dependency enforcement into issue assignment and contributor workflow documentation.
  • Reject /assign when the blocked label or GitHub’s open-blocker count indicates a dependency.
  • Keep /unassign available and provide a non-pinging explanation.

Assessment against linked issues

Issue Objective Addressed Explanation
#1034 Derive the blocked label from native Blocked by links, handle blockers closed without completion with triage and a notice, and notify when an issue becomes unblocked. ✅
#1034 Enforce dependency gates for contributors: refuse /assign on blocked issues and make the Issue dependencies pull-request check reject blocked linked issues, with the documented blocker-closing and maintainer-override exceptions. ❌ The assignment guard and check workflow are implemented, but the PR says the check will be made required on development only after merge. Until branch protection requires it, pull requests can merge without passing this gate.
#1034 Document and operationalize dependency tracking through project views and recorded native dependency links. ✅

📝 Walkthrough

Adds automation that derives the blocked label from native issue dependencies, prevents assignment to blocked issues, and checks pull requests for unresolved blockers. Adds workflows, tests, and contributor documentation.

Changes: Issue dependency enforcement

Layer / File(s) Summary
Dependency rules and data model
tools/issue_dependencies.py, tests/test_issue_dependencies.py
Adds blocker and issue models, dependency evaluation, bounded parsing, pull-request verdicts, and guarded GitHub API access.
Issue dependency synchronization
tools/issue_dependencies.py, .github/workflows/issue-dependencies.yml, tests/test_issue_dependencies.py
Synchronizes blocked labels and comments, flags incomplete blockers, reconciles affected pull-request checks, and runs on issue events, schedules, or manual dispatch.
Blocked issue assignment guard
tools/assign_on_comment.py, tests/test_assign_on_comment.py
/assign refuses issues with the blocked label or unresolved blockers. Tests cover dependency lookup, completed blockers, incomplete blockers, and /unassign.
Pull-request dependency check
tools/issue_dependencies.py, .github/workflows/pr-dependencies.yml, .github/pull_request_template.md, CONTRIBUTING.md, AGENTS.md, CLAUDE.md, CHANGELOG.md, tests/test_issue_dependencies.py
The pull-request check rejects unresolved blockers unless the pull request closes them or has an authorized override. The workflow runs the default-branch checker with read-only permissions. Documentation describes the dependency rules.

A pull request that mentions a nonexistent issue number, such as a typo or a Discussion number, will fail the new Issue dependencies check with an error instead of ignoring the reference. Contributors would see a confusing failure until they edit the description. This matters more once the check becomes required, so fix the not-found handling before relying on the check.

Explanation

Active direct issue #1034 has coding requirements. The PR adds tools/issue_dependencies.py, derived-label synchronization, needs-triage handling, pull-request dependency checks, check reconciliation, /assign protection, least-privilege workflows, tests, documentation, and project-view updates. The supplied PR evidence also states that native links and labels were applied outside the diff. Post-merge check verification and branch-protection changes are operational follow-up items, not unmet coding requirements for this PR.

**Blocked work bypasses the required check**

When a pull request changes `.github/workflows/pr-dependencies.yml` while preserving the required check name, gitHub evaluates the pull request’s workflow definition, so the PR can skip or replace the dependency check even though the script is checked out from the base commit. Branch protection then accepts blocked work.

Run the required check from a workflow definition that pull requests cannot modify.

**Contributors bypass the dependency gate**

When a non-maintainer who can label pull requests applies `dependency-override`, `check_pull_request` treats the label as sufficient authorization and passes the PR without checking who applied it, so the contributor can bypass the dependency gate.

Verify that a maintainer authorized the override before allowing the check to pass.

**Blocked pull requests keep a green check**

When a linked issue gains an unresolved blocker after its pull request’s dependency check has passed, `run_sync` adds the `blocked` label but schedules reruns only for unblocked issues. The pull request keeps its passing required check and can merge while the issue is blocked.

Re-run dependency checks for pull requests linked to issues that become blocked.

**Assignment ignores incomplete blockers**

When a blocker is already closed as not planned or duplicate and `/assign` runs before the next sync, `fetch_issue` uses only the open-blocker count, so `decide` sees no blocker and allows the assignment while the `blocked` label has not caught up. The issue is assigned even though policy still considers it blocked.

Have `/assign` detect blockers closed as not planned or duplicate, rather than relying only on the open-blocker count and label.

**Stale blocked labels remain**

When an issue has more than 50 labels and a relevant label is outside the first 50 returned by GitHub, the labels query returns only the first 50 labels, so `plan_issue` misses `blocked` and does not remove it from an unblocked issue. It can also miss `dependency-override` during a PR check. The stale label makes `/assign` refuse the issue.

Fetch all labels before using them to plan sync changes or evaluate dependency overrides.

**Cross-repository blockers are confused**

When not-completed blockers in different repositories share an issue number, `not_completed_notice` and `CANCELLED_MARKER` identify blockers only by number. The notice points maintainers to the wrong repository, and `_already_noticed` treats one blocker’s notice as the other’s, suppressing its re-planning request.

Include the blocker’s repository as well as its number in both the notice and its deduplication marker.

**Blocked issue gets assigned**

When a blocker is added or reopened after `/assign`'s final issue read but before its assignment POST, `_perform` fetches the issue's blocker state, then posts the assignment after its final read. If a maintainer adds or reopens a blocker between that read and the POST, the assignment lands on a blocked issue and remains there; the next sync updates the label but does not undo the assignment.

After assigning, fetch the dependency state again and release the new claim if an open blocker appeared.

**Reopened blocker gets unblocked notice**

When a blocker is reopened after `run_sync` reads the dependent but before it applies the removal plan, `run_sync` plans from a snapshot, then applies the label removal without rechecking the blocker. If the blocker is reopened after the snapshot, the dependent loses `blocked` and receives an unblocked notice even though it is waiting again; the later reconciliation restores the label but cannot retract the notice.

Re-read the dependent's blocker state immediately before removing `blocked` and posting the unblocked notice.

When a PR check reads an open blocker, the blocker closes, and sync checks that PR before the check finishes, the sync sees the PR's dependency check as still running, so it does not re-run it; that check can then finish with a failure based on its earlier blocker read. Later syncs see the issue already unblocked and do not retry, leaving the required check failed until another PR event.

Recheck the dependency check after in-progress runs finish, or retry failed checks independently of the label-removal transition.

**Failed sync loses unblocking work**

When the `blocked` label deletion succeeds but the comment POST or a later sync write fails, `run_sync` exits after deleting the label, before reliably posting the notice and rerunning linked PR checks. The next reconciliation sees no label transition to retry, so the notice is missed and linked PRs can keep stale failed checks.

Make the notice and PR-check rerun recoverable even when a later sync write fails after the label is deleted.

**Unblocking without a label is silent**

When a PR check fails while a blocker is open, but the blocker closes before sync has applied `blocked` to the issue, `plan_issue` returns no change when an issue has no `blocked` label and no unresolved blockers, and `run_sync` only adds issues to `unblocked` after removing that label. A failed PR check then is not re-run; the same ordering also loses the unblocked comment if the label was never synced.

Identify newly unblocked issues from dependency-state changes rather than requiring a prior label removal, and ensure their notices and failed checks are retried if a write fails.

**Later pull requests are skipped**

When the repository has more than 300 open pull requests and a later one links an issue just unblocked by the sync, `_rerun_pr_checks` stops after three pages without checking for more results. The later pull request keeps its failed dependency check, and a subsequent sync does not revisit it.

**Malformed close syntax bypasses check**

When a PR uses a close keyword without the whitespace GitHub requires before the issue reference, when a PR uses `Fixes#12` for an open blocker, `linked_issues` counts #12 as closed even though GitHub does not close it. `check_pull_request` then skips that blocker and lets the PR pass while the blocker remains open.

Only count references as closing when they match GitHub's actual closing-keyword syntax; treat malformed forms as references at most, never as closes.

**Failed reruns go untested**

When the pull-request listing succeeds but the rerun POST fails, `test_a_failing_rerun_is_not_a_failed_sync` raises on `_rerun_pr_checks`' first GET of the pull-request list, before the `rerun-failed-jobs` POST; its warning assertion still passes if a POST failure is handled incorrectly.

Let the pull-request listing succeed and configure the fake to fail specifically on the `rerun-failed-jobs` POST.

- Run the "Issue dependencies" check on pull_request_target, so the
workflow and the script come from the default branch and a pull request
cannot rewrite the check that judges it. Nothing from the pull request is
checked out or run, and the token stays read-only.
- Count a blocker as closed by the pull request only in the form GitHub
closes on merge (`Fixes #N`, one keyword per issue); `Fixes#N`,
`Fixes: #N`, a URL or the second issue of a list no longer exempt it.
- Honour `dependency-override` only when a maintainer added it last,
  checked against the issue events.
- Reconcile pull-request checks by state on every sync: re-run the check of
any open pull request whose last result no longer matches its linked
issues, in both directions, across every page of pull requests. A check
still running or a failed re-run is picked up by the next run.
- Re-read an issue right before unblocking it, post the notice before
removing the label and make it idempotent with a marker, so a reopened
blocker or a half-finished run never yields a wrong or lost notice.
- Key not-completed notices by owner/repo#N; check that labels fit in one
page; read pull-request descriptions in linear time (line walker for
fences, str.find for HTML comments; regex.md rule 6).
- /assign also refuses an issue whose blocker was closed without being
completed before the label caught up.
- CONTRIBUTING says the check is not yet required until branch protection
lists it, and no notice is promised that may not come.

A code span delimited by two or more backticks (``Fixes #1``) was read as
two empty single-backtick spans, so the reference inside stayed in the
prose and counted as closing: a blocker GitHub would not close was exempted.
Code spans are now paired as CommonMark pairs them, a run of N backticks up
to the next run of exactly N, within one paragraph so that a stray backtick
cannot hide the links in the paragraphs after it. Linear, like the rest of
the reader; regression and linear-time cases added.

Exclude genuine indented code blocks from closing references.

Fixes #5\n Fixes #1 is paragraph continuation, not an indented code block, because an indented code block cannot interrupt a paragraph. Preserve this reference.

Fixes #5\n\n Fixes #1 starts a genuine indented code block. The current parser keeps it, adds #1 to closing, and check_pull_request skips the open blocker even though GitHub does not process code-block text as a closing reference.

Strip indented lines only at the start of a block or after a blank line. Continue stripping the block, but preserve four-space lines that follow nonblank paragraph text.

A reference inside an indented code block (`Fixes #5\n\n Fixes #1`) was
counted as closing, so a blocker GitHub would not close was exempted.
Closing references are now read without indented code blocks: a line
indented four spaces or a tab opens one only at the start, after a blank
line or after a heading, never as a paragraph continuation, and the block
runs through indented and blank lines (linear line walker).

Links are still read with those lines kept. Inside a list item, a line
indented four spaces after a blank line is prose, so dropping it from the
links could hide a linked blocked issue; dropping it from the closing
references can only refuse an exemption.

@coderabbitai Thanks for the outside-diff note on indented code blocks (issue_dependencies.py:296-344). Fixed in a156682, with one difference from the suggestion: indented code blocks are dropped from the closing references only, not from the links. Inside a list item, a line indented four spaces after a blank line is still prose, so dropping it from the links could hide a linked blocked issue, while dropping it from the closing references can only refuse an exemption. A four-space line right after paragraph text stays prose in both readings, as CommonMark requires. Covered by test_a_link_github_would_not_close_never_exempts_the_blocker (blank line, start of text, after a heading, tab), test_a_four_space_line_right_after_paragraph_text_is_prose_and_closes, test_indented_code_is_dropped_from_the_closing_references_only and two linear-time cases.

@cemililik Thanks for the clarification. I inspected linked_issues() and the regression tests. The change addresses the indented-code concern.

Keeping indented references in the linked-issue set avoids hiding blocked issues in list-item prose. Removing them only from closing references can refuse an exemption, but cannot grant an invalid exemption. The parser also preserves four-space paragraph continuations.

The tests cover the cases you listed. I did not run them.

Learning: In tools/issue_dependencies.py, linked_issues() must exclude indented code blocks from closing references only, not from the linked-issue set. Inside a list item, a four-space-indented line after a blank line can still be prose; removing it from linked references could hide a blocked issue. Conservative removal from closing references can only refuse an exemption. A four-space-indented line immediately after paragraph text remains prose in both readings because indented code cannot interrupt a paragraph.

Learning: In tools/issue_dependencies.py, inline code-span stripping must pair backtick runs of equal length within a paragraph, not across blank lines. Whole-description pairing can hide a linked blocked issue between stray backticks in separate paragraphs. Code spans can cross ordinary line breaks within a paragraph.

An indented line right after a closed fence, a setext underline or a
thematic break opens an indented code block in CommonMark, but the reader
treated it as a paragraph continuation, so a reference in it counted as
closing and exempted an open blocker.

- Fenced-code lines are kept as blank placeholders instead of being
dropped, so the boundary the fence made survives for the later readers.
- _ends_block() adds exact setext-underline and thematic-break forms to the
ATX heading check; a line such as `-_-` or `**` stays paragraph text.
- Regression and linear-time cases added.

Learning: In tools/issue_dependencies.py, _ends_block() deliberately recognizes setext-underline forms without checking the preceding paragraph. This conservative behavior is acceptable because _strip_indented_code() affects closing references only: it can refuse a blocker exemption but cannot grant one. Forms such as -_- and ** must remain paragraph text, not block boundaries.

Closing references:
- A blocker is exempt only when GitHub's own closingIssuesReferences for
the pull request lists it, and only for a pull request into the default
branch. The strict closing-syntax reader (indented code, setext and
thematic-break boundaries) is gone: an exemption can no longer be broader
  than what GitHub does, and `Fixes: #N` / `Fixes owner/repo#N` now count.
- Links are read leniently from the title, the description and every
commit message, plus GitHub's closing list; references are ASCII digits
and whole tokens (`#5abc`, `#5` are not references); `http://` issue
  URLs count.
- A number that names no issue (GitHub's NOT_FOUND for
repository.issueOrPullRequest) is treated as no issue instead of a
failure; any other GraphQL error still fails.
- At most 50 linked issues, 100 commits and 50 closing references are
read; more fails without a lookup. One check run per pull request at a
  time.

Sync:
- One issue that cannot be read or written no longer stops the others or
the pull-request reconciliation; failures are reported and exit 1 at
the end. An issue whose links could not be read is never treated as free.
- `neutral` / `skipped` count as passing; a check older than 30 days is
not re-run (a push re-runs it). Override events are sorted by time.
An endless comment thread never triggers a repeated notice.
- Manual runs only from the default branch.

Messages and /assign:
- An override lists what it accepts; a not-completed blocker asks for a
re-plan, not a wait; an unblocked issue that still carries needs-triage
says so; a context-only reference is told to drop the keyword.
- /unassign never reads dependencies; a missing summary or a closed
blocker makes /assign read the blocker list and count from it alone.

Docs: CONTRIBUTING (rules, limits, maintainer notes, the Actions policy
prerequisite), code-review.md merge conditions, PR template, CHANGELOG
(advisory until required), good-first-issue links exclude `blocked`,
test module count 132.

Follow-ups for the issue-dependency mechanism that the review of #1035
deferred (#1039):

- Read the title and the description through GitHub's own renderer
(POST /markdown) and keep the prose outside <code>/<pre>; commit
messages are read as plain text. Replaces the line-walker readers.
- Record a maintainer's dependency-override in a bot comment (head
commit and linked issues) from a new "Record dependency override"
job; a new commit or a new link ends the override.
- /assign says when the dependencies could not be read.
- gh api --include: paging follows Link rel="next", transient read
failures are retried honouring Retry-After, writes never are.
- Reconciliation prefers check runs tied to the pull request; sync
removes `blocked` from pull requests; a second unblocking gets a
second notice; label history comes from the GraphQL timeline.
- Sync every 15 minutes; a coverage floor of 90% for the three
workflow scripts in tools/; runbook for renames, transfers, merge
queues and a second maintainer in MAINTAINERS.md.
- Polish: blob/HEAD links, release and limit wording, ANSI and
invisible characters stripped from logged errors, a scaling ReDoS
  test.

Fixes #1039

## Summary

Works through the fifteen follow-ups that the review of #1035 left for
later. Each one is either implemented or closed with a reason. The owner
made four decisions:
- Item 2 records an override in a bot comment.
- Item 3 waits for a second maintainer.
- Item 10 runs the sync every 15 minutes.
- Item 14 gives the three workflow scripts a coverage floor of their
own.

Fixes #1039

## The fifteen items

| # | Resolution |
|---|---|
| 1 | **Done, differently from the proposal.** A local CommonMark
scanner would still be an imitation, so the description is now read as
GitHub itself renders it (`POST /markdown`, `gfm`, this repository as
context). `html.parser` keeps the prose outside `<code>` and `<pre>`,
and every block boundary becomes a line break. The constructs listed in
the issue all resolve as GitHub resolves them: a code span holding
`<!--`, escaped backticks, abrupt comments, fences in quotes and list
items, raw `<pre>`. GitHub's real output for 32 hostile samples is
captured in `tests/fixtures/github_markdown/renders.json`. One behaviour
changes: an inline `<!--` that never closes is now read, because GitHub
shows it as text. The title and the commit messages are read as plain
text: GitHub does not render a title as Markdown (an HTML comment or a
fence marker shows there as written), and it closes issues from commit
messages whatever they look like. The four line-walker readers are gone.
|
| 2 | **Done (owner's choice: bot comment).** A new *Record dependency
override* job runs only when `dependency-override` is added. If a
maintainer added it, the job comments with the head commit and the
issues linked at that moment; it takes the title and description from
the event payload, so an edit a second later is not accepted. The
override counts only while the head is unchanged and the linked set is a
subset of the recorded one. A new commit or a new link ends it, and the
check says why. Only comments by `github-actions[bot]` count, so a
person, or another app quoting someone, cannot forge a record. The
required check `needs` the recorder (`if: !cancelled()`), so the record
exists before the check reads it. |
| 3 | **Closed with a reason (owner's decision).** With one maintainer,
code-owner review would only add a bypass to every merge. MAINTAINERS.md
now says that adding a co-maintainer turns on *Require review from Code
Owners* for `development`. |
| 4 | **Done.** When `/assign` cannot read the dependencies, the reply
says so and tells the maintainer to check **Blocked by** before
assigning (`DependencyReadError`). |
| 5 | **Done.** `gh api --include` gives the headers. A list ends where
GitHub announces no `rel="next"`, so an exact multiple of the page size
costs no extra request. Endpoints keep their fixed `page=N` form,
because GitHub's `Link` URLs use `repositories/<id>/…` paths outside the
allow-list. The bounds that used to stop silently in
`assign_on_comment.py` now warn or fail. |
| 6 | **Done.** Reads are retried (GET, GraphQL queries, renders), 3
tries with 2 s / 4 s back-off. A retry happens on no answer, a 429 or
5xx, or a rate-limited 403, honouring `Retry-After` and the rate-limit
reset up to 60 s. Writes are never repeated. This applies to both
scripts. |
| 7 | **Done (runbook).** A *Repository automation* section in
MAINTAINERS.md lists what a rename or a transfer breaks: the
`github.repository` guard, the Actions policy, branch protection and the
project-board link. The guard's comment points there. |
| 8 | **Closed with a reason.** No merge queue exists. The same runbook
says to add `merge_group` before enabling one, or the queue waits
forever for the required check. |
| 9 | **Done.** Reconciliation prefers the check runs whose
`pull_requests` name this pull request. It falls back to the latest run,
since fork runs often name none. |
| 10 | **Done (owner's choice: 15 minutes).** The cron is `2,17,32,47 *
* * *`; the messages and docs say "within 15 minutes". |
| 11 | **Done for pull requests; transfers closed with a reason.**
`sync` removes `blocked` from open pull requests (in the reconciliation
pass) and from closed ones (the closed list now keeps them). The token
cannot write to the repository a transferred issue lands in, so
CONTRIBUTING's maintainer notes say to remove the links and the label
before transferring. |
| 12 | **Done.** The unblock marker carries when `blocked` was last
added (`…@<time>`), so an issue unblocked a second time gets a second
notice. |
| 13 | **Done.** Label history comes from GraphQL `timelineItems(last:
100, itemTypes: [LABELED_EVENT, UNLABELED_EVENT])`. The REST event pages
are no longer read, so a long history cannot fail the check. |
| 14 | **Done (owner's choice).** A new CI step and two gauntlet lines
run the three scripts' own tests under coverage and require 90% across
`tools/issue_dependencies.py`, `tools/assign_on_comment.py` and
`tools/triage_gate.py` (today 95 / 94 / 100, 96 overall).
`tests/test_guard_wiring.py` pins both lines, and a new test makes sure
the full `pytest` run is not replaced by this subset. |
| 15 | **Done, except the `gh` pin.** <ul><li>`contributing_url` points
at `blob/HEAD`.</li><li>`MSG_RELEASED` says only that the person is no
longer assigned.</li><li>`MSG_LIMIT` reads "You have N open assignments,
and the limit is 2".</li><li>`_clean` strips ANSI sequences and
non-printable characters, including bidi overrides.</li><li>A scaling
ReDoS test follows `docs/standards/regex.md`: median of 5, a 10× input,
a 3× tolerance. The small input repeats so timer noise cannot produce
the flake seen in #72.</li></ul>The `gh` CLI stays unpinned: the scripts
use only `gh api --method/--input/--include`, and downloading a binary
in a job that holds a write token adds more to trust than a version
drift on GitHub's own runner image costs. |

## Security notes

- **The recorder job writes, but only comments.** It holds `contents:
read` and `pull-requests: write`, runs only for a `labeled` event naming
the override label, checks out one file from the default branch and
executes nothing from the pull request. The required check stays
read-only.
- **No change to the Actions policy.** Both jobs live in
`.github/workflows/pr-dependencies.yml`, the path the
`pull_request_target` policy already allows.
- **Concurrency moved to the check job.** The recorder is never
cancelled by a burst of events.

## Testing

- **Unit tests:** `tests/test_issue_dependencies.py` and
`tests/test_assign_on_comment.py` cover every item (597 tests across the
three workflow-script modules).
- **Live read-only check:** run against the API before opening this PR:
- the new GraphQL `label_changes` query on an issue and on a pull
request;
  - `gh api --include` parsing of a 200, a 404 and a GraphQL error;
  - `Link` paging;
  - rendering and reading a description.
- **Review round 1 (CodeRabbit):** the title is no longer rendered (it
could hide a visible reference), and the full-suite wiring test rejects
a narrowed CI `pytest` command.
- **Full gauntlet:** the CLAUDE.md gauntlet passes locally (6,308 tests;
every guard green; the new coverage step reports 96%).

## After merge

- **Recorder:** check it on a real pull request: set
`dependency-override`, see the record comment, push a commit, see the
check turn red with the reason.
- **Schedule:** confirm the first runs of the new 15-minute schedule.
