PRs and merged master commits now build and verify downloadable preview artifacts. GitHub releases are published only for matching vX.Y.Z tags, eliminating a prerelease for every master push.
Adds AGENTS.md and contributor guidance requiring all changes to use a feature branch and PR. GitHub's active master ruleset requires the Build and verify check, up-to-date code, and a PR; it has no bypass actors and blocks force pushes and deletion. A second reviewer is not required.
Validation: five release metadata tests pass, workflow YAML parses, and git diff --check passes. This PR exercises the new read-only preview workflow before merging.
