Promote shared SDK recovery and held review-media tooling to data

Promotes the protected develop result into data. Live Naver SDK failures remain visible instead of becoming a local test map; public/admin maps expose retry, one retry recovers shared consumers, and deferred work/subscriptions are cleaned up. Configured SDK URLs use the same owned-script discovery and completion path.

This also carries the previously reviewed, held review-media SQL successor and operating-admission tooling from develop. It does not apply SQL, release writer fences, transfer photos, change the production guard, or deploy the app.

Validation for SDK source9fba35f9: relatedBun59pass, lint/type parity, Next16.3.8 production build/CSS gate, actual SDK recovery4/4 under production HTTPS across three viewport sizes. Full exact-head CI and all review threads passed before PR3198 merged at7d111349. Residual Naver connect-src CSP is preserved. Memory guard, pixel flicker, physical devices and prospective field remain separate unfinished work. This promotion requires its own exact-head checks.
