Additive, tagged (grep "# --- S14 additive" / "# --- S14 outcome-aware"), reversible. Enables Session 14's declarative UI generation: - compose_surface skill: composes an A2UI component tree from real graph outcomes via the gateway (Gemini), validated against the S14 catalog. - outcome-aware DeterministicPlanner: weak research evidence (missing/<=0/ implausible population) earns a corrective re-research node before distill, so a bad value never reaches the composed UI. "An outcome earns the next node." All changes confined to s13code/runtime.py. Existing behaviour unchanged when the compose_dashboard mode is not triggered.
