Reverts #15. Session 14 additions (compose_surface skill + outcome-aware planner) belong in the Session 14 repo, not in the Session 13 reference. Each session's repo contains only that session's code; S14Code is S13Code evolved. Restores S13Code to the Session-13-only tree.
