Give each webhook evaluator its own entry, and drop numbered SQL params - #373
Conversation
Two independent bugs from open issues, both confirmed against main first. #336: a policy may declare several `webhook` evaluators, and `buildEvaluators` builds one instance per entry — but each instance re-derived its own config at evaluation time with `policy.evaluators.find((e) => e.type === "webhook")`, so every one of them resolved to the *first* entry. Two receivers meant two POSTs to the first URL, both signed with the first secret, both under the first entry's `timeoutMs`; the second receiver was never contacted and nothing said so. The entry is now a constructor parameter, which also drops the evaluator's assumption that it is handed a policy still containing its own entry. Fixing delivery exposed the gate half of the same defect. `checkMergeProtection` kept the single latest `eval_runs` row per evaluator type, so of two receivers in one evaluation only one verdict reached `requiredEvaluators` — a change one receiver had rejected could merge on the other's pass. Runs of a type in the newest round now fold with AND, the rule `requiredEvaluatorReasons` already applied to the manual-resolution path; a later passing re-evaluation still clears an earlier failure. `recordEvalRuns` stamps one `ran_at` for the whole batch, since a batch is one round and per-row stamping could straddle a millisecond and split it in two. #340: `createIssue` was the only statement in src/ using numbered parameters (?1, ?9) — it needs project_id, project, and the timestamp twice. `node:sqlite`, which backs the D1 test harness, cannot bind numbered parameters at all on older 22.x: reproduced on 22.14.0, where that statement throws "column index out of range" and takes 44 tests red on a clean checkout, while CI's floating `node-version: "22"` resolves to a newer release and stays green. Rewritten with anonymous `?` and the reused values bound twice from one local. Verified on 22.14.0 (44 failures -> 0) and on the declared floor 22.13.0, where the whole suite passes; a new `Unit Tests (engines floor)` PR check runs the suite at that exact version so the range cannot drift silently again. The issues-d1 stub mapped INSERT bindings by hand at the old positions, so it was updated with them — and because a stub cannot catch its own mirror being wrong, per-project numbering is now also asserted against the real SQLite engine. The guide showed a single `webhook` entry and never said what a second one does, which until the previous commit was "nothing visible". Now that each entry is contacted on its own, the gating consequence is worth stating: every receiver records the type `webhook`, so a `requiredEvaluators` entry for it means every receiver must pass, and a re-evaluation replaces the whole set. Also refreshes the `protection.ts` line citation the gate change moved, and regenerates the website mirror. Review on #373 caught a real gap in the merge-gate fold this PR added: the newest round per evaluator type was located by comparing `ran_at`, so two evaluation passes that land in the same millisecond read as one round. The AND fold then combined them, and a failure a later passing round had already superseded kept the change blocked until someone re-evaluated again. Reachable rather than theoretical: `POST /changes/:id/evaluate` takes no lock, so two concurrent re-evaluations can both run their pipelines and record moments apart, and `recordEvalRuns` stamps each batch from the wall clock. eval_runs rows now carry `round_id` (migration 048), written once per `recordEvalRuns` call as `<ran_at>#<random>`. That identifies the round exactly and still sorts chronologically as a plain string — the prefix is a fixed-width ISO 8601 instant, the same property the deployments tables already depend on — so the gate picks the newest round with a string max and needs no second ordering column. Rows predating the migration have no round and fall back to the previous `ran_at` grouping, which keeps mixed histories ordering consistently: a round id carries its timestamp as a prefix, so it compares correctly against a bare one. What this deliberately does not do is order two rounds that share a millisecond: their prefixes tie and the random suffix decides, so the order is stable but arbitrary. The gate then applies one round's verdict whole rather than mixing two, which is the property that matters; picking the truly later of two sub-millisecond passes would need a shared sequence no isolate can provide. A test asserting the later pass sorted higher flaked on exactly this, which is what pinned the behavior down — it now asserts the key's shape, and the comment in recordEvalRuns states the limit rather than implying chronology. Tests: one round per batch and a distinct round per pass; two same-millisecond rounds are not folded and the newer round decides; a failing receiver inside one round still blocks; and a round id beats a legacy row at the same instant while losing to a later one. Review on #373 caught that this test seeded its row through recordEvalRuns, which always writes a round, and then asserted the round id IS a string — the opposite of the case its name described. It covered nothing about pre-migration-048 rows. The stub now exposes its backing rows so the test can seed the two shapes recordEvalRuns cannot produce: the column present but NULL, and the key absent entirely, which is what SELECT * returns on a database where the migration has not run. Both must read as no round, and `roundId` must be omitted rather than present-and-undefined, so the gate's `roundId ?? ranAt` falls back instead of comparing against the string "undefined". Reverting the read to the `!== null` form fails the new case, which is what the old test could not do. A newUnit Tests (engines floor)job runs the suite there and gates the PR Requirements check; it was verified green before being added, so it arrives passing rather than red on day one.The floor job is deliberately not a pin of the existing jobs to one exact version: pinning would stop CI tracking what contributors actually run, while running the floor is what catches a floor violation.

Two things worth your eye:
tests/helpers/issues-d1.tsmapped INSERT bindings by hand at the old numbered positions, so it had to move with the SQL.
