Bump the crate version to 1.13.0 and turn the Unreleased changelog section into the 1.13.0 release notes.

Covers #152:

  • Bus::set_torque, change_id and change_baudrate (and the torque off and lock opening ahead of the last two) fail with a new StatusPacketError when a motor refuses the write (RuntimeError on Python). set_torque lists such a motor with the ones that failed, and does not retry it.
  • An alarm in an answer (overload, temperature, voltage, the v2 alert bit) is not a refusal: the Feetech lock still follows the torque, and a motor in an alarm can still be given a new id or baud rate.
  • ServoDefinition::refuses and the new ServoInfo.status_alarms_only (set on the STS3215, SCS0009 and SCS0043; ServoDefinition.status_alarms_only on Python).

Heads-up: ServoDefinition::change_id / change_baudrate and their Bus counterparts can now return an error where a refused write used to report success. A Feetech servo defined outside rustypot with generate_servo! should add status_alarms_only: true. Code using the generated controllers or DynamixelProtocolHandler directly is unchanged.

cargo test passes (96 + 11), and --features python builds.

Bump the crate version and turn the Unreleased changelog section into the
1.13.0 release notes: Bus::set_torque, change_id and change_baudrate fail
with a StatusPacketError when a motor refuses the write, and
ServoDefinition::refuses tells a refusal from an alarm (#152).

ServoDefinition::change_id and change_baudrate can now return an error
where they used to report success on a refused write.
