feat(providers): GitHub Copilot runs on Windows - #32630
The GitHub Copilot provider from #32221 refuses to start on Windows. The SDK starts the CLI without a shell, so the copilot.cmd shim from an npm install fails with spawn EINVAL.
Change
T3 now launches the copilot.exe behind npm's shim, so the provider runs on Windows.
Review guides stay off on Windows. Their read-only rules are written for bash, and Copilot's shell there is powershell. They fail with the existing "choose another model" message until those rules can be tested on a live agent.
The account check gets 30 seconds instead of 10, on every platform. A first start took 9.7 seconds on a fresh Windows machine, so a signed-out user got "could not read your account" instead of being told to run copilot login.
Git paths like C:/secret are refused in the review guide rules. They were only unreachable on Windows because the shell tool is unavailable there.
PowerShell tools show as commands in the transcript.
Scope and approval
This depends on #32221, which has no explicit maintainer approval yet, so it needs the same decision on direction and scope.
Verification
vp run check:changed passes on macOS. I ran the rest on GitHub-hosted windows-latest machines through a temporary fork workflow, with no secrets and no Copilot login, using @github/copilot 1.0.107 installed with npm on x64.

A real agent turn on Windows, which needs a signed-in account. Steering, approvals, rewind, and file paths in tool output have not run there.
T3's runtime past the "not authenticated" error from models.list on that signed-out machine.
Keep images on expanded slash commands, rebuild messages on resume and after
a rewind, fork from the source session's own history, and bound the CLI when
it stops responding.

A fork leaves another session active, so a rewind could hit the wrong session
or report success without truncating anything. Also stop the CLI when text
generation is interrupted, and keep provider text out of the stop error detail.

Review guides need to read the checkout, so these sessions get read-only tools.
Copilot runs commands it considers read-only without asking, including
git diff --output, so a pre-tool hook enforces the limit on every call.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Move git to an allow list: git diff compares files anywhere once a path leaves
the checkout, even without --no-index. Treat unknown tool arguments as paths and
resolve symlinks, so a change request cannot point a read outside the checkout.

Launch the binary behind it instead. Review guides stay off on Windows because
their read-only rules are written for bash, and Copilot's shell there is PowerShell.

When an Autopilot request finishes while background work is still running, this branch ignores session.autopilot_stopped, so activePrompt.done is never completed and T3 keeps the turn open. Treat the request-correlated event as terminal too, and only check aborted for session.idle.

Macroscope's review found this PR requires human approval — This adds an opt-in GitHub Copilot provider with Windows support and shared ACP integration. Two new static-analysis suppression directives require human review of whether those exceptions are justified.

The pull request adds a GitHub Copilot provider backed by the Copilot SDK. It integrates the provider with ACP, application registration, and documentation. It also updates shared orchestration behavior for message dispatch and native subagent stopping.
Adds the githubCopilot provider kind and shared native subagent stop eligibility. Extends ACP handling for proposed plans, MCP Apps, approval feedback, rollback, background-task stopping, image steering, and snapshot reloads. Adds tests for plan status and rollback behavior.
Adds SDK session management and translates SDK events, history, and operations to ACP. Adds runtime tests for event translation, permissions, history, steering, MCP Apps, rollback, and related operations.
Copilot provider adapter, status, and text generation packages/provider-copilot/*
Adds provider settings, client, driver, adapter, status checks, and text generation. The SDK runtime is configured through the ACP adapter. Tests cover status, model conversion, text generation, and runtime behavior.
Registers GitHub Copilot with application provider lists and settings. Dispatch policy now considers attachments and provider switching when deciding whether to steer or queue a message. Mobile, web, and server subagent-stop checks use shared eligibility logic.
Adds the Copilot provider guide and installation instructions. Updates project provider guidance and includes the provider package and SDK in workspace, release-smoke, and license configuration.
Windows users who set a project-local copilot.cmd as the Binary path can hit a startup failure that the setup guide does not mention, and MCP App failure text is passed into error details without keeping the original error. Both are small fixes and neither blocks merge, but they are worth addressing.

Explanation
The title "feat(providers): GitHub Copilot runs on Windows" matches the main change. The changeset adds Windows launch support for the Copilot CLI (resolving copilot.cmd to copilot.exe), a 30-second account check timeout, and disabling review guides on Windows. The title is specific, follows conventional commit form, and names the provider and platform. The objectives confirm the Windows launch fix is the primary aim. Some of the diff (the full provider, runtime, and rollback features) is not named, but the title does not need to cover every detail.
Full details: Description check
Explanation
The description follows the template structure: Problem, Change, Scope and approval, and Verification. The Problem section states the spawn EINVAL failure and its cause. The Change section lists the Windows-specific changes and their reasons. The Verification section gives a detailed table of checks, lists what was not checked, and states there is no UI change. The Scope and approval section notes the dependency on #32221, which has no explicit maintainer approval. That is an approval gap that a maintainer must resolve, but the section exists and explains the situation. The template also asks for the model and harness used, and the description includes 'Created with Opus 5.5 in Claude Code', which satisfies that requirement. The description is mostly complete, so it passes.

Clarify the Windows Binary path requirement.
If a Windows user selects a project-local node_modules/.bin/copilot.cmd, the launcher cannot find the native binary from that shim location. It passes .cmd to the SDK, which spawns without a shell and fails with spawn EINVAL. Tell users with a manual Windows path to select the underlying copilot.exe, or extend shim resolution to support this layout. The user-doc rule calls for explaining anything unintuitive about starting a feature. (raw.githubusercontent.com)
As per coding guidelines, “Give each major feature a concise section explaining what it does, how to start, and anything unintuitive.”

Keep the MCP App failure as cause and do not copy its message into detail.
detail interpolates cause.message. The original error is then dropped. The repository rules forbid both. The message comes from an MCP server and has no length limit, so it can reach the UI and the logs.
As per coding guidelines: "The message is fixed or built from those attributes, never from cause, cause.message… No detail field that copies cause.message." The guidelines also say: "An error that wraps a failure keeps the immediate underlying error as cause."
