feat(providers): GitHub Copilot can run as an opt-in provider with steering, plans, and rewind - #32221
Copilot only runs in T3 Code through the ACP Registry, which can't do much of what the Claude integration does: steer a running turn, stop a background agent, rewind so the agent actually forgets, or decline an approval with a reason.
Change
Adds GitHub Copilot as a separate, opt-in provider built on @github/copilot-sdk, using the user's own copilot CLI and login. It is off by default, doesn't appear in the ACP section, and Copilot in the ACP Registry keeps working as before. It isn't available on Windows in this PR; #32630 is stacked on this one and adds that.
It supports steering (with images), approvals with decline feedback, questions, plans with Implement, reasoning levels, native rewind, forks, compaction, slash commands, MCP Apps, stopping a single background agent, and text generation, including PR content and review guides. The SDK is pinned, and its bundled platform runtimes are excluded because we use the installed CLI.
Changes outside the new package:
Shared ACP adapter: captured plans were stored as completed, so Implement never appeared. They now stay active. Copilot plans need this, and Grok shares the same path, though I didn't test Grok live.
Stopping a subagent: new command policy plus stop controls on web and mobile.
Rewind: a native rewind now targets the thread's own session, activating it first if a fork left another one active, and the snapshot reloads afterwards.
Docs: new docs/user/providers-copilot.md.
Scope and approval
There is no explicit maintainer approval for this yet. The closest request is Ideas discussion #6679, so this needs a maintainer decision on direction and scope. The ACP plan fix can be split into its own PR if preferred.
Verification
vp run check:changed passes on this rebased branch (format, lint, knip, typecheck of 41 packages, tests beside the changes, React compiler). The plan fix and the reasoning fix each have a test that failed first. Copilot runs commands it considers read-only without a permission request, so review guide limits are enforced in a pre-tool hook rather than the permission handler.

This pull request adds a GitHub Copilot provider backed by the Copilot SDK. It extends shared ACP and orchestration behavior, registers the provider in server and client catalogs, and adds provider setup documentation.

Message dispatch now considers attachments and provider switches when choosing whether to steer or queue. Server, mobile, and web stop eligibility uses the shared native-subagent helper.
The Copilot review-guide investigation may be able to read files outside the checkout through git diff --no-index. Block --no-index before merging. Stop-task error detail text should also be confirmed to be fixed rather than copied from the underlying error.

Explanation
The title names the main change: GitHub Copilot as an opt-in provider with steering, plans, and rewind. The changeset adds a new @t3tools/provider-copilot package, wires it into the server and contracts, and supports those features. The title is specific and accurate. It uses a conventional commit prefix and is long at 94 characters, but it remains readable.
Full details: Description check
Explanation
The description follows the template well. It has Problem, Change, Scope and approval, and Verification sections, plus screenshots for the UI changes. The Problem and Change sections clearly state the motivation, the new opt-in provider, and the shared ACP adapter change. The Verification section gives specific checks, observed results, and a list of what was not checked. The Scope and approval section admits that maintainer approval is still missing and says a maintainer decision is needed. The template requires an approval link or explicit approval, so this section is incomplete. The description also ends with the model and harness, which the template asks for. The gap is a single required item, so the description is mostly complete.

The text-generation support in this PR would be useful to me too. With Copilot as my only configured provider, T3 shows no available text-generation models. I'd like to choose a Copilot model for generated titles and the other text-generation features without configuring another provider.
I've also added my use case to the focused ACP proposal in #31680. Either integration could address this need; this comment is specifically support for text-generation availability.
Keep images on expanded slash commands, rebuild messages on resume and after
a rewind, fork from the source session's own history, and bound the CLI when
it stops responding.

Activate the target session before native rollback.
If the initial session load fails, rollback can use the fresh active session instead of the target session. Copilot then returns success without truncating the requested conversation, and the adapter retains the original native thread reference.
Check the target session before native rollback. Activate it when needed, and use the existing replacement fallback if activation fails. Extend the rewind test to cover a session switch and an initial load failure.

A fork leaves another session active, so a rewind could hit the wrong session
or report success without truncating anything. Also stop the CLI when text
generation is interrupted, and keep provider text out of the stop error detail.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Replying to the two outside-diff findings from the latest CodeRabbit review, since they have no thread. Both are fixed in 694823e.
Activate the target session before native rollback (adapter.ts): valid, and wider than reported. forkThread leaves the fork active, so a rewind on the source thread could also reach the wrong session. Rollback now uses the thread's own session and activates it first when another one is active. If activation fails, it uses the existing replacement path. Copilot's rollback also fails when the turn is not in the history; before, it returned success without truncating anything. rewinds the thread's own session, starting afresh if it cannot load covers the session switch and the load failure, and fails a rewind to a turn the session does not have covers the missing turn.
Keep the underlying error text out of the protocol detail (adapter.ts): valid. The stop error now has a fixed detail and keeps the error as cause. The rewind warning next to it had the same problem, so it now logs the error tag instead of the message.
Still open: the failed description check needs maintainer approval, which I can't provide from here.
@NicL9923 This PR does cover that case: once GitHub Copilot is enabled, you can select it for thread titles, commit messages, and branch names in Settings, with no other provider configured. It needs the Copilot CLI, and it is not available on Windows yet. The PR is not merged and still needs maintainer approval.

Review guides need to read the checkout, so these sessions get read-only tools.
Copilot runs commands it considers read-only without asking, including
git diff --output, so a pre-tool hook enforces the limit on every call.

Move git to an allow list: git diff compares files anywhere once a path leaves

@juliusmarminge@StiensWout — this is the third SDK attempt (#7656, #27520), and I know #26984 was closed with "there is ACP support, use that." Since then #26951, #26651, #26968 and #26959 have landed, so I re-checked what ACP still cannot express on current main instead of re-sending the old list:
System prompt. ACP gives T3 no channel for its instructions, so Copilot's own compaction drops them. The SDK's systemMessage customization is the equivalent of Claude's system prompt append and Codex's developer instructions.
Native fork and rewind from a turn.canForkFromTurn: false in the ACP capability table, so T3 falls back to portable context handoff while the native Copilot session keeps the discarded context.
Meanwhile Copilot-specific behavior already lives inside the shared adapter (copilotAcp.ts, an agent-id gated raw github.com/copilot/sessionEvent feed, plus branch points in adapter.ts), which docs/internals/adding-a-provider.md says should not happen: "Never add agent-id checks to the generic registry adapter."
The ask is a direction decision, not a merge:
an off-by-defaultpackages/provider-copilot on @github/copilot-sdk, with Copilot in the ACP Registry left exactly as it is;
landed in slices (steering + system prompt first, then fork/rewind), with this PR as the reference implementation and its live-test matrix as the evidence;
I'm happy to own the maintenance and to keep the package inside the documented provider boundaries.
If product-owned provider work already covers Copilot, please say so and I'll close this and feed the gap evidence there instead. What I'm asking for is explicit agreement on the direction and scope, so this can go through normal review rather than sit unapproved.
