fix(web): message timestamps follow a system time zone change - #32371
After the system time zone changes, message timestamps keep the zone the window loaded in until a reload. This affects the timeline time, the date prefix on older messages, and the hover tooltip. The cause is that Intl.DateTimeFormat pins the default zone when it is built, and apps/web/src/timestampFormat.ts caches those formatters at module level. The month formatter used by the tooltip is cached the same way.
Reproduction on main (984fe2d) in the web dev server with Chromium, switching the time zone mid-session (CDP Emulation.setTimezoneOverride, no reload): after New York → Bangkok, a message sent after the change rendered 1:41 AM, while a fresh formatter in the same page gave 1:42 PM. London → Kolkata behaved the same way (6:42 AM, fresh formatter 12:12 PM). A reload fixed every row.
Change
Formatters for the default zone are now built with timeZone: "UTC", and they format the instant shifted by date.getTimezoneOffset(). Date reads the current zone on every call, so the cached formatters stay correct after a zone change. The cost stays about the same as a cached formatter (about 1.3 µs per call against 1.2 µs). Reading the current zone, or building a new formatter, costs about 65–80 µs per row.
Web/desktop: the time cache, the numeric date formatters, and the tooltip's month formatter in timestampFormat.ts. Calls that pass an explicit timeZone are unchanged.
Mobile: ThreadFeed.tsx cached its message-time formatter the same way. Hermes also keeps Date's local offset until a cold start (react/react-native#59131), so the UTC approach would not help there. Mobile instead rebuilds the formatter when Intl.DateTimeFormat().resolvedOptions().timeZone (which does report the new zone) differs from the cached one's.
The shared helper also formats snooze labels, checkpoint times in the diff panel, lifecycle rows, and usage-limit reset labels, so those follow a zone change too. Rows already on screen pick up the new zone the next time they render, for example after switching threads.
vp test run apps/web/src/timestampFormat.test.ts (3 tests) passes at head. Each of the two new tests warms the cache in America/New_York, changes TZ to Asia/Bangkok, and checks the gutter label (including the date prefix) and the tooltip. Both fail on main:
expected '4:00 PM, 1st October 2026' to be '3:00 AM, 1st November 2026'
The expectations come from fresh formatters with an explicit zone, so the tests also pass under LANG=de_DE.UTF-8 and ja_JP.UTF-8.
Same real-app run at head, on a fresh synthetic database:
Zone change (no reload)
Main: row sent after change / fresh formatter
Head: row sent after change / fresh formatter
America/New_York → Asia/Bangkok
1:41 AM / 1:42 PM
1:49 PM / 1:49 PM
Europe/London → Asia/Kolkata
6:42 AM / 12:12 PM
12:20 PM / 12:20 PM
At head, after New York → Bangkok, opening another thread and coming back (no reload) re-rendered all 13 rows in Bangkok time.
Reviewers compared the new formatting with fresh explicit-zone formatters across DST transitions and fractional offsets (Kathmandu, Chatham, Lord Howe, St John's) and several locales. There were no mismatches.
vp run check:changed: format, lint, knip, typecheck (3 packages), tests and the React compiler check all pass.
Mobile logic checked in Node (TZ changed mid-process: 11:45 PM → 10:15 AM, the same as a fresh formatter). Not checked: the mobile change on a device, and a real OS time-zone change in the Electron desktop app. Chromium's zone override uses the same change path that an OS change does.
AI-assisted; verified with the tests and tools listed above.
Cached Intl.DateTimeFormat instances keep the default zone they were built
in, so after the system zone changed every message time, date and tooltip
month kept rendering in the old zone until reload.
Default-zone formatters are now built in UTC and given the wall-clock time
(date minus getTimezoneOffset), which Date reads from the current zone. The
cache stays, explicit-zone paths are unchanged, and the mobile thread feed's
message time formatter does the same.

Macroscope's review found this PR approvable — Timestamp displays now follow system time-zone changes instead of retaining the zone cached at startup. The changes affect presentation only, preserving stored timestamps and existing formatting preferences.

Web and mobile timestamp formatting now accounts for changes to the system time zone. Web tests verify day-aware labels and chat tooltips under New York and Bangkok time zones.

Summary
Web timestamp formatting and tests apps/web/src/timestampFormat.ts, apps/web/src/timestampFormat.test.ts
Web helpers use an explicit time zone when provided. Otherwise, they adjust dates by the current local offset and format with UTC-configured formatters. Tests check day-aware labels and tooltips under New York and Bangkok.
Mobile thread timestamps apps/mobile/src/features/threads/ThreadFeed.tsx
formatMessageTime rebuilds its formatter when the current time zone changes. Invalid timestamps still produce an empty string.
Mobile timestamps may retain the old time zone until the feed updates. This is a bounded issue to address or accept before merging.

Refresh visible rows when the time zone changes.
If the device time zone changes while a thread remains open, this check runs only when a message row renders. Existing visible labels can retain the old time zone because the change does not invalidate the list. Refresh the feed on foreground return or a time-zone notification, and include the resolved zone in the list’s extraData. Add a mobile regression case that changes the resolved zone without changing the messages. (raw.githubusercontent.com)

Not changing this here. This PR fixes the stale formatters, so every label renders in the current zone the next time its row renders, on web and mobile alike. Re-rendering rows already on screen when the zone changes would need a new foreground or zone-change listener plus list invalidation. That is a separate behaviour change, and it is left to the maintainers to decide.

@juliusmarminge Understood. The PR leaves automatic refresh of visible rows to a separate decision.
The existing mobile review guidance calls for an iOS and Android check: change the device time zone, then re-render a message without restarting the app. The PR reports a Node check, but not a device check.
Would you like me to open a follow-up issue for refreshing visible rows?

Problem
After the system time zone changes, message timestamps keep the zone the window loaded in until a reload. This affects the timeline time, the date prefix on older messages, and the hover tooltip. The cause is that
Intl.DateTimeFormatpins the default zone when it is built, andapps/web/src/timestampFormat.tscaches those formatters at module level. The month formatter used by the tooltip is cached the same way.Reproduction on main (984fe2d) in the web dev server with Chromium, switching the time zone mid-session (CDP
Emulation.setTimezoneOverride, no reload): after New York → Bangkok, a message sent after the change rendered1:41 AM, while a fresh formatter in the same page gave1:42 PM. London → Kolkata behaved the same way (6:42 AM, fresh formatter12:12 PM). A reload fixed every row.Change
Formatters for the default zone are now built with
timeZone: "UTC", and they format the instant shifted bydate.getTimezoneOffset().Datereads the current zone on every call, so the cached formatters stay correct after a zone change. The cost stays about the same as a cached formatter (about 1.3 µs per call against 1.2 µs). Reading the current zone, or building a new formatter, costs about 65–80 µs per row.timestampFormat.ts. Calls that pass an explicittimeZoneare unchanged.ThreadFeed.tsxcached its message-time formatter the same way. Hermes also keepsDate's local offset until a cold start (react/react-native#59131), so the UTC approach would not help there. Mobile instead rebuilds the formatter whenIntl.DateTimeFormat().resolvedOptions().timeZone(which does report the new zone) differs from the cached one's.The shared helper also formats snooze labels, checkpoint times in the diff panel, lifecycle rows, and usage-limit reset labels, so those follow a zone change too.
