fix(web): switching update track works when Local environment is off - #32027
With Local environment off, the desktop app can connect to a separately managed server, but switching update tracks still reports that its own server is disconnected. Users have to start an unwanted second server or download the new app manually. Fixes#32018.
The switch now proceeds when the app hosts no backends. When Local environment is enabled, at least one hosted server is required even if the primary backend is missing from the bootstrap inventory during a WSL preflight retry. Starting or disconnected app-hosted backends and databases ahead of the target release still block. This is a small, focused fix for an obvious bug: an app with no managed server has no local database to check. It changes neither update defaults nor database compatibility rules.
Verification
Extended the existing localSwitchBlockReason test: no hosted backends allow Stable → Nightly and Nightly → Stable; a backend in the desktop inventory without a client entry still blocks. The no-backend assertion failed on main before the fix. An additional regression failed on the previous head: with Local environment enabled, an empty hosted list and zero bootstrap backends incorrectly allowed switching during primary-backend preflight retries. That case now blocks; disabled with nothing hosted still allows both track-switch directions. Existing starting, disconnected, and incompatible-database cases pass.
vp test run apps/web/src/components/sidebar/updateEverything.logic.test.ts passed.
vp run check:changed passed.
Real packaged Electron verification on Linux passed: app 0.1.7, Electron 44.10.1, baseline 6577c6b618 versus final PR head bc0732259d. Each build used isolated app settings and a separately running test server, with Local environment off. The baseline feed offered 0.1.8-nightly.20261106.4262; the final-head recheck offered 0.1.8-nightly.20261106.4275. Both used the real GitHub release feed.
To reproduce: connect the desktop app to a separately running server, turn Local environment off, then choose Settings → About → Update track → Nightly. The baseline shows the disconnected-server warning and a disabled confirmation; the fixed build has no warning and enables confirmation.
Both dialogs were cancelled before applying an update. This verifies the native confirmation behavior, not update installation or restart. The final-head recheck also enabled Local environment and verified that a healthy app-owned server passes the preflight with no database compatibility warning. The separate test server was skipped because it needs a manual update. Windows, macOS, and native WSL retry behavior were not exercised; the retry case is covered by the focused logic regression. The PR is ready for review.

Walkthrough
The track-switch check now receives the Local environment enabled state. On cross-track switches, an enabled Local environment requires a hosted-server entry. Tests cover both enabled and disabled states.

Hosted-server check and coverage apps/web/src/components/sidebar/updateEverything.logic.ts, apps/web/src/components/settings/UpdateTrackSwitchDialog.tsx, apps/web/src/components/sidebar/updateEverything.logic.test.ts
The dialog passes the Local environment enabled state to localSwitchBlockReason. For cross-track switches, the check requires at least one hosted-server entry when Local environment is enabled, even if the expected backend count is zero. Tests cover enabled and disabled states, stable targets, and existing disconnected-server cases.

Keep retrying primary backends in the switch check.
If a WSL primary stops after authentication but before registration, a preflight failure can leave both the bootstrap count and hosted list empty during retries. With a connected remote, the user can confirm a track switch without checking the WSL database’s compatibility.
