fix(desktop): a waiting update is no longer re-announced on every poll - #31154
While an update is available or downloaded, every background poll announces it again. checkForUpdates moves the state to checking, the feed returns the same version, and handleUpdateAvailable moves it back and logs "update available". That's two state pushes to the renderer and one log line per poll.
In the UI, the sidebar update button switches to the checking icon and drops its Download or Install action for the length of each check. I read this from the source. While the status is checking, resolveDesktopUpdateButtonAction returns none, and SidebarUpdatePill turns on showCheckIcon, which disables the button. I didn't capture it.
On one Mac running 0.1.x nightlies (macOS 27.2, Apple silicon), desktop.trace.ndjson from Oct 28 to Nov 4 logged "update available" 2,023 times against 5 downloads. The most for one version was 171, all on Oct 30.
My earlier comment on #28480 said most of these were for a version that was already downloaded. That was wrong, and I've corrected it there. I matched each announcement to the downloads in the same app run. Only 1 of the 2,023 came after a download of the same version. The other 2,022 were for an update that was available and not yet downloaded. Both states go through the same code, so this PR covers both.
Change
checkForUpdates no longer moves an available or downloaded state to checking. The check still runs and still holds the check reservation, so a prepared install waits for it as before.
handleUpdateAvailable returns early when the event's version is the one already offered. It doesn't push state or log.
A newer version goes through reduceDesktopUpdateStateOnUpdateAvailable as before. It replaces the offer, including a downloaded one.
update-not-available and check failures use the same reducers as before.
A user-started Download or Install now waits for a running check to finish, then proceeds or refuses based on the state the check left. Before this PR the checking state disabled those controls during a check. This PR keeps them enabled during a check, so without the wait the check's reservation would refuse a click with no message. I moved the prepared install's existing wait loop into admitAfterCheck so download and install share it. A check that runs past the existing 90 second limit still refuses. I dropped a comment in DesktopStartupRecovery.ts that said a plain install would refuse during a check.
One side effect. A poll used to clear an install failure message on a downloaded update. It also cleared the note a failed download leaves on an available update. Both now stay until a retry or another state change.
Scope and approval
Refs #28480. That issue isn't triaged yet. I think this qualifies as a small, focused fix of an obvious bug, since the announcements repeat with no change in what's offered.
#28481 changes AUTO_UPDATE_POLL_INTERVAL from 4 minutes to 4 hours. That cuts the repeats from 360 a day to 6, but each poll still flickers the button and logs the version again. This PR changes what a poll does when it finds the version already offered. It doesn't touch the interval, and the two diffs don't overlap.
Verification
I extended the existing "checks for newer releases after an update has been downloaded" case in DesktopUpdates.test.ts and renamed it to "re-checks an offered update without announcing it again". It polls and gets the same version while the update is available, then again after it's downloaded. It counts renderer pushes through the harness's sentStates and counts "update available" log lines. Then it checks that 1.2.5 still replaces the download.
On main the test fails with expected 4 to equal 2 in the available phase. With that assertion removed, the downloaded phase fails with expected 7 to equal 5. Each poll pushed 2 extra states.
The existing case "rejects install while a refresh check is in progress and releases the reservation" asserted the refusal. I turned it into a table, "a $action waiting out a refresh check acts on what it found", for download and install. Each row holds a poll check open, starts the action, then releases the check.
When the check finds nothing new, both actions are accepted. Without the wait those rows fail with expected false to be true.
When the check emits 1.2.5 before resolving, as electron-updater does, the download is admitted against 1.2.5. The install is refused, because 1.2.5 replaced its download. Those rows fail if the outcome handlers start after the check resolves, which I confirmed by deferring runEffect to a setTimeout.
One assertion in DesktopRemoteUpdates.test.ts expected checking during a background poll over a downloaded update. That test covers a prepared install waiting for the poll, so it now asserts isActionActive instead. I also removed its second update-downloaded emit. It only restored the downloaded state that the poll used to replace with checking. The test still checks that the install waits for the poll.
vp test run apps/desktop/src/updates/ passes 93 of 93.
vp run check:changed passes format, lint, knip, typecheck and tests for the changed files.
I didn't run a real update cycle on a packaged app, and I didn't check the UI by hand.
There's no before/after capture. The visible change is the button no longer flickering during a background poll. Capturing it needs a packaged build against a mock update server, which I didn't run.
While an update was available or downloaded, every background poll moved
the state to "checking" and back, and logged "update available" again for
the same version. The sidebar update button lost its Download or Install
action for the length of each check.
A check now leaves an available or downloaded update on screen, and an
update-available event for the version already offered changes nothing.
A newer version still replaces the offer.
The Download and Install controls now stay enabled during a check. A
download or install started then waits for the check to finish, and then
proceeds or refuses based on the state the check left. It no longer gets
refused with no message.

Macroscope's review found this PR approvable — Desktop update offers now remain stable across polls, while download and install requests can wait for an ongoing check. Existing installation guards and automatic-update defaults remain unchanged, keeping the change narrowly scoped.

Desktop update checks preserve available or downloaded offers. Repeated offers for the same version do not add state updates or duplicate announcements. Download and install actions wait for active checks, then re-evaluate whether they can proceed.

Checks preserve available or downloaded states. Repeated offers for the same version leave the offer unchanged. Tests verify state updates and announcements for repeated and later versions.

Download and install admission wait for active checks and then re-evaluate current state. Tests cover actions during blocked refresh checks. A startup recovery comment was removed; executable logic was unchanged.
The implementation path is not shown to fail, but this important no-update outcome lacks regression coverage and should be added as follow-up.

Cover the no-update outcome for a waiting download.
The table never emits update-not-available. When an undownloaded offer exists and the check finds no newer version, the updater clears the offer and sets availableVersion to null. A waiting download must then be refused. No row checks this path, so a regression here would pass the suite.
Add a row for this outcome. Assert that the download is refused and that availableVersion is null. Only refused downloads skip the downloading status check, so gate that check on accepted.
