fix(desktop): preserve downloads across overlapping updater callbacks - #31343
An overlapping update-available callback can replace a completed download with its older snapshot, leaving the updater at available with no downloaded version. Reduce callbacks against current state and keep the read, reduction, write, and subscription publication under the existing mutex.
This is a focused fix for an obvious lost-update bug under the small-fix exception in CONTRIBUTING.md. It changes updater state handling only.
Proof: a deterministic Deferred/Clock regression pauses availability, completes the download, then resumes availability. It fails on the base (available instead of downloaded) and passes with the fix. A follow-up regression also reproduced late download progress reverting downloaded to downloading; the serialized reducer now retains the completed download. All 45 updater service/reducer tests and vp run check:changed upstream/main --concurrency 2 pass. Verification exercises the real Effect service and state subscriptions; no packaged Electron UI was launched.

Walkthrough
Desktop updater state transformations and callback reductions now use a shared serialized update path. A regression test covers an availability callback that resumes after download completion and verifies that the completed state persists through a later progress event.

Shared serialized state updates apps/desktop/src/updates/DesktopUpdates.ts
updateStateEffect runs state reads, effectful transformations, writes, and publication under the mutex. updateState adapts pure transformations, and setState delegates to it.

Availability, no-update, progress, and download-completion callbacks use serialized updates. Availability and completion logs depend on the resulting state retaining the reported version. Progress updates preserve a downloaded state. The regression test checks that an overlapping availability callback does not replace a completed download, including after a later progress event.
