fix(web): a settings change in one tab no longer reverts another tab's change - #28661
With T3 Code open in two browser tabs, a setting changed in one tab is undone as soon as the other tab changes any setting. Each tab keeps its own copy of the client settings and saves that whole copy to localStorage on every change, and nothing tells a tab that another tab saved. So tab B writes back its stale copy and tab A's change is lost.
To reproduce: open Settings in two tabs. In tab A set Time format to 12-hour. In tab B turn off word wrap. Reload tab A: Time format is back to System default.
Change
Once its saved settings have loaded, a tab listens for storage events on the client settings key, using the existing subscribeLocalStorageKey helper. When another tab saves, it reloads the saved settings through the same persistence call it hydrates with.
The reload runs on the settings persistence queue, so earlier saves finish before it reads. Until a read after the other tab's save succeeds, the tab treats its settings as stale: a change waits for that read and applies on top of the reloaded settings. If the reload's read fails, the next change re-reads before it saves. If that read fails too, the change is not saved, the same as when the first load fails, so a stale copy is never written.
Scope and approval
A very small, focused fix of an obvious data-loss bug, so no prior issue or discussion. It does not add cross-device sync or a conflict policy: each tab still saves its whole settings object, and the tab that saves last wins if two tabs save at practically the same moment.
Clients: web only. Desktop has one app window and saves client settings through the desktop bridge, not localStorage, so it never hit this and nothing changes there. Mobile does not use this code.
Verification
New test "keeps a setting another tab saved after this tab loaded" in useSettings.test.ts fails on main (the save writes timestampFormat: "locale", dropping the other tab's "12-hour") and passes here.
Two more tests fail the reload read, then cover both write paths (persistClientSettingsPatch and persistClientSettingsUpdate). While the read keeps failing, nothing is saved. Once a read succeeds, the save keeps the other tab's "12-hour". Without the stale check, both save "locale".
All 14 tests in the file pass, plus clientPersistenceStorage.test.ts and useSettings.favorites.browser.test.tsx.
Real app: dev servers for main and this branch with empty data directories, two tabs in T3's browser panel on the same origin. Tab A set Time format to 12-hour, tab B (not reloaded) turned off word wrap, then tab A reloaded. These four screenshots were captured at f37340a. The failed-reload checks below were captured at a3fdc31.
Main, tab B after tab A picked 12-hour, without a reload: Time format still shows System default.
Main, tab A after tab B saved a change and tab A reloaded: Time format is back to System default.
This branch, tab B after tab A picked 12-hour, without a reload: Time format shows 12-hour.
This branch, tab A after tab B saved a change and tab A reloaded: Time format is still 12-hour.
A failed reload, captured at this branch's head. A test hook in tab B makes the next one or two reads of saved settings throw.
This branch, tab B after tab A picked 12-hour and B's reload read failed: B still shows System default.
This branch, after tab B then turned off word wrap and tab A reloaded: B's save re-read first, so Time format is still 12-hour.
This branch, with tab B's re-read also failing: B's word wrap change is not saved and the switch stays on, so tab A's setting is not overwritten.

Two tabs saving within the same instant; the last save still wins, as before.

Explanation
The title names the main change: a settings change in one tab no longer reverts a change made in another tab. This matches the changeset, which adds a storage-event subscription and stale-snapshot reload for client settings in the web app. The title uses the conventional commit format from the repository template and is specific enough for a teammate scanning history.
Full details: Description check
Explanation
The description follows the repository template. It has Problem, Change, Scope and approval, and Verification sections. The Problem section gives the bug, the cause, and reproduction steps. The Change section explains the subscription, the persistence queue reload, and the stale-snapshot handling. The Scope section states the web-only boundary and the reason no prior issue was filed. The Verification section lists focused tests, a check command, and before/after screenshots for the two-tab flow. The description also names the model and harness, as the template asks. Minor gaps: the Scope section justifies skipping a prior issue as a small obvious data-loss fix, which the template allows, but it does not link a triaged issue or maintainer approval. The screenshot images are hosted on an external gist, so their embedded content cannot be verified from the description alone.

If reloading the settings another tab saved failed, the next patch or
update wrote this tab's stale snapshot over them. A storage event now
marks the snapshot stale until a read succeeds, and both write paths
re-read first; if that read fails they fail as they do when hydration
fails, without writing.

Replace the snapshot when the saved settings are absent.
If another tab removes the client-settings key, the reload reads null. This branch keeps the old snapshot, then clears clientSettingsStale. The UI continues to show the old settings, and a later patch can write them back. Replace the snapshot with DEFAULT_CLIENT_SETTINGS when the read returns null. (raw.githubusercontent.com)

reproduced on github/main (82b10d546c): tab a selected 12-hour time, tab b disabled word wrap, and reloading tab a reverted time format to system default.
