fix(clients): a settled usage-limited thread no longer offers recovery it refuses - #28360
The server refuses usage-limit recovery for a settled thread (the limitRecovery guard in Orchestrator.ts, matching UsageLimitRecoveryWorker and the storage-cleanup hold). The web banner and the mobile card still offer "Resume at reset" and "Snooze until reset" on a settled thread, so every press fails. The error, "The provider limit changed before recovery could be configured.", is shared by seven unrelated checks and names the wrong cause. Nothing about the limit changed, and nothing tells the user that un-settling is the way out.
Repro on main: seed scripts/seed-issue-21397.py, wake the limited thread, settle it, then press Resume at reset.
Change
Web (UsageLimitRecoveryBanner.tsx, ChatView.tsx): the banner gets settled. On a settled thread it hides the recovery actions, and the description reads "Resets 5:14 PM. Un-settle to resume at reset".
Mobile (UsageLimitRecoveryCard.tsx): the same rule and hint.
Server (Orchestrator.ts): the settled case is checked on its own ahead of the combined guard, and rejects with "The thread is settled. Un-settle it to resume at the reset." Clients on older builds, and any other caller, now get the real reason.
Server (thread.settle): settling disarms any armed recovery (autoResume and snooze set to false), as thread.stop already does. Without this, a resume armed before settling stayed pending behind the hidden controls and could start a run as soon as the thread was un-settled. A settled thread now never carries a pending resume, so the hint is accurate.
The rule itself is unchanged: settled threads still refuse recovery. This only makes every surface say so.
Scope and approval
Fixes#28362. A small fix for an obvious bug: the clients offer an action the server always refuses, and the refusal reports the wrong cause. One problem across the two clients and the server message. The related auto-settle bug that put threads into this state is a separate PR, #28359.
Verification
Before (main), on a settled usage-limited fixture thread, pressing Resume at reset:
After, on the same thread:
Then pressing Un-settle brings both actions back, and Resume at reset arms normally: the button becomes "Cancel auto-resume".
runtimeLayer.test.ts › guards a scheduled usage-limit continuation against settled: fails on main and passes here. It arms auto-resume, settles the thread, asserts that settling disarmed it, and checks the new message. Recovery, settlement, worker and storage-cleanup suites: 296/296 pass.
UsageLimitRecoveryBanner.test.tsx › points a settled thread at Un-settle instead of offering recovery the server refuses: fails on main and passes here.
UsageLimitRecoveryCard.test.tsx › offers no recovery on a settled thread and points at Un-settle: fails on main and passes here.
vp run check:changed upstream/main: format, lint, knip, graphql, typecheck, tests and the react compiler check pass.
Not checked: the mobile card on a device. Its behavior is covered by the component test above.
…y it refuses
The server refuses usage-limit recovery for a settled thread, but the web
banner and mobile card still offered Resume at reset and Snooze until
reset. Every press failed with "The provider limit changed before
recovery could be configured", which named the wrong cause.
Both clients now hide those actions on a settled thread and say to
un-settle it, and the server rejects that case with its own message.
Macroscope's review found this PR approvable — Web and mobile now hide recovery actions that settled threads cannot use and explain how to enable recovery. The server retains its existing restriction with a clearer error message, keeping the change narrowly scoped.
You can add or adjust custom eligibility rules. Learn more.
Usage-limit recovery now rejects settled threads on the server. Settling a thread disables automatic resume and snooze on existing recovery data. The web banner and mobile recovery card hide recovery actions and explain that users must un-settle a thread to resume at reset.

Explanation
Each changed file connects to the settled-thread recovery behavior named in #28362:
UsageLimitRecoveryBanner.tsx, its test, and ChatView.tsx (settled input): hide recovery actions on settled threads and show the Un-settle hint. The merge with main keeps the ChatGPT usage-limit layout from #25341 and adds this behavior.
UsageLimitRecoveryCard.tsx and its test: the same rule and hint on mobile.
Orchestrator.ts settled check: the settled-specific rejection required by defect 3.
Orchestrator.tsthread.settle change: sets autoResume and snooze to false on an existing limitRecovery. The PR gives a concrete reason. Without it, an armed resume stays pending behind hidden controls and can start a run after un-settle. This supports the hidden-controls behavior, so it is in scope.
runtimeLayer.test.ts: verifies the settled error and the disarm behavior.
The whole-PR diff for ThreadSettlementService.ts is empty, so this PR makes no unrelated change there. No changed file is unrelated to #28362. This verdict does not depend on whether defect 1 is implemented.
Full details: Linked Issues check
Explanation
Directly linked issue #28362 lists three coding defects. This PR meets two of them. The first defect is unmet.
Met:
Defect 2 [#28362], clients offer recovery on settled threads: UsageLimitRecoveryBanner.tsx sets actions to null when resetsLater && settled and adds the hint "Un-settle to resume at reset". ChatView.tsx passes settled from settledOverride === "settled". UsageLimitRecoveryCard.tsx sets canSchedule = resetsLater && !settled. Component tests cover both clients.
Defect 3 [#28362], wrong shared error: Orchestrator.ts checks thread.settledOverride === "settled" before the combined guard and rejects with "The thread is settled. Un-settle it to resume at the reset." runtimeLayer.test.ts covers this path.
Unmet:
Defect 1 [#28362], auto-settle of a thread whose latest run failed with usage_limit: The whole-PR diff (merge base 67eebac to head 4c759c3) has no change to apps/server/src/orchestration-v2/ThreadSettlementService.ts. At head, isAutoSettlementCandidate has no check for a usage_limit failure. The issue requests this outcome directly. The PR description defers it to #28359.
The PR description also states "Fixes #28362". That statement conflicts with the deferral of defect 1. This conflict is unchanged since the previous review.
Resolution
Choose one path.
(a) Add a guard to isAutoSettlementCandidate in apps/server/src/orchestration-v2/ThreadSettlementService.ts. It must return false when the thread's latest run failed with usage_limit. Add a test for this case.
(b) If #28359 owns defect 1, state that #28362 stays open for defect 1. Replace "Fixes #28362" with a partial reference.
In either path, update the PR description so it does not claim that this PR resolves all of #28362.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Explain the remaining scheduling step.
When limitRecovery is unset, un-settling alone does not schedule a resume. autoResumeLimitedThreads defaults to false, so a user who follows this instruction can leave the thread stopped past the reset. Tell the user to select Resume at reset after un-settling when recovery is not armed. (raw.githubusercontent.com)

Settled threads refuse recovery and the clients now hide its controls, so
an auto-resume armed before settling stayed pending out of sight and could
start a run as soon as the thread was un-settled. Settling now disarms it,
as stopping already does.
The settled scenario has no prior recovery state. The metadata update defaults omitted snooze to false, so the later assertion can pass even if settlement stops clearing limitRecovery.snooze. Include snooze: true in the setup.

apps/server/src/orchestration-v2/Orchestrator.ts:3291-3312 Minor · Functional Correctness · Quick win
Check the settled state before the snooze expiry check in recovery updates.
For a settled thread, a thread.metadata.update with limitRecovery.snooze === true and a past resetAt returns "The reset time has passed. Retry the thread manually." The settled-thread reason is never returned for that request. The settled check runs after the expiry check, so the expiry error wins. Both checks reject the command before any write, so the thread state does not change. Only the error text is wrong.
The fix is to move the settled check above the expiry check:
Suggested fix
const resetMs = Date.parse(command.limitRecovery.resetAt);
- if (command.limitRecovery.snooze === true && resetMs <= DateTime.toEpochMillis(now)) {- return yield* new OrchestratorDispatchError({- commandId: command.commandId,- commandType: command.type,- cause: "The reset time has passed. Retry the thread manually.",- });- }
if (thread.settledOverride === "settled") {
return yield* new OrchestratorDispatchError({
commandId: command.commandId,
commandType: command.type,
cause: "The thread is settled. Un-settle it to resume at the reset.",
});
}
+ if (command.limitRecovery.snooze === true && resetMs <= DateTime.toEpochMillis(now)) {+ return yield* new OrchestratorDispatchError({+ commandId: command.commandId,+ commandType: command.type,+ cause: "The reset time has passed. Retry the thread manually.",+ });+ }
The reorder changes only the case where both conditions hold. Settled updates still fail. Non-settled updates keep the same expiry check.
The shipped web and mobile controls do not send this request for settled threads. The error text still matters because the expiry message tells the user to retry manually. A manual retry still fails while the thread stays settled.

Keeping the current order for the outside-diff note on Orchestrator.ts:3291-3312. When a snooze's reset has already passed, the expiry is the condition that blocks it: un-settling would not help, because the same request would then fail with "The reset time has passed". Reporting the settled reason first would send the caller through un-settling only to hit the expiry error next. "Retry the thread manually" is the accurate next step either way. Neither client can send this request (both hide recovery actions on settled threads, and the web banner already refuses a snooze after the reset), so only direct API callers can reach it.
Merged current main into this branch with a merge commit (4c759c3). UsageLimitRecoveryBanner.tsx conflicted with #25341, which added the ChatGPT usage-limit layout. The resolution keeps that layout and applies this PR's rule to it: recovery actions are hidden on settled threads, and the reset line gets the "Un-settle to resume at reset" hint. The ChatGPT usage and admin-request buttons still show.
vp run check:changed passes (format, lint, knip, typecheck, 9 test files, react compiler). The banner, mobile card and runtimeLayer recovery tests pass.
