Use the all-target availability guard in mixedModel.

resolvedDefaults compares only instanceId and model, so it can treat selections with different drivers as equal. The same selection can then remain editable while useScopedModelDisabledReason rejects it. That guard also detects disabled, unavailable, or missing model options.

Include the guard result for the representative selection. It skips targets whose providers have not loaded, so those targets are not treated as mismatches.

Suggested fix
   const activeEntry = entries.find((entry) => entry.instanceId === selection?.instanceId);
+  const modelDisabledReason = useScopedModelDisabledReason(settings, entries);
   // Equal saved values can still resolve to different models on each environment's providers.
   const resolvedDefaults = targets.flatMap((candidate) => {
...
   const mixedModel =
     useScopedSettingsMixed(["defaultModelSelection"]) ||
+    (selection !== null &&
+      modelDisabledReason(selection.instanceId, selection.model) !== null) ||
     resolvedDefaults.some(
       (resolved) =>
         resolved?.instanceId !== resolvedDefaults[0]?.instanceId ||
         resolved?.model !== resolvedDefaults[0]?.model,
     );
...
-  const modelDisabledReason = useScopedModelDisabledReason(settings, entries);

Review comment at @apps/web/src/components/settings/ProjectDefaultsSettings.tsx
around lines 101 - 102:
Update mixedModel in ProjectDefaultsSettings so it also treats a non-null
selection as mixed when useScopedModelDisabledReason reports that selection
unavailable or disabled. Reuse the existing settings and entries inputs, and
preserve the guard’s behavior of skipping targets whose providers have not
loaded.
