A navigation-only action no longer claims a success. type: 'url', its navigation alias and type: 'form' only change the route, yet each raised the generic success toast ("Action completed successfully" / 「操作已成功完成」) after it navigated. On objectstack-ai/cloud#2909 that toast made a user believe an invitation had been sent.

How

• packages/core/src/actions/ActionRunner.ts: executeUrl, executeNavigation and executeForm hand their result to a new announceNavigation. A successful navigation is marked silent (the existing flag that means "no success toast for this result") and keeps success: true, unless the action declares a non-empty successMessage. In that case the declared copy still toasts.
• No new key, option or export: the spec declares no toast key on InlineActionSchema, so the rule lives in the runner. composeSuccessMessage is unchanged (objectui#12757 is a separate card).
• Actions that write (api, script, field update, flow) keep their success toast. The error toast of a refused navigation is unchanged.

Clause-② reason: a runner stops announcing a success that did nothing. No key, prop, export or accept set changes.

Tests

• New ActionRunner.navigationNoToast-12755.test.ts: a bare url action navigates silently; the navigation alias and a form action stay silent; url plus successMessage toasts that copy; a refused url still error-toasts; CONTROL: an api action keeps its success toast.
• Ablation, with the restore verified against the HEAD blob: an early return of the unchanged result turns the two silence tests red; ignoring successMessage turns the declared-copy test red.
• useActionRunner.test.ts pinned the result { success: true } for a navigation; it now pins { success: true, silent: true }. The only non-test reader of silent is the toast gate.
• Every test file that names ActionRunner, executeUrl, navigateTo, handlePostExecution or completedSuccessfully: 131 files, 2185 tests passed at d437c02.
