RECONSIDER

This looks like a broken release-plz follow-up, not a real release.

Why not merge

  • The PR body lists version bumps for ~27 crates (moq-flate 0.2.0, moq-net 0.3.2, moq-tokio 0.19.14, etc.), but those versions are already on main. This branch does not change any Cargo.toml.
  • The only diff is rs/moq-tokio/CHANGELOG.md, and it duplicates the entire ## [0.19.14] section. After merge you would have two identical 0.19.14 headings, with the flake-fix entry repeated and an extra release (#4051) line stuffed into the upper copy.
  • main already has a clean single 0.19.14 changelog block for the discovery change and the websocket flake fix.

Different approach
Close this PR. If release-plz is stuck regenerating release PRs against already-published versions, fix or reset that release-plz state rather than merging a changelog-only corruption.

Not a positive improvement; complexity is accidental damage from the release bot.

P2 Badge Keep a single 0.19.14 changelog section

This adds a second top-level 0.19.14 entry even though the parent already contains that same release section immediately above it. The generated release notes now present the same version twice, with overlapping changes, so consumers cannot reliably tell which entries belong to the 0.19.14 release. Merge the new release (#4051) item into the existing section instead of creating another version heading.

Merging now that #4148 is on main (abd91e141). This release PR still applies cleanly, so the published tree includes the moq-lite-07-wip rename. The generated notes do not mention that change. moq-net goes from 0.3.2 to 0.3.3.
