A correct release PR would bump package versions (or clearly no-op if nothing is releasable), keep a single changelog section per version, and leave third-party lock churn out unless intentional. Merge these notes into the existing 0.19.15 entry
The parent already records 0.19.15 directly below Unreleased. Adding another 0.19.15 heading produces two changelog records with the same compare URL and overlapping notes, so consumers cannot tell which notes shipped in that release. Fold these additions into the existing entry, or issue a new version if they postdate it, so every published version appears once.
