Suppress only RUSTSEC-2024-0449 in Tailor’s cargo-deny policy. serde_yaml_ng still depends on archived unsafe-libyaml; replacing the YAML parser needs separate work. Other advisories remain enforced.

Validated with cargo deny check (all four checks pass).

🟢 Approval recommended

The exception is narrowly scoped, valid, and preserves enforcement of other advisories.

Suppress only RUSTSEC-2024-0449 in the root cargo-deny policy, mirroring
tools/tailor/deny.toml (#853). serde_yaml still depends on the archived
unsafe-libyaml; replacing the YAML parser needs separate work. Other
advisories remain enforced.

Validated with `cargo deny check advisories` (RUSTSEC-2024-0449 no
longer reported; remaining failures are pre-existing and unrelated to
this change).
