Summary

Claude Code compacts reactively only when an oversized-prompt refusal is worded the way the Anthropic API words it: its classifier looks for prompt is too long (or input is too long for requested model) and reads prompt is too long: <actual> tokens > <limit> maximum for the gap (checked in the 2.1.288 binary, which also carries a gateway note saying the client's auto-compact keys on that text). opencodex already classifies the refusal (context_length_exceeded, HTTP 400), but it keeps the provider's own wording (Your input exceeds the context window, PROVIDER_INPUT_TOO_LARGE_MESSAGE, ...). So a Claude Code session that outgrows a routed model's window ends on a fatal error instead of compacting.

  • anthropicErrorBody rewrites a context_length_exceeded message into Anthropic's wording. Token counts are carried over only when the upstream states both of them. This one builder covers the translated SSE/JSON/HTTP paths and the direct Messages encoder.
  • The native Messages lane does the same for a configured provider's 400/413 refusal (structured code or overflow wording) and for its streamed or folded error frames. The envelope shape stays the same. The stream rewrite runs after the log tap so stall timing still reads raw bytes, and Anthropic pools skip it.
  • A throughput limit that the shared classifier files under context_length_exceeded ("too many tokens per minute") keeps its text, so Claude Code does not compact a conversation that only needs to wait.

This is layer 1 of a stack. Layer 2 marks long-window models (for example GPT-6 at 872k) as 1M on Claude surfaces whose runner may lack CLAUDE_CODE_AUTO_COMPACT_WINDOW. This recovery is what keeps that safe. Plan: devlog/_plan/261009_claude_1m_default/ (this PR adds it).

Stack (merge bottom-up):

# Layer Review focus
4 Dashboard control for context accounting GUI
3 claudeCode.contextAccounting: "200k" opt-in (config/API/CLI) policy chain
2 Long-window eligibility on every Claude surface marking rules
1 Overflow worded as prompt is too long ← you are here error envelopes

  • New claude-prompt-too-long.test.ts (16 cases): counts parsed only from the stated request size, Anthropic wording unchanged, throughput limits untouched (unit, translated SSE), native HTTP 400/413/coded, native 429 untouched, streamed and folded native overflow, and a slow-fragment stall regression. The stall regression fails with the rewrite placed before the tap and passes with it after.
  • The full suite was not run locally; this PR relies on exact-head CI for it. An independent adversarial review found two majors (throughput wording, stall timing). Both are fixed in the second commit and passed re-review.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed. (structure/data-planes/inbound-compat.md)
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults. (Native messages stay redacted before rewriting; no auth change.)

…Code compacts

Claude Code recovers from an oversized prompt only when the API error says
"prompt is too long" (or "input is too long for requested model"); it then
compacts reactively. Routed providers word the refusal their own way, so
the session ended on a fatal error instead.

anthropicErrorBody now rewrites a context_length_exceeded message into that
form, carrying token counts only when the upstream states both. The native
Messages lane does the same for a configured provider's 400/413 refusal and
its streamed or folded error frames, without changing the envelope shape; a
429 that mentions tokens stays a rate limit, and Anthropic pools skip the
stream rewrite.

…low rewrite

Review follow-up. The shared classifier files a "too many tokens per minute"
429 under context_length_exceeded; worded as an overflow it would make
Claude Code compact instead of wait, so throughput wording keeps its text.

The native stream rewrite buffers whole SSE frames. Placed before the log
tap it made stall detection time complete frames instead of raw bytes, so
a slow but alive frame could be cut. It now runs after the tap.

Change: Bug fix

Merge Risk: 🔵 Low · up to efc4e

Some provider throughput errors may be mistaken for context overflow, prompting unnecessary Claude Code compaction instead of preserving the error wording. This is a bounded concern, though the exact upstream spellings remain unconfirmed.

P2 Badge Rewrite streams for overridden anthropic providers

When a key-auth provider is configured under the reserved name anthropic with a custom gateway baseUrl, configuredAnthropicInstance() still returns "anthropic" unconditionally, so this branch skips the payload rewrite even though that gateway may emit non-Anthropic overflow wording. As a result, the same provider's non-streaming 400/413 response is normalized while its streamed context_length_exceeded event remains unrecognized by Claude Code and does not trigger compaction. Exempt only verified first-party Anthropic transports, or apply the idempotent rewrite to all native streams.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Preserve throughput wording for slash and hyphen limit formats.

If a provider returns too many tokens/minute as a sized SSE error, isContextOverflowText matches too many tokens, but isThroughputLimitText does not match the throughput unit. claudeOverflowSsePayload then changes the error to prompt is too long. A context_length_exceeded envelope with the same text follows the same incorrect path through anthropicErrorBody. Claude Code can compact the conversation for a limit that requires waiting, not compaction. Recognize common throughput separators and units, including tokens/minute and rate-limit, and add both formats to the pass-through tests in tests/claude-integration/claude-prompt-too-long.test.ts. The PR objective requires throughput-limit errors to retain their wording.
