Refs #24689 — remaining: audit of inline px styles; flagged values are mostly intentional (e.g. calc offsets) and not enumerated by file.
Refs #24691 — remaining: broad migration of ~776 raw <button> to shared Button, too large for one PR.

Why: most touch-target findings already carry min-h-11/TOUCH_TARGET_*. Real gaps were ServiceTabBar tabs and the service "load" button in ServiceDrillDown.parts.tsx, now using TOUCH_TARGET_HEIGHT_CLASS (44px, WCAG 2.5.5).

Read the diff against main at 2deeccd. The code change is correct:

TOUCH_TARGET_HEIGHT_CLASS ('min-h-11', 44px) exists at web/src/lib/constants/ui.ts:232 and the import path is right.
The two targets were genuinely below 44px: the ServiceTabBar tab buttons (px-3 py-2 text-sm, ~36px) at ServiceDrillDown.parts.tsx:104 and the load button (px-3 py-1.5 text-sm, ~34px) at ServiceDrillDown.parts.tsx:343. Both now use the shared constant, consistent with the copy button at line 138 which already carries min-h-11 min-w-11.

One body fix before merge: the body says "Fixes #24691 — remaining: broad migration of ~776 raw <button> …". Fixes is a closing keyword, so merging this will close #24691 even though the body itself says the bulk of that issue (raw-button migration, plus the modal-visibility-pattern findings, which this PR doesn't touch at all) is deliberately left open. That should be Refs #24691 so the issue stays visible. Closes #24690 and Refs #24689 look right.
