Treats a 100% SABnzbd queue item as still extracting instead of completed. SABnzbd can reach 100% while post-processing is still running, before the final storage path is available in history. Marking it completed early causes the monitor processor to fail because no download path is available. Includes an updated regression test for the 100% queue state.

Credit where it's due @connor2k: this is a small, correct fix for a nasty one. Confirmed that a SABnzbd item at 100% that's still post-processing gets marked failed for good, on a download that was actually fine.

I'm landing this on our branch with you as co-author. Leaving this open until that lands.

Re-land of #306. A SABnzbd queue item at 100% maps to extracting (processing) instead of completed, so monitoring continues until history reports Completed with the storage path. Admin Retry treats processing as alive, so it resumes monitoring instead of re-adding the NZB.

@connor2k this landed in #421 with you as co-author, and it'll be in the next release. Thanks again!

One addition on top: an admin Retry now treats a download that's still processing as alive, so a Retry in that window won't send the NZB to SABnzbd a second time.
