fix(ci): reconcile workflow contracts, repair lock resolution and nested callers - #1285
Conversation
…Codex #1283 follow-ups URGENT — main is startup-failing: #1283 narrowed hypatia-scan.yml to pass HYPATIA_SCAN_PAT explicitly, but the matching workflow_call declaration in hypatia-scan-reusable.yml did not land in that commit (several file edits silently failed to apply; the merge then carried the partial tree). Passing an undeclared secret is a validation error, so every hypatia-scan run on e16a231 is `startup_failure`. This adds the declaration (required: false; built-in-token fallback unchanged). Also completes the parts of #1283 that did not land, and addresses all six Codex review findings on that PR: - secret-scanner-reusable.yml + mirror-reusable.yml: caller EXAMPLES no longer show `secrets: inherit` (examples are what generators copy); Radicle comment corrected. - Packaged scorecard templates (3): grant the callee's declared calling-job set (actions: read, id-token: write added) — at the re-pinned @8ff9ce65 the old grant would startup-fail. - Packaged mirror templates (2): narrowed to the 7 named secrets (verified declared ⊇ referenced at their @210f14e7 pin); their test exemptions deleted. The 2 packaged hypatia exemptions stay: their pin predates the declaration added here. - CICD-WORKFLOW-CATALOG.md: governance example now includes the callee's declared actions: read. - tests/test_secret_scanner_no_inherit.sh: asserts (a) caller-example comment blocks contain no inherit, (b) a narrowed caller passes only secrets its callee declares (the exact guard that would have caught the hypatia break pre-merge), (c) the checkout pin is keyed in the scanner's OWN actions.lock section, not merely anywhere in the file. Mutation-checked: removing the declaration or re-adding inherit to the example both fail the test. Ref: #1108 §6b, #1283 Co-authored-by: arena-agent <297053741+arena-agent@users.noreply.github.com>
…YPATIA_SCAN_PAT - .github/workflows/actions.lock: replace self-SHA ref: values on the four remaining leaf action entries with their upstream release tags: * github/codeql-action@b96794f -> ref: 'v4.38.0' * goto-bus-stop/setup-zig@abea47f -> ref: 'v2.2.1' * Swatinem/rust-cache@6323deb -> ref: 'v2.9.2' * webfactory/ssh-agent@e838748 -> ref: 'v0.10.0' - .github/workflows/hypatia-scan-reusable.yml: declare optional workflow_call secret HYPATIA_SCAN_PAT (required: false) to match hypatia-scan.yml (#1283) and prevent startup_failure (0 jobs). - scripts/relock-sha-keys.sh: prefer symbolic (tag/branch) ref: over self-SHA ref: when deduplicating merged SHA-keyed records in Step 4, and avoid gawk-only {40} interval syntax. - scripts/close-lock.sh: resolve upstream release tags when synthesizing leaf action records for 40-hex SHA pins instead of emitting self-SHA ref: values. - scripts/lock-selfcheck.sh, .githooks/validate-actions-lock.sh, tests/test_secret_scanner_no_inherit.sh: reject self-SHA ref: values on leaf action entries and verify HYPATIA_SCAN_PAT declaration. 🤖 Completed: Fix pre-merge checks in PR #1285 — View commit |
Add a fixture for v1.2.3+build.4. It fails before the fix and passes afterward; all 25 close-lock assertions and the no-inherit regression check pass.
Refresh poisoned ref fields from the target Standards lock only when commit and repository identities match. Refuse mismatches without changing the consumer lock. Regression test reproduces the stale-copy defect before the fix.
…main) + Codex #1283 follow-ups (#1284) ## Integration status — 18 October 2026 All changes in this PR are now included in #1285. The merge commit `427eb35c40552d912d8c757518e8326f0d20f597` preserves this PR's head as a parent and resolves the overlapping Hypatia declaration. #1285 also fixes the lockfile startup failures and the unresolved lock-repair P1, then updates stale nested consumers. Review and land the combined #1285 rather than applying these overlapping repairs separately. Latest validation and downstream rollout order are recorded in #1285. ##⚠️ Urgent: `main` is currently startup-failing `hypatia-scan` #1283 narrowed `hypatia-scan.yml` to pass `HYPATIA_SCAN_PAT` explicitly, but the matching `workflow_call.secrets` declaration in `hypatia-scan-reusable.yml` **did not land in that commit** (several file edits silently failed to apply during authoring; the squash carried the partial tree). Passing a secret the callee doesn't declare is a startup validation error — every `hypatia-scan` run on `e16a2317` is `startup_failure`. This PR adds the declaration (`required: false`; built-in-token fallback unchanged). Codex flagged this as P1 on #1283 and was correct. ## Also completes #1283 parts that didn't land + all six Codex findings | Finding | Disposition | |---|---| | P1 declare `HYPATIA_SCAN_PAT` | ✅ Declaration added (above). | | P1 scorecard-enforcer perms | ✅ All 3 packaged scorecard callers now grant the callee's declared calling-job set (`actions: read` + `id-token: write` added) — at the re-pinned `@8ff9ce6` the previous grant would startup-fail. Verified against `scorecard-reusable.yml`'s header + job blocks. | | P1 mirror exemptions unnecessary | ✅ Correct: at the packaged `@210f14e` pin the callee declares all 7 SSH secrets (verified declared ⊇ referenced). Both packaged mirror callers narrowed to named secrets; exemptions deleted from the test. The 2 packaged *hypatia* exemptions stay — their pin (2026-09-12) predates the declaration added here. | | P2 examples not scanned | ✅ The surviving `# secrets: inherit` lines in both reusables' caller examples are removed, and the test now asserts the *example regions* contain no inherit string (examples are what generators copy). Radicle comment fixed. | | P2 catalog example perms | ✅ Governance example now includes the callee's declared `actions: read`, with the replace-not-merge warning. | | P2 lock lookup unscoped | ✅ Checkout-pin check now reads only the `secret-scanner-reusable.yml` section of `actions.lock`. | Plus the guard whose absence let the hypatia break through: the test now fails if a narrowed caller passes a secret its local callee doesn't declare. ## Verification - `tests/test_secret_scanner_no_inherit.sh` green (77 workflows, 60 lock sections); **mutation-checked**: deleting the new declaration, or re-adding `inherit` to the scanner example, both fail it. - YAML-parsed all 8 touched workflow files; every edit grep-verified on disk this time. - Acceptance on this PR: `scan / Hypatia Neurosymbolic Analysis` must **start** (jobs created) — its findings state is a separate, pre-existing matter; the three `scan /` secret-scanner contexts and `Repo self-tests` must stay green. No `uses:` pin changes → `actions.lock` untouched. Canonical scanner SHA advances to this PR's merge commit once landed. Accept valid tag names containing @.
The allow-list rejects @, although Git permits it in tag names such as release@2026. (git-scm.com) If that is the only tag for a leaf SHA, tag_ref remains empty and lock regeneration reports the dependency as unresolvable. Include @ in the allow-list and add a fixture for this case in scripts/tests/close-lock-test.sh.

Follow-up to #1285, which was merged as `cf8f912` while these final review findings were still outstanding. ## Changes - Accept safe upstream tag names containing `@` (for example, `release@2026`) and add an offline regression fixture. The existing build-metadata (`+`) case remains covered. - Use Bash `[[ ... ]]` in the conditions flagged by Sonar, and retain the explicit fail-closed identity refusal when either identity grep has no matches. Add regression cases for missing local and source identity fields. - Set `persist-credentials: false` on all seven mirror reusable checkout steps, addressing the Zizmor `artipacked` warning; mirror pushes use their explicit external credentials. The paginated fail-closed tag lookup and the scanner lock-section boundary fix were already included in #1285. ## Validation - `scripts/tests/close-lock-test.sh`: 26 passed - `scripts/tests/relock-standards-pin-test.sh`: passed, including both missing-identity cases - `tests/test_secret_scanner_no_inherit.sh`: passed (77 workflows, 60 lock sections) - `scripts/tests/relock-sha-keys-test.sh`: 12 passed - `scripts/tests/complete-job-refs-test.sh`: 16 passed - `scripts/tests/regen-dependabot-locks-test.sh`: 59 passed - `bash -n` and `git diff --check`: passed The two local suites requiring `yq` (`lock-selfcheck-test.sh` and `validate-actions-lock-test.sh`) could not run in this environment because `yq` is not installed; the corresponding lock/self-consistency checks passed on #1285. Co-authored-by: arena-agent <297053741+arena-agent@users.noreply.github.com>
…1294) ## What `scripts/complete-job-refs.sh` deduplicated workflow entries as exact strings. Some workflows spell an action `uses: Swatinem/rust-cache@v2.9.2`, while the lock entry `gh actions-lock` wrote for it is lowercase (`swatinem/rust-cache@v2.9.2`). Such a workflow got a second, capitalised entry. `close-lock.sh` then treated that entry as a dangling edge to a new repository. Where it couldn't resolve that spelling, it exited 3 with "lock is NOT closed", and the repair chain stopped. GitHub owner and repository names are case-insensitive; refs are not. `check-lock-sync.sh` already keys entries that way. `complete-job-refs.sh` now uses the same key (`ck()`: owner/repo lowercased, ref unchanged), so the spelling already in the lock wins. ## Where it showed up I was rolling out #1285 to hyperpolymath/echidnabot, whose lock has no `hyperpolymath/standards` records at all, so `relock-standards-pin.sh` has nothing to rewrite. That means running the repair chain instead. On echidnabot's main, `complete-job-refs` added `Swatinem/rust-cache@v2.9.2` to four workflows (db-checks, e2e, proof-safety, publish) beside the existing lowercase entry, and `close-lock` refused to finish. ## Evidence - `scripts/tests/complete-job-refs-test.sh`: **18/18** under gawk and under mawk. Two new cases: - owner case differs only → the existing entry is kept and no second spelling is added; - ref case differs → both refs are kept. - **Negative control:** `main`'s `complete-job-refs.sh` fails the owner-case case (17/18). - Unchanged: - `close-lock-test` 26/26; - `prune-stale-test` 18/18; - `check-lock-sync` regression 13/13; - `regen-dependabot-locks-test` 59/59. Status: TESTED (fixtures). The live consumer is the echidnabot rollout PR, which I'll link here. --- _Generated by [Claude Code](https://claude.ai/code/session_019a95kk88TZ1iegsBK3kox3)_ --------- Co-authored-by: Claude <noreply@anthropic.com>
…efs (#243) ## Summary Five workflows on main (`84d4e99`) fail at "Set up job": Governance, Hypatia Security Scan, Mirror to Git Forges, Rust CI and Secret Scanner. GitHub's runner now rejects a lock record whose `ref:` is the record's own SHA: ``` Unable to resolve action `actions/checkout@3d3c42e5…`: invalid lockfile pin. Run `gh actions-lock` to update the lockfile ``` Standards fixed its own lock in [standards#1271](hyperpolymath/standards#1271) and [standards#1285](hyperpolymath/standards#1285). Step 4 of #1285's rollout is to re-pin each caller and relock it. This PR is that step for the template, and one of two test repos before the estate-wide "apply workflow pins" run. resource-algebra is the other. ## Changes - The six standards reusables move from `6a92510` to `75bd599` (standards main). `lock-selfcheck.sh` reports `75bd599` self-consistent. - `actions.lock` is relocked by standards' `relock-standards-pin.sh` at `75bd599`. It re-keyed the lock and copied standards' tag refs into the nine action records that had a self-SHA `ref:`: - `actions/cache` v6.1.0 and `actions/checkout` v7.0.1; - editorconfig-checker v3.0.0, `setup-beam` v1.24.1 and `codeql-action` v4.38.0; - `setup-zig` v2.2.1, `scorecard-action` v2.4.4, `rust-cache` v2.9.2 and `ssh-agent` v0.10.0. - No commit value changes. Only reusable-workflow records keep a SHA `ref:` (two `cicd-suite` and `standards`), the same form standards' own lock uses. - CHANGELOG entry under [Unreleased] / Fixed. ## RSR Quality Checklist ### Required - [x] Tests pass (below) - [x] No banned language patterns - [x] SPDX license headers present on all new/modified source files (no new files) - [x] No secrets, credentials, or `.env` files included ### As Applicable - [x] `CHANGELOG` updated ## Testing Run locally on this tree: - `check-lock-sync.sh`: exit 0, with both the repo's copy and standards' at `75bd599` (0 dangling edges). - standards' `.githooks/validate-actions-lock.sh`: exit 0. - `git ls-remote` on every lock record keyed by SHA with a tag `ref:`: 15 of 16 tags point at the recorded commit. - The exception is outside this diff: `dtolnay/rust-toolchain@e2a55d2` carries `ref: 'v1'`, which now points at `683b588`. Standards' own lock has the same record. The runner does not reject it; standards' Mirror jobs that use it start. - `check-uuid-v8.sh --strict` from standards `75bd599`, root shape, and the AsciiDoc render check (160 files): all pass. The real test is CI on this PR: every job of the five workflows has to get past "Set up job". --- _Generated by [Claude Code](https://claude.ai/code/session_01LiQzWJdcPfRU6YMDGRG8Xi)_ <!-- This is an auto-generated comment: release notes by coderabbit.ai --> ## Summary by CodeRabbit * **Bug Fixes** * Restored Governance, security scanning, mirroring, Rust CI, and Scorecard workflows so they can run successfully again. <!-- end of auto-generated comment: release notes by coderabbit.ai --> --------- Co-authored-by: Claude <noreply@anthropic.com> Co-authored-by: coderabbitai[bot] <136622811+coderabbitai[bot]@users.noreply.github.com>
) ## Summary Since 2026-10-15 five workflows on main (`e948265`) have failed at startup: Governance, Rust CI, Mirror to Git Forges, Code Quality and GitHub Pages. No workflow file changed; #11 only touched `docs/EXPLAINME.adoc`. GitHub's runner now rejects a lock record whose `ref:` is the record's own SHA ("invalid lockfile pin"; [standards#1271](hyperpolymath/standards#1271)). This is step 4 of [standards#1285](hyperpolymath/standards#1285 rollout (re-pin each caller and relock it). It's one of two test repos before the estate-wide "apply workflow pins" run; [rsr-template-repo#243](hyperpolymath/rsr-template-repo#243) is the other. ## Changes - The six standards reusables move from `934b879` to `75bd599` (standards main). `lock-selfcheck.sh` reports `75bd599` self-consistent. - `actions.lock` is relocked by standards' `relock-standards-pin.sh` at `75bd599`. It gave the twelve self-SHA action records the tags standards records for the same commits, after checking that commit and repository ids match. No commit value changes. Only reusable-workflow records keep a SHA `ref:` (two `cicd-suite` and `standards`), as in standards' own lock. - **This reverses #7's four SHA refs** (upload-artifact, setup-deno, rust-toolchain, setup-bun). - `tests/workflows/actions_lock_sha_refs_test.sh` asserted the form the runner now refuses: it passes on main's lock and fails on this one. - It now requires a symbolic `ref:` with the SHA in the key and `commit`. It plants the self-SHA, upper-case and empty refs as negative controls, and keeps the mismatched-commit and missing-record controls. - It is not skipped or weakened: it now fails on main's lock, which the runner refuses. - CHANGELOG entry. ## RSR Quality Checklist ### Required - [x] Tests pass (below) - [x] No banned language patterns - [x] SPDX license headers present (no new files) - [x] No secrets, credentials, or `.env` files included ### As Applicable - [x] `CHANGELOG` updated ## Testing Run locally on this tree: - All 19 Estate Rules steps pass, including the updated `actions_lock_sha_refs_test.sh` (it fails on main's lock). - `check-lock-sync.sh`, both the repo's copy and standards' at `75bd599`: 0 dangling edges. - `check-uuid-v8.sh --strict` from standards `75bd599`: pass. - `git ls-remote` on the 15 SHA-keyed records with a tag `ref:`: 14 tags point at the recorded commit. - `dtolnay/rust-toolchain`'s `v1` has moved off `e2a55d2`. Standards' own lock carries the same record, and the runner does not refuse it. **Not proven by this PR:** - Pages and Mirror run only on pushes to main, so this PR can't exercise them. I didn't dispatch them from the branch: one deploys the site and the other pushes to external forges. They are verified after merge. - Code Quality and Pages call no standards reusable. They use `editorconfig-checker@v3.0.0` and `actions/cache@v6.1.0`, whose commits had self-SHA twin records. I have not confirmed that this is what stopped them, because `actions/checkout`'s twin had the same shape and its workflows started. This PR's Code Quality run is the test. --- _Generated by [Claude Code](https://claude.ai/code/session_01LiQzWJdcPfRU6YMDGRG8Xi)_ <!-- This is an auto-generated comment: release notes by coderabbit.ai --> ## Summary by CodeRabbit * **Chores** * Updated the automated governance, security scanning, mirroring, code quality, and Rust CI workflows. * Improved checks that validate references used by automated actions. * **Documentation** * Added a changelog entry covering the workflow updates and related runner startup issues. <!-- end of auto-generated comment: release notes by coderabbit.ai -->

Reconciled central repair
This PR now contains all changes from #1284 as well as the lockfile repairs originally proposed here. Commit 427eb35 has both PR heads as ancestors, resolves their overlapping Hypatia declaration, and preserves #1284's scoped secret-contract tests.
The unresolved P1 in close-lock.sh is fixed: tag lookup paginates, consumes the entire response, and skips with exit 3 when the request fails or no valid symbolic tag is found. It no longer writes a self-SHA leaf record on that path. Four new offline cases cover missing tags, failed requests with partial output, malformed output, and pagination.
The follow-up commit advances the pipeline's scanner/Rust calls and the mirror caller to that repaired foundation. Their lock records were regenerated with scripts/relock-standards-pin.sh; the second pass was byte-identical.
Validation
Local fixture suites passed: close-lock (24), relock-sha-keys (12), complete-job-refs (16), regen-dependabot-locks (59), relock-standards-pin, lock-selfcheck (7), validate-actions-lock (7), and the no-inherit regression check (77 workflows / 60 lock sections). The combined foundation passed lock-selfcheck. Local check-lock-sync requires GNU awk, which is unavailable in the execution environment; its GitHub Actions check is the live verification.
At foundation commit 427eb35, GitHub Actions passed Hypatia Security Scan, CodeQL, Scorecard, Secret Scanner, Governance, Lock Self-Check, Lock Sync and Actions Lockfile Gate. The follow-up head fd3daa9 also passes Self-CI (including all three nested scanner jobs), Lock Sync, Lock Self-Check, Actions Lockfile Gate, CodeQL, Scorecard and Governance. Repo self-tests and the latest Hypatia run are still running at this update.
