fix(ci): re-pin standards to 75bd599 and give nine lock records tag refs - #243
Conversation
GitHub's runner now rejects a lock record whose ref is its own SHA: Unable to resolve action `actions/checkout@3d3c42e…`: invalid lockfile pin. Run `gh actions-lock` to update the lockfile Every job of Governance, Hypatia Security Scan, Mirror to Git Forges, Rust CI and Secret Scanner failed at "Set up job" on main (84d4e99). The six standards reusables move from 6a92510 to 75bd599. Standards' own lock carries tag refs there (standards#1271, #1285), and lock-selfcheck.sh reports 75bd599 self-consistent. relock-standards-pin.sh at 75bd599 re-keyed this lock to it and copied those tags into the nine action records that had a self-SHA ref (cache, checkout, editorconfig-checker, setup-beam, codeql-action, setup-zig, scorecard-action, rust-cache, ssh-agent). No commit value changes; each tag was checked with git ls-remote to point at its recorded commit. Only reusable-workflow records keep a SHA ref (cicd-suite x2 and standards), the form standards' own lock uses. …n lock consistency
f3bce48 added it from CodeRabbit's unit-test generation. No workflow or recipe runs it, it needs Bun (Estate Rules installs none), and it hard-codes this PR's standards pins (75bd599, 6a92510), so it would go stale at the next re-pin and every minted repository would inherit it. What it checks is already enforced where it runs: check-lock-sync.sh (closure, per-workflow keys) in Lock Sync and Estate Rules, and relock-standards-pin.sh's consistency refusal at relock time. Removed at the owner's direction. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01LiQzWJdcPfRU6YMDGRG8Xi

) ## Summary Since 2026-10-15 five workflows on main (`e948265`) have failed at startup: Governance, Rust CI, Mirror to Git Forges, Code Quality and GitHub Pages. No workflow file changed; #11 only touched `docs/EXPLAINME.adoc`. GitHub's runner now rejects a lock record whose `ref:` is the record's own SHA ("invalid lockfile pin"; [standards#1271](hyperpolymath/standards#1271)). This is step 4 of [standards#1285](hyperpolymath/standards#1285 rollout (re-pin each caller and relock it). It's one of two test repos before the estate-wide "apply workflow pins" run; [rsr-template-repo#243](hyperpolymath/rsr-template-repo#243) is the other. ## Changes - The six standards reusables move from `934b879` to `75bd599` (standards main). `lock-selfcheck.sh` reports `75bd599` self-consistent. - `actions.lock` is relocked by standards' `relock-standards-pin.sh` at `75bd599`. It gave the twelve self-SHA action records the tags standards records for the same commits, after checking that commit and repository ids match. No commit value changes. Only reusable-workflow records keep a SHA `ref:` (two `cicd-suite` and `standards`), as in standards' own lock. - **This reverses #7's four SHA refs** (upload-artifact, setup-deno, rust-toolchain, setup-bun). - `tests/workflows/actions_lock_sha_refs_test.sh` asserted the form the runner now refuses: it passes on main's lock and fails on this one. - It now requires a symbolic `ref:` with the SHA in the key and `commit`. It plants the self-SHA, upper-case and empty refs as negative controls, and keeps the mismatched-commit and missing-record controls. - It is not skipped or weakened: it now fails on main's lock, which the runner refuses. - CHANGELOG entry. ## RSR Quality Checklist ### Required - [x] Tests pass (below) - [x] No banned language patterns - [x] SPDX license headers present (no new files) - [x] No secrets, credentials, or `.env` files included ### As Applicable - [x] `CHANGELOG` updated ## Testing Run locally on this tree: - All 19 Estate Rules steps pass, including the updated `actions_lock_sha_refs_test.sh` (it fails on main's lock). - `check-lock-sync.sh`, both the repo's copy and standards' at `75bd599`: 0 dangling edges. - `check-uuid-v8.sh --strict` from standards `75bd599`: pass. - `git ls-remote` on the 15 SHA-keyed records with a tag `ref:`: 14 tags point at the recorded commit. - `dtolnay/rust-toolchain`'s `v1` has moved off `e2a55d2`. Standards' own lock carries the same record, and the runner does not refuse it. **Not proven by this PR:** - Pages and Mirror run only on pushes to main, so this PR can't exercise them. I didn't dispatch them from the branch: one deploys the site and the other pushes to external forges. They are verified after merge. - Code Quality and Pages call no standards reusable. They use `editorconfig-checker@v3.0.0` and `actions/cache@v6.1.0`, whose commits had self-SHA twin records. I have not confirmed that this is what stopped them, because `actions/checkout`'s twin had the same shape and its workflows started. This PR's Code Quality run is the test. --- _Generated by [Claude Code](https://claude.ai/code/session_01LiQzWJdcPfRU6YMDGRG8Xi)_ <!-- This is an auto-generated comment: release notes by coderabbit.ai --> ## Summary by CodeRabbit * **Chores** * Updated the automated governance, security scanning, mirroring, code quality, and Rust CI workflows. * Improved checks that validate references used by automated actions. * **Documentation** * Added a changelog entry covering the workflow updates and related runner startup issues. <!-- end of auto-generated comment: release notes by coderabbit.ai -->
…ck test runtime_policy_fold_test.sh (CodeRabbit, ebe2486) checks that both validators require governance.yml in place of runtime-policy.yml and accept none of the retired gates' names. Nothing ran it, so Estate Rules now does. standards_lock_test.sh is removed. It restated the standards pin and the nine lock records by hand. check-lock-sync.sh and validate-actions-lock.sh already check that lock, and the hand-written copy goes stale on every re-pin. #243 dropped its twin for the same reason. CHANGELOG records the test and 0e1ec15, which lets governance run on pull requests to any branch as the removed workflow did. The ratchet passed all three converted files to kyaml-format.sh by name. container.just deletes them at mint: no-stapeln drops the gatekeeper policy, a non-portable selection drops both Compose files, and no-container drops all three. kyaml-format.sh then fails on the missing files, so Estate Rules would be red in every narrowed mint. The step now checks the converted files that exist. In the template (archetypes/ present) a missing file is an error, so a file cannot drop out of the ratchet silently. In a minted repository each removed file gets a notice, and with none left the step says there is nothing to check. kyaml_ratchet_test.sh (CodeRabbit, be95dda) runs the step on fixture trees instead of this checkout: the template, the template missing a file, and the four narrowings. It still propagates formatter exits 0, 1 and 2. Against the old step it fails at "template missing a file". container_kyaml_test.sh pins the template's own placeholders, which container-init substitutes in a mint, so it now SKIPs outside the template, the same archetypes/ check check-template-conformance.sh uses. Estate Rules runs both tests. standards_lock_test.sh is removed. It restated the standards pin and lock records by hand, which check-lock-sync.sh and validate-actions-lock.sh already check, and #243 dropped its twin. Checked: both tests, check-lock-sync, validate-actions-lock (standards 75bd599), validate-template and validate_workflows pass. The new step passes against the real kyaml-format.sh at 75bd599 on the template's three files.
