ci: fold runtime-policy.yml into governance (cicd-regularisation §14) - #244
Conversation
runtime-policy.yml is the copied policy file the standards cicd-regularisation spec §14 folds into governance-reusable's "Language / package anti-pattern policy" job. That job already fails any tracked package-lock.json, which is stricter than this file's mixed-toolchain error, and governance's "JS runtimes" jobs check bun.lock, deno.lock and pnpm-lock.yaml against package.json. The file added no gate of its own, and every repository minted from the template got a copy that could drift: 58 public estate repos still carry the pre-2026-10-14 version, which fails the three js-runtimes locks. - delete .github/workflows/runtime-policy.yml and its actions.lock record - validate-template.sh and validate_workflows_test.sh require governance.yml in its place Checks: check-lock-sync.sh in sync; validate-template.sh 0 errors; validate_workflows_test.sh exit 0. Ported unchanged from #243 (93e38a0), whose net change it equals, so this PR's workflows get past "Set up job". It no-ops once #243 merges. GitHub's runner now rejects a lock record whose ref is its own SHA: Unable to resolve action `actions/checkout@3d3c42e…`: invalid lockfile pin. Run `gh actions-lock` to update the lockfile Every job of Governance, Hypatia Security Scan, Mirror to Git Forges, Rust CI and Secret Scanner failed at "Set up job" on main (84d4e99). The six standards reusables move from 6a92510 to 75bd599. Standards' own lock carries tag refs there (standards#1271, #1285), and lock-selfcheck.sh reports 75bd599 self-consistent. relock-standards-pin.sh at 75bd599 re-keyed this lock to it and copied those tags into the nine action records that had a self-SHA ref (cache, checkout, editorconfig-checker, setup-beam, codeql-action, setup-zig, scorecard-action, rust-cache, ssh-agent). No commit value changes; each tag was checked with git ls-remote to point at its recorded commit. Only reusable-workflow records keep a SHA ref (cicd-suite x2 and standards), the form standards' own lock uses. CI: why every Governance / Secret Scanner / Hypatia / Mirror / Rust CI job failed at "Set up job", and the fix ported The jobs never started: This is not this PR's change. The six standards reusables are pinned at I ported #243's fix commit Checked locally on the new head:

…ck test runtime_policy_fold_test.sh (CodeRabbit, ebe2486) checks that both validators require governance.yml in place of runtime-policy.yml and accept none of the retired gates' names. Nothing ran it, so Estate Rules now does. standards_lock_test.sh is removed. It restated the standards pin and the nine lock records by hand. check-lock-sync.sh and validate-actions-lock.sh already check that lock, and the hand-written copy goes stale on every re-pin. #243 dropped its twin for the same reason. CHANGELOG records the test and 0e1ec15, which lets governance run on pull requests to any branch as the removed workflow did. …low validation edge cases
CodeRabbit's 73f8bda added tests/workflows/governance_policy_test.sh. It checks this PR's own change: runtime-policy.yml and its lock record stay gone, governance's pull_request trigger has no filter, and its standards call matches the lock. It parses YAML with Bun.YAML, and no workflow ran it. Estate Rules now installs Bun 1.4.2, sha256-verified like its other tools, and runs the test after the fold test. …#13) ## Summary This is the downstream half of hyperpolymath/rsr-template-repo#244, and the second pilot of the estate-wide runtime-policy sweep. This repository's `runtime-policy.yml` is the pre-2026-10-14 copy, which still says Deno is retired. Its `total -gt 1` test fails any repository holding `bun.lock`, `deno.lock` and `pnpm-lock.yaml` together, which is exactly what `js-runtimes regen` writes. Governance at `934b879` already does this job, and more strictly: - `governance / Language / package anti-pattern policy` fails any tracked `package-lock.json`. - `governance / JS runtimes — bun / deno / pnpm` checks each lock against `package.json`. The standards cicd-regularisation spec §14 folds this file into governance. ## Changes - Delete `.github/workflows/runtime-policy.yml` and its `actions.lock` record. - `scripts/validate-template.sh` and `tests/workflows/validate_workflows_test.sh` now require `governance.yml` in its place. - Add a CHANGELOG entry. ## RSR Quality Checklist ### Required - [x] Tests pass - [x] Code is formatted - [x] Linter is clean (no new warnings or errors) - [x] No banned language patterns - [x] No `unsafe` blocks without `// SAFETY:` comments - [x] No banned functions - [x] SPDX license headers present on all new/modified source files - [x] No secrets, credentials, or `.env` files included ### As Applicable - [x] `CHANGELOG` or release notes updated ## Testing - `standards/scripts/check-lock-sync.sh`: in sync. - `scripts/validate-template.sh`: 0 errors. - `validate_workflows_test.sh`, `actions_lock_sha_refs_test.sh` and `scorecard_permissions_test.sh` all exit 0. The last two need mikefarah yq v4 on PATH; that holds on main too. The `Runtime Policy` check will no longer report on this PR. If a ruleset still requires it, the PR will show it as expected but never reporting. --- _Generated by [Claude Code](https://claude.ai/code/session_01Y6FD63UrriRBHqmhhEca9t)_ <!-- This is an auto-generated comment: release notes by coderabbit.ai --> ## Summary by CodeRabbit * **Chores** * Retired automated checks that reported JavaScript and TypeScript package-manager tiers and blocked repositories using multiple package managers. * Repository validation now requires governance checks in place of the retired package-manager workflow. * **Tests** * Expanded validation coverage for governance requirements and confirmed the retired workflow cannot be restored unnoticed, including alongside its lockfile entry. * Added checks to ensure workflow references retain their expected tags. <!-- end of auto-generated comment: release notes by coderabbit.ai --> --------- Co-authored-by: Claude <noreply@anthropic.com> Co-authored-by: coderabbitai[bot] <136622811+coderabbitai[bot]@users.noreply.github.com>
#244 landed on main (b4d19ee). It and this branch both appended Estate Rules steps after the conformance self-test and a Changed entry to the changelog. Both sides are kept: main's governance steps come first, then the KYAML install, ratchet and tests. …npm > npm) (#78) ## Summary This is the third pilot of the estate-wide runtime-policy sweep, and the variant for repositories without governance. This repository's `.github/workflows/runtime-policy.yml` failed any repository holding `bun.lock`, `deno.lock` and `pnpm-lock.yaml` together ("Mixed toolchains: 3 package managers"). That is exactly what `js-runtimes regen` writes under the 2026-10-14 ruling (standards LANGUAGE-POLICY §1.3–§1.4: Bun > Deno > pnpm > npm, one `package.json`). The file is replaced with rsr-template-repo's fixed version: - The three regen locks count as one dependency graph. - `package-lock.json` next to them still fails. - A `deno.json` is a notice. Governance-calling repositories delete this file instead (hyperpolymath/rsr-template-repo#244, hyperpolymath/resource-algebra#13). Governance already fails any tracked `package-lock.json`. This repository does not call `governance-reusable.yml`, so the file stays as its only such check. ## Testing - The gate's run step, extracted and run on planted files, exits 0 on `bun.lock` + `deno.lock` + `pnpm-lock.yaml`. It exits 1 once `package-lock.json` is added. - Its `actions.lock` record (`actions/checkout@v7.0.1`) is unchanged. ## Not in this PR: a lock that was already out of sync `check-lock-sync.sh` reports the same failures on `main` and on this branch: - `codeql.yml` and `quality.yml` were bumped by Dependabot (`codeql-action` v4.38.2, `trufflehog` v3.97.9) without their lock records. - `hypatia-scan.yml` and `mirror.yml` refs at `standards@8435558` are missing from the lock. This is the Dependabot lock-regeneration gap, which waits on the pin-applier App. Fixing it here would widen this PR, so I left it. --- _Generated by [Claude Code](https://claude.ai/code/session_01Y6FD63UrriRBHqmhhEca9t)_ --------- Signed-off-by: Jonathan D.A.
