ci: fold runtime-policy.yml into governance (cicd-regularisation §14) - #13
Conversation
The downstream half of rsr-template-repo#244. This repository's copy of
runtime-policy.yml is the pre-2026-10-14 version ("Deno is RETIRED"),
whose `total -gt 1` test fails any repository holding bun.lock,
deno.lock and pnpm-lock.yaml together, which is what js-runtimes regen
writes. Governance at 934b879 already covers the check: "Language /
package anti-pattern policy" fails any tracked package-lock.json, and the
"JS runtimes" jobs check each lock against package.json.
- delete .github/workflows/runtime-policy.yml and its actions.lock record
- validate-template.sh and validate_workflows_test.sh require
governance.yml in its place
Checks: check-lock-sync.sh in sync; validate-template.sh 0 errors;
validate_workflows_test.sh, actions_lock_sha_refs_test.sh and
scorecard_permissions_test.sh exit 0.

Ported unchanged from resource-algebra#12 (3f435aa) so this PR's workflows get past "Set up job". It no-ops once #12 merges. GitHub's runner now rejects a lock record whose ref is its own SHA ("invalid lockfile pin"; standards#1271). Since 2026-10-15 main has had Governance, Rust CI, Mirror, Code Quality and Pages fail at startup. The six standards reusables move from 934b879 to 75bd599, whose own lock carries tag refs (standards#1271, #1285); lock-selfcheck.sh reports it self-consistent. relock-standards-pin.sh at 75bd599 re-keyed actions.lock and gave the twelve self-SHA action records the tags standards records for the same commits, after checking commit and repository ids match. No commit value changes. Each tag was checked with git ls-remote; 14 of 15 point at the recorded commit. dtolnay/rust-toolchain's 'v1' has since moved off e2a55d2, in standards' own lock too; the runner does not refuse it. This reverses #7's four SHA refs (upload-artifact, setup-deno, rust-toolchain, setup-bun). actions_lock_sha_refs_test.sh asserted the form the runner now refuses; it now requires a symbolic ref with the SHA in key and commit, and plants the self-SHA, upper-case and empty refs as negative controls. It passes on this lock and fails on main's. CI: why the standards-reusable jobs failed at "Set up job", and the fix ported Governance, the secret scans, Hypatia and Rust CI failed before any step ran: This is not this PR's change. The standards reusables were pinned to a commit whose own lock gives I ported both of #12's commits unchanged: Checked locally on the new head:

main gained #12 as one squash commit (b257919), while this branch carries its own copies of #12's two commits. A plain merge would list the "lock records carry tag refs" CHANGELOG section twice and conflicts in actions_lock_sha_refs_test.sh with CodeRabbit's 678141b. This branch already holds everything main has, so the merge keeps the branch's own tree: the CHANGELOG section appears once and the test keeps 678141b's tag-ref check and migration hook. The merge tree is identical to 678141b's. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01LiQzWJdcPfRU6YMDGRG8Xi

…igration test The runtime-policy entry said governance at 934b879 covers the check. This branch re-pins it to 75bd599, so the pin is dropped from the sentence. It also records that actions_lock_sha_refs_test.sh, which Estate Rules runs, requires runtime-policy.yml and its lock record to stay gone and runs runtime_policy_migration_test.sh. CodeRabbit's df19035 added tests/workflows/runtime_policy_retirement_test.sh, which restores the retired runtime-policy workflow or its lock record in each way the SHA-ref gate must catch and checks the gate rejects every one. It tests this PR's own change but no workflow ran it. Estate Rules now runs it after the gate, and the changelog names it. …npm > npm) (#78) ## Summary This is the third pilot of the estate-wide runtime-policy sweep, and the variant for repositories without governance. This repository's `.github/workflows/runtime-policy.yml` failed any repository holding `bun.lock`, `deno.lock` and `pnpm-lock.yaml` together ("Mixed toolchains: 3 package managers"). That is exactly what `js-runtimes regen` writes under the 2026-10-14 ruling (standards LANGUAGE-POLICY §1.3–§1.4: Bun > Deno > pnpm > npm, one `package.json`). The file is replaced with rsr-template-repo's fixed version: - The three regen locks count as one dependency graph. - `package-lock.json` next to them still fails. - A `deno.json` is a notice. Governance-calling repositories delete this file instead (hyperpolymath/rsr-template-repo#244, hyperpolymath/resource-algebra#13). Governance already fails any tracked `package-lock.json`. This repository does not call `governance-reusable.yml`, so the file stays as its only such check. ## Testing - The gate's run step, extracted and run on planted files, exits 0 on `bun.lock` + `deno.lock` + `pnpm-lock.yaml`. It exits 1 once `package-lock.json` is added. - Its `actions.lock` record (`actions/checkout@v7.0.1`) is unchanged. ## Not in this PR: a lock that was already out of sync `check-lock-sync.sh` reports the same failures on `main` and on this branch: - `codeql.yml` and `quality.yml` were bumped by Dependabot (`codeql-action` v4.38.2, `trufflehog` v3.97.9) without their lock records. - `hypatia-scan.yml` and `mirror.yml` refs at `standards@8435558` are missing from the lock. This is the Dependabot lock-regeneration gap, which waits on the pin-applier App. Fixing it here would widen this PR, so I left it. --- _Generated by [Claude Code](https://claude.ai/code/session_01Y6FD63UrriRBHqmhhEca9t)_ --------- Signed-off-by: Jonathan D.A. Summary

This repository's
runtime-policy.ymlis the pre-2026-10-14 copy, which still says Deno is retired. Itstotal -gt 1test fails any repository holdingbun.lock,deno.lockandpnpm-lock.yamltogether, which is exactly whatjs-runtimes regenwrites.Governance at
934b879already does this job, and more strictly:governance / Language / package anti-pattern policyfails any trackedpackage-lock.json.governance / JS runtimes — bun / deno / pnpmchecks each lock againstpackage.json.The standards cicd-regularisation spec §14 folds this file into governance.
