Investigation: what was actually failing (current runs, 2026-10-31)
Estate sampling showed many workflows red with zero jobs, including Hypatia-related ones. Those are population observations, not proof of a Hypatia defect. Classified from this repo's current runs:
Run
Category
Verdict
Governance 41196057086 — startup_failure, 0s, zero jobs
1 · Admission/source resolution
No job ever started; no analysis happened. Intermediate pin change on the branch.
Governance 41196138008 / 41196238803 — Allowlist Preflight only
3 · Tool/configuration (pinned-policy mismatch)
Callers pinned standards 333b06a…, whose allowlist (verified at that ref, both copies) has nometadatastician/standards/… pattern — so the five canon reusables the caller itself uses were flagged as gaps. Standards 1725beb… adds exactly metadatastician/standards/.github/workflows/*@*. Not five findings, and not a reason to weaken the gate.
Mirror 41196238787
2 · Runner setup / prerequisites
At 333b06a…, Verify <forge> SSH host ran before the not-configured skip: forges with no *_SSH_KEY failed on host verification, then printed "Skipped". At 1725beb… verification is gated on the key; unconfigured forges skip explicitly. Remainder is owner-side (register deploy keys or leave the forge disabled — the run then honestly says skipped).
Hypatia Security Scan 41196238773
4 · Actual analysis channel
Hypatia Neurosymbolic Analysis job ran and succeeded — the only green shape that means "the scanner ran".
Note: #989's body claimed the Governance pin had moved to 1725beb…, but the merged tree still pinned 333b06a… in all five callers and actions.lock. This PR makes the tree match the claim and adds a contract test so the claim is checked, not trusted.
Change
Pin all five standards reusable callers (governance, hypatia-scan, mirror, scorecard, secret-scanner) to immutable standards 1725bebd3773ea25627479f813283abf1c497a85 (standards main at time of writing; its reusables carry upstream contract tests and stage policy from job.workflow_sha — the caller's exact pin, never a floating HEAD clone).
actions.lock updated consistently, including the new transitive actions/download-artifact@9000827… resolution from hypatia-scan-reusable@1725beb…. (The gh actions-lock binary could not be fetched in the sandbox — release-asset host unreachable — so the Governance Actions lockfile verify job on this PR is the authoritative regeneration check; will fix forward if it disagrees.)
New checker scripts/standards-integration/check-standards-integration.sh + test/standards-integration-test.sh, wired into a zero-third-party-action Standards Integration workflow (same pattern as the squabbler canary, so the gate can run even when action resolution is the thing that's broken).
Consumer handoff, prerequisites, taxonomy and bump checklist: docs/consumers/standards-governance.adoc.
Hypatia is not disabled and no genuine finding is dismissed: the scan lane keeps its base/event-SHA scanner source (never the PR head, never floating) and its existing gating.
Outcome semantics (never collapsed into "green")
checker exit 0 / outcome=pass = integration channel ready — not a scan result
exit 3 / outcome=unavailable category=tool-unavailable = tool absent — reported as not verified, fails closed in CI; absent tools, skipped jobs and startup_failure are never successful analysis
Actual execution evidence
Local, before push:
ok(positive) outcome=pass standards_pin=1725bebd3773ea25627479f813283abf1c497a85 callers=5
ok(floating-pin) rc=1 outcome=fail (governance.yml @main rejected)
ok(lock-drift) rc=1 outcome=fail (actions.lock ≠ workflow pin rejected)
ok(divergent-pins) rc=1 outcome=fail (scorecard.yml on a different SHA rejected)
ok(pr-head-scanner) rc=1 outcome=fail (hypatia-ref = PR head rejected)
ok(unavailable-tool) rc=3 outcome=unavailable (gh absent for --verify-remote; not a pass)
PASS: standards-integration positive, negative and unavailable-tool cases
--verify-remote with gh present: remote=verified repo=metadatastician/standards commit=1725beb…
test/ci-health-test.sh: PASS (unchanged suite)
YAML: all six touched workflow files parse
CI on this PR is the remaining evidence: Governance must start real jobs and pass Allowlist Preflight (or each remaining gap gets explained here individually), Hypatia Security Scan's analysis job must run, Mirror must print explicit per-forge lines, and Standards Integration must pass. I will notify @hyperpolymath here only when those checks are genuinely clean — a merged PR, a skipped job, or a zero-job run will not be reported as clean.
Consumer handoff (summary; full version in the doc): copy the five uses: pins + hypatia-ref: ${{ github.event.pull_request.base.sha || github.sha }}, pass only declared secrets (never secrets: inherit), ensure the repo Actions allowlist permits metadatastician/standards/.github/workflows/*, regenerate actions.lock with gh actions-lock in the same PR, and run bash test/standards-integration-test.sh.
…ision
Current-run classification (2026-10-31) showed this repo's reds were
not Hypatia findings: Governance startup_failure with zero jobs
(category 1, admission), Allowlist Preflight failing because the
pinned standards 333b06a allowlist lacks the
metadatastician/standards/.github/workflows/* pattern its own five
canon reusables need (category 3, pinned-policy mismatch), and Mirror
SSH-host verification running before the not-configured skip so
unconfigured forges failed instead of skipping (category 2).
Pin all five standards reusable callers (governance, hypatia-scan,
mirror, scorecard, secret-scanner) to standards
1725bebd3773ea25627479f813283abf1c497a85, whose allowlist contains
that pattern and whose mirror reusable gates verification on the key
being configured. Update actions.lock consistently (including the new
transitive actions/download-artifact resolution) and add a zero-action
Standards Integration gate.
Add scripts/standards-integration/check-standards-integration.sh with
explicit outcome semantics (0=pass/channel-ready, 1=config fail,
3=tool unavailable — never reported as a pass) and
test/standards-integration-test.sh covering positive, floating-pin,
lock-drift, divergent-pin, PR-head-scanner and unavailable-tool cases.
Document the four-category taxonomy, current-run evidence, runtime
prerequisites and consumer bump handoff in
docs/consumers/standards-governance.adoc.
Hypatia is not disabled and no finding is dismissed: the Hypatia
Security Scan lane keeps its base/event-SHA scanner source and its
existing gating.

Summary
Summary by CodeRabbit
Chores
Updated the shared standards workflow versions used across repository checks.
New Features
Added an automated integration check to validate workflow configuration and version consistency.
Added checks that distinguish configuration failures from unavailable verification tools.
Documentation
Added a guide covering workflow requirements, verification outcomes and version-update steps.
Tests
Added integration tests for valid configuration and common configuration errors.
The five reusable workflow callers now use the same immutable standards revision. The change also adds a consumer guide, a contract checker with tests, and a GitHub Actions workflow that runs the integration checks.
Changes: Standards workflow integration
Layer / File(s)
Summary
Shared pin and consumer contract .github/workflows/{governance,hypatia-scan,mirror,scorecard,secret-scanner}.yml, docs/consumers/standards-governance.adoc, README.adoc
The five callers now reference the same standards commit. The guide describes the consumer contract, failure categories, prerequisites, reporting rules, and pin-update steps. The README links to the guide.
Contract checker and test coverage scripts/standards-integration/check-standards-integration.sh, test/standards-integration-test.sh
The checker validates caller pins, lock entries, scanner references, secret configuration, and optional remote pin resolution. Tests cover successful, invalid, and unavailable outcomes.
The workflow runs on pull requests, pushes to main, and manual dispatches. It checks out the event commit, runs the integration tests, and fails for unavailable tooling or contract violations.

Possibly related issues
hyperpolymath/hypatia#990: The pull request updates the five standards pins and adds pin and lock consistency checks, which address part of the reported integration concerns. It does not resolve the reported upstream allowlist gaps.
hyperpolymath/hypatia#991: The pull request adds pin and lock validation and updates standards callers, but does not establish the cause of the reported startup failures.
Possibly related PRs
hyperpolymath/hypatia#958: Both pull requests update the same five reusable workflow callers; this change pins them to a tested immutable revision and adds pin and lock checks.

The new check meant to guarantee an immutable standards pin can be bypassed by an inline comment, and CI does not confirm the pinned commit is published. Fix these before relying on the gate; the remaining items are minor.

Hypatia.Rules.ActionsLock validates that every transitive uses: in a
dependency record resolves to a dependency key; the standards
1725beb hypatia-scan reusable adds actions/download-artifact@9000827
(v8.0.2), so record its SHA-keyed dependency (same owner/repo identity
as the existing symbolic v8.0.2 entry). Caught by the Elixir Compile
job's authoritative-lockfile parse test on #992.

At standards 1725beb the preflight reports only
google/clusterfuzzlite/actions/{build,run}_fuzzers@v1: the checker now
matches complete action paths, the tree canon lacks the narrow
subpath patterns the live-policy list already grants. Filed upstream
as metadatastician/standards#1380; Governance is not reported clean
until a published standards revision carries the fix.

Add the exact transitive dependency record
This new nested reference has no matching top-level dependency record: the lock defines only actions/download-artifact@v8.0.2 at lines 203–207, not the exact @9000827... key used here. Hypatia.Rules.ActionsLock.validate_transitive_dependencies/1 requires every nested uses value to match a dependency key exactly (lib/rules/actions_lock.ex:574-584), so the repository's authoritative-lock test and Governance lockfile verification reject this lock on every run. Regenerate the lockfile so it includes the exact-keyed transitive record.
The reason will be displayed to describe this comment to others. Learn more.
Validate the lockfile's transitive closure
When a standards bump adds or changes a transitive action, these checks validate only the standards parent record and therefore report outcome=pass even if one of its nested uses entries has no exact top-level dependency record. The current lock demonstrates the false green: it contains the dangling actions/download-artifact@9000827... reference while this checker and its positive test pass, although the repository lock parser rejects it. Extend this gate to validate the complete workflow and transitive dependency closure rather than only the parent commit.

Keep repository SHAs out of the generic consumer snippet
For any consumer repository other than Hypatia, this expression resolves to a commit in that consumer's repository, but hypatia-ref identifies the Hypatia source revision that the reusable checks out. Copying this advertised consumer snippet therefore supplies an unresolvable Hypatia revision and makes both governance and scan setup fail; the local workflow comment at .github/workflows/governance.yml:30-35 correctly notes that other repositories should retain the reusable's vetted default. Omit this input from the generic snippet or clearly restrict the dynamic base/event-SHA form to Hypatia itself.
Standards integration contract — pass (4s, real job, zero third-party actions)
governance / Actions lockfile verify — pass (the hand-updated lock, incl. the transitive actions/download-artifact@9000827… SHA-keyed entry added after the Elixir lockfile-parse mutant caught its absence, is accepted by the authoritative gate)
Elixir Compile (dogfood toolchain) — pass (was red on the first head for exactly that lockfile-parse reason; fixed in 7a9f8e7)
All other Governance jobs — pass (21/22: baseline validation, workflow staleness, security policy, linters, ratchets, JS runtimes…)
hypatia / Hypatia Neurosymbolic Analysis — pass (3m24s, 37/41 steps successful, remainder conditional) — the scanner genuinely ran at the new pin; this is a category-4 channel result, not a skipped job.
Not clean — one remaining failure, individually explained:
governance / Allowlist Preflight — fail. Reproduced offline with the pinned gate: exactly 2 gaps, google/clusterfuzzlite/actions/build_fuzzers@v1 and …/run_fuzzers@v1. The checker at 1725beb… matches complete action paths; the standards tree canon lacks the two narrow subpath patterns that standards' live policy list already grants. Upstream drift, filed with reproduction as fix(allowlist): tree canon lacks narrow ClusterFuzzLite subpath patterns the live list grants (Allowlist Preflight gaps) metadatastician/standards#1380. Per instructions I am not disabling the fuzzing lane or the gate to force green, and I am not notifying @hyperpolymath that checks are clean — they are not, yet. When a standards revision carrying the #1380 fix is published, the follow-up is mechanical: bump all five pins + actions.lock together (the new contract test enforces this), re-run, then notify.
Mirror lane note: mirror.yml only runs on push to main, so it has no PR run here; at 1725beb… its SSH-host verification is gated on the key being configured (verified in the reusable source), so post-merge the unconfigured forges should print explicit skip notices instead of failing verification. That post-merge run is part of the genuinely-clean check.

Validate every reusable pin and actual scanner-ref value, reject dangling

Expand fixtures for review-identified false greens and clarify caller-

Addressed the actionable integration-contract review feedback in a93e7ac:
checker now preflights every external tool it invokes; unavailable sort/head are exit 3, not config failure;
actual anchored YAML uses: values are parsed after removing inline comments; every pin, including additional reusable jobs in one caller, must be a full SHA and agree;
hypatia-ref validates its full value after removing comments, preventing a comment SHA from masking a PR-controlled source;
checker validates workflow and transitive actions.lock dependency closure (including the exact-key resolution rule enforced by Hypatia's parser);
CI now runs --verify-remote with GH_TOKEN and fails closed if the published pin cannot be checked;
docs state the hypatia-ref expression is Hypatia-specific and distinguish the five caller permission sets.
Validation: bash test/standards-integration-test.sh passes 11 positive/negative/unavailable assertions; checker --verify-remote verifies published standards commit 1725bebd…; bash test/ci-health-test.sh, shell syntax, YAML parse, and git diff --check pass. CI on a93e7ac: Standards integration contract, Elixir Compile, Actions lockfile verify, Hypatia Neurosymbolic Analysis and docs checks pass. Governance Allowlist Preflight remains the known upstream standards#1380 gap (two ClusterFuzzLite subpath patterns), and several slower checks were still pending at last inspection; this PR is not claimed clean.
Please re-review the updated head when convenient.

Validate every reusable job's scanner reference
When either caller contains multiple standards reusable jobs, head -n1 validates only the first hypatia-ref; a second job using the same standards pin but hypatia-ref: ${{ github.event.pull_request.head.sha }} therefore passes the pin, lock, and scanner checks while executing PR-controlled scanner code. Fresh evidence in the current code is that the pin loop explicitly supports multiple reusable jobs, but this scanner loop still discards every value after the first.
The reason will be displayed to describe this comment to others. Learn more.
Parse quoted reusable references
When a caller retains its normal job but adds a valid quoted YAML value such as uses: "metadatastician/standards/.github/workflows/governance-reusable.yml@main", this pattern ignores the quoted job because it requires the repository name immediately after uses:. The existing unquoted job lets the checker continue and report success, so a floating or divergent standards reusable can bypass the stated all-jobs invariant even with a corresponding valid lock entry.
The reason will be displayed to describe this comment to others. Learn more.
Reject quoted secrets inheritance
When a reusable caller writes the YAML-equivalent secrets: "inherit", this grep does not match because it expects inherit immediately after whitespace. GitHub receives the same scalar value after YAML parsing, so the caller forwards all available secrets while this least-privilege contract reports outcome=pass; inspect the parsed value or accept optional YAML quoting.
The reason will be displayed to describe this comment to others. Learn more.
Test the pull request merge commit
On pull_request runs this explicitly checks out the head commit rather than the synthesized merge commit; GitHub documents that github.sha is the pull request merge commit while github.event.pull_request.head.sha tests the head without simulating the merge (GitHub Docs). When the base branch has changed since the PR branched, this gate can therefore pass a stale head-only combination of callers and lockfile even though the tree that will be merged violates the contract, leaving the required check green until the post-merge push fails.
The reason will be displayed to describe this comment to others. Learn more.
Bind callers to their intended reusable workflows
When a caller is accidentally switched to a different standards reusable at the same SHA—for example, governance.yml calling hypatia-scan-reusable.yml—this accepts it because any .yml basename is valid, and the lock records only metadatastician/standards@<SHA> rather than the reusable path. The checker consequently reports success even though the intended governance lane has been replaced or a typo causes a zero-job startup failure; validate the expected reusable basename for each entry in CALLERS.

Investigation: what was actually failing (current runs, 2026-10-31)
Estate sampling showed many workflows red with zero jobs, including Hypatia-related ones. Those are population observations, not proof of a Hypatia defect. Classified from this repo's current runs:

Local, before push:
CI on this PR is the remaining evidence: Governance must start real jobs and pass Allowlist Preflight (or each remaining gap gets explained here individually), Hypatia Security Scan's analysis job must run, Mirror must print explicit per-forge lines, and Standards Integration must pass. I will notify @hyperpolymath here only when those checks are genuinely clean — a merged PR, a skipped job, or a zero-job run will not be reported as clean.
