This implements the consumer side of metadatastician/standards#1352 (ADR-009). The estate declares egress in the repo deed instead of adopting step-security/harden-runner everywhere. It sits on top of #966, which merged first: #966's exposure model is kept as RE001's severity layer.
RE001 after this PR
Scope (ADR-009): every locally run job that reads a real secret, including one it inherits from the workflow's top-level env:. secrets.GITHUB_TOKEN is the job token and doesn't count.
Satisfied by: harden-runner (owner/repo matched case-insensitively, as GitHub resolves it), or an entry in the (egress …) clause of <repo>_chora.deed whose :secrets equal the secrets the job reads. A declaration satisfies an exposed job too (owner ruling, 2026-10-27). Declarations are checked even for a hardened job.
Severity: a job is :high when the credential shares a step with fetched or untrusted code (fix(rules): scope RE001 to credentials exposed to code the job cannot vouch for #966's step, env and trigger model), otherwise :warn, with or without an exposure (owner ruling, 2026-10-27). A hardened job is always :warn. The exposure list is in the reason and in detail.exposures.
Findings:
undeclared job: the job's severity;
drift (declared and read secrets differ): the job's severity, so an incomplete declaration never lowers a finding;
computed key (secrets[env.X], toJSON(secrets), secrets.*): the job's severity, and no declaration can satisfy it;
enforcement mismatch: the deed declares harden-runner-audit or harden-runner-block but the job has no harden-runner step, or declares harden-runner-block while the step runs egress-policy: audit (or the default, which is audit);
stale declaration (job gone, runs elsewhere, or reads no real secret): :warn, reported against the deed.
Secret reading: across every ${{ … }} in the job, even one that a folded scalar splits over lines. The secrets.NAME and secrets['NAME'] forms both count, and the context matches case-insensitively. String literals are skipped, and only the top-level context counts. fix(rules): scope RE001 to credentials exposed to code the job cannot vouch for #966's exposure model uses the same reader.
An unreadable deed declares nothing, and the finding says why.
Hypatia.Deed (lib/hypatia/deed.ex) reads deed.abnf v1.2.1 (metadatastician/standards#1359, merged) and the egress clause profile. It accepts a deed only if both the grammar and deed_lint.js would, including the gate's filename-stem, dispatch and boolean-word checks.
Your merge of main into this branch (7b1e5f9) left re001_missing_harden_runner/1 spliced from both versions, so the module did not compile. 020da4b rebuilds RE001 from main's version with this PR on top.
#966's test suite runs unchanged except for 9 tests that asserted no finding for a job without an exposure. Under the ADR-009 ruling, those jobs are now :warn findings, so those tests assert [%{severity: :warn, detail: %{exposures: []}}]. That still checks that each decoy is not mistaken for an exposure.
Testing
research_extensions_test + deed_test: 153 tests, 0 failures. kyaml_workflow_test: 10/10. mix format --check-formatted is clean.
Caveat: hex.pm is unreachable from the session, so I compiled the touched modules standalone under Elixir 1.14. research_extensions_wiring_test (CLI/SARIF) runs first in CI.
Differential fuzzing: apg-js compiled from deed.abnf v1.2.1 and the reader agree on 20,043 mutated deeds, apart from the semantic checks.
RE001 on real trees: hypatia 9, standards 15, rsr-template-repo 0 (its deed declares its three jobs), choreographic-types 1 (push-email-notify: needs a deed).
Known limits (follow-up: a parsed workflow model, #971): RE001 reads workflows line by line. A job written as a flow mapping is not seen, so a declaration for one reads as stale, and a secret named only in an inline YAML comment counts as read. Both errors make RE001 report more, never less.
…tandards ADR-009)
The estate decided against an estate-wide step-security/harden-runner
(metadatastician/standards ADR-009). A secret-bearing job may instead be
attested in the (egress …) clause of the repo deed.
- RE001 ignores secrets.GITHUB_TOKEN (the same token as github.token).
- A job listed in the deed with exactly the secrets it reads satisfies RE001;
harden-runner still does too.
- Drift (declared and read secrets differ) and stale declarations are findings.
- Findings name the job and give the exact (job …) entry to add.
- Hypatia.Deed: a reader for deed.abnf v1.2.0 and the egress clause profile,
tested against the standards fixtures (test/fixtures/deed_egress, copied).
- Test helpers clear their temp dir first: System.unique_integer restarts
with each VM, so a second run reused a dir an earlier run left files in.
Tests: research_extensions_test, deed_test and kyaml_workflow_test, 91 tests,
0 failures, run standalone under Elixir 1.14 (hex.pm is unreachable from the
session, so the full mix suite was not run locally).

RE001 now recognises repository deed egress declarations as an alternative to Harden-Runner for jobs that use secrets.
Secret-use checks ignore GITHUB_TOKEN, detect references across workflow expressions and report undeclared, outdated or mismatched declarations. Findings distinguish higher-risk exposure from other undeclared secret use.
Documentation
Updated the changelog and RE001 guidance with the new checks and deed-based declarations.
Tests
Expanded regression coverage for deed parsing, secret detection and egress declarations.
The pull request adds a DEED parser and repository egress-declaration reader. RE001 now checks secret-bearing workflow jobs against Harden-Runner and deed declarations, and reports undeclared secrets, declaration drift, stale entries, and dynamic secret reads.

…FC 1123 labels
Tracks standards#1352's fixes to the egress profile, prompted by Codex
review there:
- GitHub matches secret names without regard to case and stores them
uppercase. RE001 now uppercases each secrets.X reference before
comparing, so secrets.github_token is the job token and does not count,
and secrets.smtp_pass matches a declared "SMTP_PASS". The reader accepts
only the stored, uppercase form in :secrets and var:/secret: endpoints.
- An (egress …) clause nested inside another clause is refused instead of
being read as no declaration; the RE001 finding names the reason.
- Hostname labels start and end with a letter or digit; workflow paths
have no empty name segments, as egress.abnf.
Fixtures re-copied (9 new). Three new RE001 tests. 94 tests, 0 failures
(research_extensions, deed), run standalone under Elixir 1.14; CI runs both
files on 1.19.4.

… valid fix text
Codex review on this PR:
- P1: ${{ secrets['NAME'] }} (and "NAME") was invisible to RE001, so a job
could read an undeclared secret through the index form and still match a
declaration. secret_refs/1 now reads every ${{ … }} expression on a line
for both the property and index forms, anywhere in the expression
(${{ vars.X || secrets.Y }} reads Y; the old pattern needed secrets right
after ${{).
- P2: Hypatia.Deed.parse/1 accepted forms deed.abnf rejects: no
:schema-version, and missing token separators (Codex's example
(repo-deed(egress(job …))) parsed). The reader now requires exactly one
string :schema-version and a separator before every field and clause,
between a keyword and its value, and between list values. A deed that
fails declares nothing, and the RE001 finding says why.
- P2: the suggested (job …) entry carried ":endpoints (…)", which is not a
deed value. It now emits ":endpoints ()" and says what to list there; a
test pastes the suggested entry into a deed and expects RE001 to pass.
The fourth finding (case) was already fixed in 36cfb21.
109 tests, 0 failures (research_extensions, deed, kyaml_workflow), standalone
under Elixir 1.14. RE001 on real trees is unchanged: template 0,
choreographic-types 1, hypatia 11, standards 15.

… ADR-009) (#259)
## Summary
This adds the `(egress …)` clause to `rsr-template-repo_chora.deed`, as
decided in metadatastician/standards#1352 (ADR-009). It means the
template's secret-bearing jobs satisfy Hypatia RE001
(hyperpolymath/hypatia#964) without `step-security/harden-runner`. No
workflow changes.
## Changes
- An `(egress …)` clause, added through `scripts/deed-clause.sh append`,
with one entry per job:
- `push-email-notify.yml` / `notify`: the four SMTP secrets, endpoint
`secret:SMTP_HOST`.
- `sonarqube.yml` / `sonarqube`: `SONAR_TOKEN`, endpoints
`sonarcloud.io` and `*.sonarcloud.io`.
- `build-notification.yml` / `trigger-boj`: `BOJ_SERVER_URL`, endpoints
`secret:BOJ_SERVER_URL` and `var:BOJ_SERVER_URL`. The workflow's
documented secret fallback is kept and attested, not removed.
- Every entry says `:enforcement none`, which is a true answer: the
boundary is recorded, and nothing enforces it at run time yet.
## RSR Quality Checklist
### Required
- [x] Tests pass: `deed_lint.js` OK; `deed_egress.js` OK (3 egress jobs)
- [x] Code is formatted: written through the canonical deed writer
- [x] Linter is clean: `check-no-a2ml` and `check-no-placeholders` pass.
`check-root-shape` fails identically on main (pre-existing).
- [x] No banned language patterns
- [x] No `unsafe` blocks without `// SAFETY:` comments (n/a)
- [x] No banned functions (n/a)
- [x] SPDX license headers present (no new files)
- [x] No secrets, credentials, or `.env` files included. Secret *names*
only.
### As Applicable
- [x] Repo deed updated: a new `(egress …)` clause
- [ ] Repo deed `(ecosystem)` / `(meta)`: unchanged
- [ ] `docs/status/ROADMAP.adoc`: unchanged
- [x] Documentation: the clause carries its own rationale comment, and
the spec lives in standards
- [ ] CHANGELOG: none kept for deed edits here
## Testing
With the hypatia change, RE001 run on this tree gives **3 findings on
main and 0 on this branch**.
Repos minted from the template inherit the entries. Existing repos are
not affected by a workflow re-sync: each needs the entries added to its
own deed. That sweep is listed as owed in ADR-009, and RE001's fix text
gives the exact entry.

Two review findings on the egress declaration path:
- secret_refs/1 now consumes each string literal in a ${{ … }}
expression whole while scanning, so ${{ 'secrets.X' }} is not read
as a reference to X. The index form secrets['X'] is still matched.
- egress_declarations/1 rejects an (egress …) clause that repeats
:policy, as standards deed_lint.js does. Order stays free, as
egress.abnf allows: :policy may follow the job clauses.

…empty path segments (#1354)
## Summary
This follows up on #1352 (ADR-009), which
merged before this fix was pushed. Codex review found four defects in
the `(egress …)` clause profile checker. All four are real, and all four
are fixed here. The threads on #1352 refer to this change as `a3100f4`;
on this branch it is `c47847f`, the same change on top of current
`main`.
## Changes
1. **Secret and variable names use the stored, uppercase form.** GitHub
matches these names without regard to case and stores them uppercase.
Before this fix, `"github_token"` slipped past the `GITHUB_TOKEN` ban
and `"FOO"`/`"foo"` slipped past the duplicate check. `secret-name` in
the ABNF and `SECRET` in the checker are now `[A-Z_][A-Z0-9_]*`, so each
name has one spelling and both rules are exact comparisons.
2. **A nested `(egress …)` clause is rejected.** One written inside
another clause used to be ignored silently, so a typo declared nothing
and still passed. This is now a SEMANTIC rule in the ABNF header and is
checked recursively.
3. **Hostname labels start and end with a letter or digit** (RFC 1123
§2.1), in both the ABNF and the checker regex.
4. **Workflow paths have no empty name segments.** The checker accepted
`.foo.yml` and `a..yml`, which the ABNF's `workflow-path` rejects. Its
regex now mirrors the ABNF rule.
Nine new fixtures: eight invalid, plus one valid one that has hyphenated
hosts and a dotted workflow name. The spec, the tools README and the
ADR's evidence counts are updated.
## Testing
- `bun test 1-formats/deed/tools/`: **104 pass, 0 fail.** `--self-test`,
`--fixtures` and `--egress-fixtures` are all OK.
- apg-js cross-check of `deed.abnf` + `egress.abnf`: the grammar and the
checker agree on all 31 fixtures. The ABNF rejects the 17 syntactic
violations. It accepts the 9 semantic ones, which include the nested
clause and which the checker rejects.
- The template deed (`hyperpolymath/rsr-template-repo`, 3 egress jobs)
still passes `--egress`.
## Linked
hyperpolymath/hypatia#964 carries the matching reader and RE001 changes
(commit `36cfb21`). RE001 now uppercases `secrets.X` references before
comparing, so `secrets.github_token` counts as the job token.

Three review findings:
- An expression now ends at the first }} outside a string literal, so
format('{{x}}', secrets.Y), GitHub's escaped-brace form, still reads
Y. The old non-greedy match stopped inside the literal and let an
undeclared secret pass a declaration.
- Only the top-level secrets context counts: a property named secrets
(github.event.client_payload.secrets.X, steps.my-secrets.outputs.x)
is not a secret reference.
- quoted = "'" ( symbol / list ), as deed.abnf has it: a quoted string,
integer or boolean is refused, and so is a separator after the quote.
apg-js run on deed.abnf agrees on every case in the new test.

## Summary
This re-syncs `labels.yml` and `label-triage.yml` to the
hyperpolymath/rsr-template-repo versions, as
hyperpolymath/echo-types#354 did in echo-types. It is part of the
estate-wide RE001 / harden-runner decision:
metadatastician/standards#1352 (ADR-009), hyperpolymath/hypatia#964 and
the template PR.
## Changes
- `GH_TOKEN: ${{ github.token }}` replaces `${{ secrets.GITHUB_TOKEN
}}`. It is the same token.
- The runner is pinned to `ubuntu-24.04`, and each job gets
`timeout-minutes: 10`.
- Neither workflow gains a `uses:` step, so `actions.lock` is unchanged.
## Testing
- `node scripts/check-repository.mjs` passes.
- I ran RE001 locally: **3 findings before, 1 after**, under both the
current and the new rule.
- The one that remains is `push-email-notify.yml`, which genuinely needs
the SMTP secrets. Under ADR-009 it is cleared by an `(egress …)` entry
in a repo deed. **This repository has no `<repo>_chora.deed` yet**, so
clearing it means minting a deed first, which is out of scope here.

Three review findings, and the root cause behind the run of deed ones:
the reader was a second, looser reading of the grammar. It now follows
deed.abnf rule by rule, plus the gate's semantic checks:
- strings take str-char only: no raw control character or DEL;
- token-sep is SP, CRLF, LF or a comment that ends in a line-end; a
bare CR, a tab, or an unterminated final comment is refused;
- SPDX header lines are text-chars with a non-blank payload;
- a #u8 body is domain:name with a printable ASCII domain.
One departure, kept on purpose: a separator may come before a list's
first value. deed.abnf has none there, but deed_lint accepts it and the
template's live deed writes every multi-line list that way; refusing it
would stop the worked model declaring anything. The template's deed is
now a fixture.
Checked against apg-js running deed.abnf (with only that list rule
widened) on 16,000 mutated deeds: the reader accepts nothing the
grammar rejects. The reader at the previous commit accepted 515 such
deeds in the first 6,000.
RE001 now scans each job as one text, so an expression a folded YAML
scalar splits across lines is read whole, and a finding still points at
the line of its first secret.

…ared
Two review findings, both ways a declaration could cover a job that reads
more than it lists:
- GitHub matches context names without regard to case, so SECRETS.X and
Secrets['X'] read X. The top-level context is now matched that way.
- Any other use of the context reads secrets whose names are not in the
text: secrets[env.NAME], toJSON(secrets), secrets.*. Such a job gets
its own finding, pointing at the line, that no egress declaration can
satisfy; harden-runner still does. A job that reads secrets only that
way is now a finding too, where the old rule did not see it.
RE001 counts on hypatia, standards, the template and choreographic-types
are unchanged (9 / 15 / 0 / 1).

… the rest (#1359)
## Summary
Implements the owner ruling of 2026-10-27. It came out of
hyperpolymath/hypatia#964: a deed reader written to follow `deed.abnf`
exactly refused the estate template's own deed. Comparing `deed.abnf`,
the gate (`deed_lint.js`) and real deeds showed they disagree in both
directions.
**Grammar change (additive: every v1.2.0 deed is a v1.2.1 deed).**
- `list = "(" [token-sep] [value *(token-sep value)] [token-sep] ")"`
- The gate and `rsr-template-repo_chora.deed`, the estate's worked
model, already write multi-line lists starting on the line after `(`,
for example `:purpose (` then a newline.
**The gate now enforces the rest of the grammar as written.** Each of
these was accepted by `deed_lint.js` on main and rejected by
`deed.abnf`:
| Construct | Example | Rule |
|---|---|---|
| Items with no separator between them | `:a "x":b "y"`, `("A""B")`,
`(c:a 1)`, `:a 1(c)` | `form`, `clause`, `list` |
| DEL in a string | `"a\x7fb"` | `str-char` |
| C0 control character or DEL in a comment or SPDX line | `; a \x01`,
`CC-B\rY` | `text-char` |
| Final comment with no line-end | `)\n; end` at EOF | `comment` |
| Separator between `'` and what it quotes | `' sym` | `quoted` |
The no-separator gap is the largest. The gate dropped `skipSep()`'s
result in all three item loops, so it accepted fields, clauses and list
values run together.
## Evidence
- apg-js compiled from `deed.abnf` v1.2.1 and `deed_lint.js` give the
same verdict on **20,043 deeds** mutated from the fixtures and real
deeds (three runs: 6,008 + 10,033 + 4,002). The only differences are the
gate's semantic checks (`:schema-version`, the `#u8` domain). On the
same 20,043 deeds, main's gate accepted **296** that the grammar
rejects: 214 DEL, 58 C0 control or bare CR, 21 items with no separator,
and 3 with a separator after `'`.
- Every real deed still passes the tightened gate: all 20 in this repo
(as the `deed-conformance` lane runs them) and the template's live deed.
Self-test, fixtures and egress fixtures all pass.
- `bun test deed_lint.test.js`: 113 pass, 0 fail. On main's
`deed_lint.js`, the new fixtures and tests fail (7 failures).
- apg-js accepts the new valid fixture and rejects all five new invalid
ones.
## Changes
- `spec/abnf/deed.abnf`: v1.2.1. Changes the `list` rule, adds a note on
`quoted`, and adds a changelog entry.
- `tools/deed_lint.js`: separators are required before every item,
`checkTextChars` covers comments and SPDX lines, DEL is refused in
strings, a final comment needs its line-end, and nothing may follow `'`
before what it quotes.
- `tools/deed_lint.test.js`: rule mappings for five new invalid fixtures
and three new rule tests.
- `tools/fixtures/invalid/`: `indel-string`, `incomment-control`,
`incomment-no-line-end`, `inheader-control`, `inquote-space`.
- `tools/fixtures/valid/`: `list-leading-separator`.
- `DEED-GRAMMAR-SPEC.adoc` and its mirror `1-formats/deed/README.adoc`:
0.2.4. Updates the EBNF `List`, the QUOTED row and the changelog.
- Version references updated to v1.2.1 in `tools/README.adoc`,
`clauses/egress.abnf` and `EGRESS-CLAUSE-SPEC.adoc`.
No new JavaScript files, so the hand-authored-JS ratchet is unchanged.
## Follow-ups (not in this PR)
- Wire the apg-js differential run into CI, so the grammar and the gate
can't drift apart again. ADR-009 already lists apg-js CI wiring as owed.

The merge of main (#966) into this branch, 7b1e5f9, left
re001_missing_harden_runner/1 spliced from both versions; the module
did not compile. This rebuilds it from main's version with #964 on top,
as the two sessions agreed and the owner ruled on 2026-10-27:
- Scope (ADR-009): every locally run job that reads a real secret.
- Satisfied by harden-runner, or by a deed entry whose :secrets equal
the secrets the job reads, exposed or not.
- An undeclared job is :high when the credential shares a step with
fetched or untrusted code (#966's step, env and trigger model), and
:warn otherwise, with or without an exposure. The exposure list is
in the reason and in detail.exposures.
- Drift and stale stay :warn. A computed-key read stays undeclarable.
- Secrets are read by #964's ${{ }} reader; #966's credential_line?
is gone, so the exposure model sees the same secrets the deed is
compared against (index form, any case, folded expressions).
Tests: main's #966 suite runs unchanged except where it asserted no
finding for a job without an exposure: those 9 now assert a :warn
finding with no exposures, which still checks that each decoy is not
mistaken for one. #964's deed suite is restored. 145 tests pass
(research_extensions_test + deed_test), kyaml_workflow_test 10/10.

Three checks deed_lint makes that the reader did not, so a deed the
gate refuses could still declare egress:
- the <stem> of <stem>_chora.deed is deed.abnf's: letters, digits,
'-', '.', '_', at least one ("bad name_chora.deed", "_chora.deed"
are refused);
- a <stem>_chora.deed must parse as a repo-deed;
- a field's value may not be true, false, yes or no: booleans are #t
and #f.
148 tests pass; the differential corpora still show no divergence from
deed.abnf; every real deed in the four local clones is still accepted.

Two review findings:
- An incomplete declaration downgraded a job whose credential shares a
step with fetched code from :high (undeclared) to :warn (drift). Drift
now takes the job's own severity and carries its exposures, as the
undeclared and computed-key findings do. Stale stays :warn: there is
no job to rate.
- GitHub resolves an action's owner/repo without regard to case, so
Step-Security/Harden-Runner@… installs the hardener; the match now
ignores case in the action path (the uses: key stays exact).
150 tests pass; RE001 on the four real trees unchanged (9/15/0/1).

A secret in the workflow-level `env:` is inherited by every job and
every step, but RE001 read only each job's own lines. A deed entry
omitting the inherited secret then matched, and a job reading nothing
of its own was not in scope at all.
The top-level env's secret references now join each local job's set,
so the declaration comparison sees them, and they count like a job-level
env credential for the shared-step (:high) check. A job with no secret
of its own but an inherited one is reported, pointing at the env line.
151 tests pass; RE001 on the four real trees unchanged (9/15/0/1).

… job
A declaration attests a fact, and a hardened job skipped every check:
- a hardened job whose declared :secrets differ from what it reads is
now drift, at :warn (harden-runner contains the job);
- a declaration claiming :enforcement harden-runner-audit/-block on a
job that does not install harden-runner is a finding. Without it,
removing the hardener left the declaration clearing the job while
claiming block enforcement.
Hypatia.Deed now returns each entry's :enforcement.
Also fixes a test of my own that leaked: the filename-stem test wrote
"é_chora.deed" and never removed it, which Erlang could not delete in a
later run reusing the tmp path. The ASCII regex already covers that
case; the test now cleans up after each name.
152 tests pass (4 runs stable); RE001 on the four real trees unchanged.

A declaration claiming :enforcement harden-runner-block on a job whose
harden-runner step runs egress-policy: audit, or sets none (the action
defaults to audit), is a false attestation of the same kind as a removed
hardener, and is now a finding. The policy is read from the step's
block or flow `with:`. The fix text says to set block or declare
harden-runner-audit.
153 tests pass (2 runs); RE001 on the four real trees unchanged.

Ignore YAML comments when reading harden-runner policy
When a harden-runner step omits the input but contains an inline comment such as uses: step-security/harden-runner@v2 # egress-policy: block, this raw-line scan returns block even though YAML discards the comment and the action defaults to audit. A deed claiming :enforcement harden-runner-block then produces no enforcement finding, falsely attesting that outbound traffic is blocked; strip YAML comments and restrict the match to the step's actual with properties.
The reason will be displayed to describe this comment to others. Learn more.
Confirmed, and fixed in #975. The policy is now read from the step's actual with: inputs (block or flow mapping), with YAML comments stripped, so uses: …@v2 # egress-policy: block runs the default, audit. Tests cover the comment forms and text inside another input's value.

Recognize quoted workflow-level env keys
Fresh evidence beyond the fixed unquoted env: case is that valid YAML may spell the top-level key as "env": or 'env':; this exact ^env: match then returns no inherited references. A job that reads VISIBLE locally while inheriting HIDDEN can consequently match a deed declaring only VISIBLE and suppress RE001, so accept quoted key spellings as workflow_events/1 already does.
The reason will be displayed to describe this comment to others. Learn more.
Confirmed, and fixed at the root in #975. One key_line?/2 matcher now reads the top-level env: and jobs: and the job's env:, runs-on:, steps: and if:, quoted or plain. A quoted "runs-on": had dropped the whole job from RE001. The exposure model's uses:, ref: and run: keys get the same fix.
The reason will be displayed to describe this comment to others. Learn more.
Validate dynamic declarations even for hardened jobs
When a job both installs harden-runner and has a deed entry, this condition suppresses the computed-key finding; the following drift check is also disabled whenever dynamic_line is set. Thus a deed can claim a fixed secret set while the job reads secrets[env.NAME], despite the stated invariant that declarations remain attestations even when harden-runner satisfies the job; report the invalid declaration regardless of job.hardened?.
The reason will be displayed to describe this comment to others. Learn more.
Confirmed, and fixed in #975 (this PR merged first). A declared job with a computed-key read now draws the finding whether or not it is hardened (:warn when hardened), and the fix text says the entry can be removed.
The reason will be displayed to describe this comment to others. Learn more.
Expand YAML aliases before comparing job secrets
When a job reuses an anchored environment mapping through env: *env_vars, this scan sees only the alias token rather than the secret expression in the anchor definition, although GitHub treats the alias as the repeated mapping (GitHub Actions documentation). A second local job can therefore inherit HIDDEN, reference VISIBLE directly, and match a deed declaring only VISIBLE, suppressing RE001; resolve anchors and aliases before collecting each job's references.
The reason will be displayed to describe this comment to others. Learn more.
Confirmed, and fixed in #975. Aliases are expanded before jobs are read: env: *common, <<: *defaults and a whole-job deploy: *build all bring the anchored lines into the job, at the alias's line number. Expansion stops after 5,000 copied lines per workflow, so a billion-laughs file costs bounded work.
…s) (#975)
## Summary
Follow-up to #964, which merged while these fixes
were in progress. It fixes the four findings Codex left on #964's last
commit (`6f57606`), and the three it left on this PR's first commit
(`c97ceb9`). Each one let RE001 report less than it should, report what
isn't there, or let a deed claim more than is true.
## Changes
- **Computed key on a hardened, declared job.** The computed-key finding
was skipped when the job installs harden-runner, and the drift check was
skipped too, so the deed's fixed `:secrets` list stood unchallenged. A
declaration is an attestation whether or not the job is hardened, so the
finding now fires (`:warn` for a hardened job). Its fix text says the
entry can simply be removed.
- **Quoted keys.** YAML reads `env:`, `"env":` and `'env':` as one key.
A new `key_line?/2` matcher now covers:
- the top-level `env:` and `jobs:`;
- the job's `env:`, `runs-on:`, `steps:` and `if:`.
Before this, a quoted `"runs-on":` dropped the whole job from RE001, and
a quoted top-level `"env":` hid inherited secrets from the drift check.
The exposure model's `uses:`, `ref:`, `repository:` and `run:` keys get
the same treatment.
- **harden-runner policy.** RE001 now reads `egress-policy` from the
step's actual `with:` inputs (block or flow mapping), with YAML comments
stripped. `uses: …@v2 # egress-policy: block` used to attest `block`. It
now runs the default, audit.
- **YAML aliases, expanded by node.** Aliases are expanded before jobs
are read, and every line they bring carries the alias's line number:
- **Whole-value alias** (`env: *common`, `run: *script`, `- *step`,
`deploy: *build`): replaced by its anchor's inline content (a scalar, a
block scalar's `|`, a flow collection), with the anchor's indented lines
under it.
- **`<<:` merge:** puts the anchored entries into the destination
mapping, minus any key that mapping sets itself, since YAML gives the
explicit key precedence.
- **Where aliases count:** anchors and aliases are recognised only where
a YAML node starts. They never count inside quoted scalars or
block-scalar text, and a `,` counts only inside a flow collection.
- **Bounded work:** only `jobs:` and the top-level `env:` are expanded
in place, and copying stops after 5,000 lines per workflow, so a
billion-laughs file costs bounded work.
`run: &script |` also used to hide its block header from
`step_run_lines`, and is fixed.
It also takes CodeRabbit's nit from #964: `test/deed_test.exs` uses
ExUnit's per-test `tmp_dir`.
## Testing
- `research_extensions_test` + `deed_test`: **164 tests, 0 failures**.
Every new or extended test **fails against the commit before its fix**:
9 against `6f57606`, 3 against `c97ceb9`.
- `kyaml_workflow_test`: 10/10. `mix format --check-formatted` is clean.
- **RE001 on real trees is unchanged:** hypatia 9, standards 15,
rsr-template-repo 0, choreographic-types 1.
- **Caveat:** hex.pm is unreachable from the session, so I compiled the
touched modules standalone under Elixir 1.14.
`research_extensions_wiring_test` runs first in CI.
**Still open** (#971, a parsed workflow model): a
job written as a flow mapping is not read, and a merge whose anchor is a
flow mapping (`&d {runs-on: x}`) is not looked into.

## Summary
Step 3 of the governance-gate stack, after #966, #967, #968 and #973.
Under RE001 as #964 (standards ADR-009) now ships it, every job that
reads a real secret is in scope. On main that is **9 `:warn` findings**.
Once #973 makes hypatia's gate run main's rules, they hold it red at the
`info` threshold. This PR clears them by the safety-triangle order:
**eliminate** the credential where we can, then **control** what
remains.
| job | secret | action |
|---|---|---|
| `security-policy` / `secret-gitleaks` | `GITLEAKS_LICENSE` |
**Eliminated.** gitleaks-action needs a licence only for an organization
owner. Run 40442141312 logs `[hyperpolymath] is an individual user. No
license key is required.` and shows the secret empty, so it was never
set. |
| `inbox-steward-intake` / `analyze-patterns` | `FARM_PAT` | Its
read-only checkout no longer takes the PAT and keeps no credential
(`persist-credentials: false`). The `gh api` read still uses the PAT, so
the job is **hardened** with GitHub + API. |
| `inbox-steward-intake` / `dispatch-to-farm` | `FARM_PAT` | Dropped a
checkout nothing read. **Hardened**, API only. |
| `inbox-steward-intake` / `record-report`, `update-ruleset` |
`FARM_PAT` | **Hardened**, GitHub + API (push, `gh pr create`). |
| `ci-health-sweep` / `sweep` | `HYPATIA_DISPATCH_PAT` | **Hardened**,
GitHub + API. Every call in `scripts/ci-health/*.sh` is `gh`. |
| `hypatia-remediation-sweep` / `sweep` | `HYPATIA_DISPATCH_PAT` |
**Hardened**, API plus the artifact service and its blob storage. |
| `roadmap-sync` / `sync` | App private key | **Hardened**, API only. It
already used an App token (substitution done before this PR). |
| `push-email-notify` / `notify` | `SMTP_*` | **Hardened**: the action's
release download, plus `${{ secrets.SMTP_HOST }}:${{ secrets.SMTP_PORT
\|\| '465' }}`. The mail host is itself a secret, so it stays masked. |
All hardening is `step-security/harden-runner@v2.22.2` with
`egress-policy: block`, the same pin #968 introduced. `actions.lock`
holds the tool's bytes from run 40443523409 (sha256 `74ebf8be…`,
`GATE_RC=0`); it was not hand-written.
## How has this been verified?
- **RE001, #964's version** (`653d09c`) on this tree: 9 → **0**. Main's
version: 0 → 0.
- **Differential self-scan**, all 15 rule modules over `origin/main` and
this branch, keeping findings on the six touched workflows:
- with #964's rules, only those 9 RE001 findings go and nothing is
added;
- with main's rules, there is no change;
- WH004 is 0 once the lock is in.
- **actionlint 1.7.7:** the same 85 issues as main, none new.
- **Not verified, and the real risk:** a `block` allow-list that misses
a host breaks its job at run time. These jobs run on schedule, dispatch
or push, so PR CI can't exercise them. I worked out each list from the
job's code (every `gh`/`git`/action call), not by observation. I propose
one `workflow_dispatch` per job with its own `dry_run`, before or just
after merge, and reading harden-runner's egress report.
## Not done here (needs the owner or another repo)
- **Substitution:** the four `FARM_PAT` jobs and the two
`HYPATIA_DISPATCH_PAT` sweeps could each move to a GitHub App
installation token scoped to the repos they touch, as roadmap-sync
already does. That means creating Apps, which this session can't do.
- **Attestation:** a `hypatia_chora.deed` with `(egress …)` entries
(`:enforcement harden-runner-block`), once #964 lands, agreed with the
#964 session.
- **Org move:** if the repo moves to an organization (as standards did),
gitleaks will need `GITLEAKS_LICENSE` again.

This implements the consumer side of metadatastician/standards#1352 (ADR-009). The estate declares egress in the repo deed instead of adopting
