Recover the four-file title-text change from archived commit 1856722 without frontend dependency upgrades. Repeated stripping prevents nested tag fragments surviving a single pass at chart-title measurement and default-title sites. This is a text helper, not a general HTML sanitizer.

Validation with Bun 1.4.3: frozen lockfile installation succeeded; bun run typecheck passed; bun run test passed all 42 tests across 7 files (86 assertions). Diff whitespace check passes. CI remains pending; Julia and R were not run. No dependency changes.

Part of fork-work isolation after #178. Keep separate from the pending upstream repairs.
