What this change does

Removes CODE_OF_CONDUCT.md from the repository root. The byte-identical copy at .github/CODE_OF_CONDUCT.md stays.

Why

The upstream merges (#166-#174) left a second copy of the code of conduct at the root. The root-shape allowlist in test/unit/test_install_pins.jl ("the root keeps its shape", from the RSR root-cleanup doctrine) forbids root entries outside the allowlist — health files live under .github/ — so the Julia suite on main fails:

root entries outside the allowlist: CODE_OF_CONDUCT.md
the root keeps its shape: Test Failed at test/unit/test_install_pins.jl:355
  Expression: isempty(extras)
   Evaluated: isempty(SubString{String}["CODE_OF_CONDUCT.md"])

MEASURED on main's da9754f CI run. GitHub reads the code of conduct from .github/; the root copy is dropped, not merged.

How to run its tests

julia --project=. -e 'using Test; include("test/unit/test_install_pins.jl")' — or the full suite; the "the root keeps its shape" testset is the affected one.

Versions tested against

Not applicable — a file deletion. Julia 1.13.1, R 4.5.3 (conda-forge) for the suite context.

copy is the one GitHub and the fork's doctrine use; the root copy is
dropped.
