Switch to using scaled RMS and Linfinity norms in the linesearch and convergence check respectively.

This matches what is done in industry-standard PDE solvers. Previously we were using unscaled L1 norm, which has worse convergence properties. Note that the linesearch norm is a root-mean-square (RMS) norm rather than a strict L2 norm due to normalization by the number of cells.

Most tests unchanged or changed by <O(1e-6). Tests with particularly difficult transients (e.g. LH transition with adaptive transport, radiation collapse) were changed by up to O(1e-1), but qualitative behaviour remains unchanged.
