edit: just found codecov/engineering-team#3364, seems ats is no longer available
i am uploading coverage data but codecov label-analysis fails with
{"ats_success": false, "error": "codecov_unavailable", "tests_to_run": 30709, "tests_analyzed": 30709}~
test-and-upload-coverage-for-ats.yml
runs tests/sentry/utils and collects coverage data, uploads it
(in production this would run and collect coverage for all tests to serve as a baseline for ATS)
codecov_ats.yml
uses codecovcli to fetch coverage from a base sha and compute a subset of tests to run
