Protect an active replay of a completed phase.

getPhaseStatus keeps a restarted phase marked complete, so this guard does not apply. The card also keeps its Restart button enabled. If the user clicks it again on the first step, the reset clears the presentation and actions, but OrientationPhase does not rerun its unchanged effects. The guide then cannot advance. Preserve the step-index clamp when reopening.

When permissions change while a guide is minimized, its permission-dependent step list can shrink. The active incomplete-phase branch skips the existing clamp, so reopening can leave activeStepIndex beyond the new step list. The phase then has no active step and clears its guide actions.
